First, in this, we ciear the characteristics of low cost rental fiats market through the examinatien about the house-ownership brands, typology of renta1 house, the subsidy and its affordability, and so en. Second, we muke sure of the problems of rental fiat housing with the continuity on the traditional living style of inhabitants who intend to own houses threugh the survey for the inhabitants of rental fiats on kampung redevelopmenL Base on these circumstances, we sllggest thaL when rental housing is implement targeting low-income people in the Indonesian large city planning, it is necessary to rnake a appropriate planning of business and living space, not simply of living, and, at same time, to desigri space and use in consideration of the continuity with traditional karnpung lifestyle. Most of the urban people prefer to ewn heuses than to rent them. But, on the other hand, the scarcity of land within the city"s boundaries makes the land"s and housing prices so unaffordable that they cant purchase houses. In 1960s, Karnpung Redevelopment starts for this housing and infrastructure problems, and its policy has been changed from "Demo!ition and Relocation't into '"Improvernent" and "Community-based'"i. Recently many low-cost urban housing have been imp]emented, but the programs ef owning houses have not becorne the main solution against the urban hollsing prob]em beceuse of land's price sky-rocketing.
