Dalam perencanaan pembangunan ekonomi, target pertumbuhan ekonomi telah ditentukan sebelumnya, dimana salah satu faktor pendukung diantaranya ditentukan oleh investasi. Penelitian ini bertujuan untuk : 1) Menganalisis perkembangan ICOR Provinsi Papua pada tahun 2009-2019; 2) Menganalisis pengaruh ICOR terhadap pertumbuhan ekonomi Provinsi Papua pada tahun 2009-2019; dan 3) Mempercepat proses pencapaian pertumbuhan ekonomi melalui penyusunan strategi kebijakan investasi sektoral dan kewilayahan. Hasil penelitian ini menunjukan bahwa : Rasio ICOR tahun 2010 hingga 2019 mempunyai trend nilai positif, namun demikian terdapat nilai terendah ICOR sebesar minimum -1,75 yang merupakan koefisien ICOR di tahun 2019. Peningkatan PDRB di Provinsi Papua mengalami peningkatan yang fluktuatif, hal ini juga berpengaruh terhadap ICOR yang bernilai positif tidak signifikan. Semakin tinggi PDRB Provinsi Papua, maka investasi yang diberikan oleh pihak investor akan mengalami peningkatan namun peningkatannya tidak terlalu signifikan dalam perekonomian. Berdasarkan hasil analisis deskriptif kualitatif teridentifikasi beberapa faktor yang dapat mempengaruhi perkembangan investasi di Provinsi Papua yaitu : hak ulayat, izin pelepasan kawasan yang masih menjadi kewenangan pemerintah pusat, insentif fiskal, akses pengusaha UMKM terhadap modal, infrastruktur, tingkat kemahalan, sistem Tataran Transportasi Wilayah dan Tataran Transportasi Lokal, Ketersediaan tenaga kerja lokal yang terampil dan bependidikan, ketersediaan data potensi Papua yang akurat, birokrasi dalam pengurusan perizinan sektoral, pembinaan terhadap pengusaha-pengusaha lokal, dan pengembangan komoditi unggulan yang berbasis lahan masih mendominasi dalam perencanaan investasi, sehingga sering berbenturan dengan tata ruang wilayah.
Penelitian ini bertujuan untuk mengetahui tingkat partisipasi masyarakat dalam Perencanaan, Penganggaran, Pelaksanaan, Pengawasan, dan Monitoring dan Evaluasi pembangunan kampung di Distrik Depapre. Pengumpulan data dapat diperoleh dengan menggunakan cara observasi, kuisioner, dan dokumentasi. Data yang di kumpulkan di analisis secara mix methods, dengan menggunakan cobweb analisis. Hasil penilitian ini menunjukkan bahwa tingkat partisipasi masyarakat dalam pembangunan kampung di Distrik Depapre dilihat dari kelima bidang partisipasi yaitu partisipasi dalam perencanaan sebesar 46.72% masih di katakan rendah, penganggaran 39.34% berada pada kategori rendah, pelaksanaan 77.87% tergolong tinggi, pengawasan 62.30% atau berada pada kategori tinggi, dan monitoring/evaluasi sebesar 50% atau masih terbilang rendah. Berdasarkan hasil dari masing – masing bidang dari bentuk partisipasi tersebut, maka secara umum dapat dikatakan bahwa partisipasi masyarakat dalam pembangunan di Distrik Depapre adalah tergolong cukup tinggi dengan hasil 55.25%.Kata Kunci : Partisipasi Masyarakat, Pembangunan Kampung
The training of the village medium-term plan (RPJMK) in the Oridek district of Biak Numfor Regency was conducted to 1) improve the knowledge and understanding of Arapatur District/Village in the middle term plan village (RPJMK) in the Oridek district of Biak Numfor Regency, which complies with prevailing regulations, and 2) the creation and consistency between the planning, budgeting, implementation, and supervision of government programs from the district level to the village. This training was held at Anggaduber village of the Oridek district of Biak Numfor Regency. The results of the training showed that from the results of the Pree test, it was found that of the 20 participants who attended the training, 45.14 percent of participants did not understand the concepts and rules related to the planning of village development. The remainder, as many as 54.86 percent, has been aware of the concepts and rules relating to the planning of village development. As for the results of the post-test, it was found that from 48 participants who attended this training, 20.49 percent of participants did not understand the concepts and rules relating to the planning of village development. The remainder, as many as 79.51 percent, has been aware of the concepts and rules relating to the planning of village development. In the development planning in Anggaduber village, there has been a well-run, were in the preparation of the existing RPJMK village government has coordinated with the Ditrict and BPMK Biak Numfor Regency in looking at the direction and target of village development in supporting development in the Oridek District, Biak Numfor Regency, Papua Province, and state development.
This study investigates the effectiveness of training and socialization on village fund management in Tablasupa Village, Jayapura Regency, and its impact on participants' understanding of village fund management concepts and regulations. The uniqueness of Tablasupa Village as a case study lies in its rural setting and distinct socio-economic characteristics. By focusing on Tablasupa Village, this research presents a localized perspective on village fund management, emphasizing the need for tailored approaches that consider the specific needs and dynamics of rural areas. Prior to the training, participants had limited knowledge regarding key areas such as the definition of RPJMK (Regional Medium-Term Development Plan), the Village Law, types of village income, reporting of activity/program results, and accountability. However, after the training and discussions, participants showed significant improvement in their ability to answer questions correctly, indicating the effectiveness of the training. The study suggests that the training has practical implications in enhancing participants' understanding of financial management practices and empowering rural communities. However, it is important to consider the limitations of the study, such as its narrow focus on Tablasupa Village and the constraints of time and resources. Therefore, future research should encompass a larger sample size and explore multiple locations to obtain a more comprehensive understanding of village fund management in a broader context.
The objectives of the Village Development Planning Socialization Activities for Students of the Year 2018 KKN Participants are the Faculty of Economics and Business, University of Cenderawasih are: 1) Increased knowledge of participants about the village development planning process in accordance with applicable regulations; 2) Increasing participants' knowledge about planning models that can be applied in the village development planning process; 3) Increased participants' knowledge about synchronization and consistency between planning, budgeting, implementing, and monitoring government programs from village to district levels. The method of applying science and technology is to carry out seminars with adult learning methods. The results of the implementation of this activity indicate that there was an increase in the training participants' ability / understanding by 24.65 percent related to 1) the village development planning process in accordance with applicable regulations; 2) planning models that can be applied in the village development planning process; and 3) synchronization and consistency between planning, budgeting, implementing, and monitoring government programs from the village to the district level. As many as 96 percent of participants attended the training, while 2 percent did not attend training.
