RESUMENA la luz de las aportaciones recientes sobre la temática de los movimientos sociales, se constata un énfasis en el análisis de la dimensión política de los mismos, considerando como tal el estudio de la estructura de oportunidad política, la influencia política de los movimientos sociales en la deteminación de políticas públicas y su susceptibilidad de constituir mecanismos alternativos a los tradicionales de participación política. Sin embargo, este escoramiento teórico refleja una serie de problemas conceptuales que se resumen en la posible colisión del concepto de movimiento social con otros procedentes de otros esquemas de interpretación, como pueden ser los de grupos de interés y grupos de presión. Finalmente, se trata de definir cuáles son los elementos que hacen que el concepto de movimiento social tenga entidad propia frente a otros.
This paper analyses the capacity of the South-South cooperation model (SSC) to facilitate policy transfer between countries, as opposed to North-South cooperation modalities. To this end, the nature and evolution of SSC, and especially its horizontality, and the changes in the policy transfer (PT) actors, are analysed with reference to what is being transferred. It is assumed that the nature of developed SSC models, and the inequality of positioning policies in the global policy market, affect the content of what is transferred and limit the capacities of SSC to transfer policy models between countries in the South. The empirical contrast is made through the analysis of the Programme EUROsociAL II, which has transferred knowledge for social cohesion policies in Latin America through horizontal and vertical models.
En este artículo, se analiza el fenómeno de la judicialización de la política, aportando una revisión del concepto y sus expresiones que podría facilitar su contraste empírico. Para ello, se revisa la naturaleza del concepto, sus distintas acepciones y la eventual confusión que genera la asociación del fenómeno a la vertiente sustantiva del proceso judicial más que a la orgánica o funcional. Para avanzar en las posibilidades de la observación empírica, se propone una tipología de expresiones de judicialización de la política que se contrasta, posteriormente, con casos paradigmáticos de América Latina.

Some of the main innovations in these paradigms connect with genuine characteristics of public technical
cooperation, such as the transfer of knowledge for policy making or the building of partnerships and trust
in which public administrations play an increasing role. Therefore, a review of the evolution of public technical cooperation modalities in development cooperation is relevant for providing insights for the effective implementation of new approaches.In particular, public technical cooperation is discussed through
three paradigmatic cases: Spanish cooperation with Latin America, the regional programs of the EU with
Latin America, especially the case of EUROsociAL program, and Ibero-American cooperation.
