The Covid-19 pandemic is a shared problem so it must also be resolved collectively. In the context of crisis, the role of the government must remain dominant, but also by opening the door to collaborative governance. Therefore it is vital to understand the dynamics of the collaborative governance process in dealing with the Covid-19 pandemic which of course is full of challenges and obstacles in the midst of uncertainty. Researchers use the literature study method to track various conditions in an effort to resolve a pandemic that involves inter-sectoral efforts, but researchers find important points that must be corrected so that the handling of the pandemic does not experience deficiencies in collaborative governance. So far, real action is needed in improving the responsiveness of policies, quality of regulations, data management, monitoring systems and coordination among sectors. Keywords: collaborative governance; covid-19; pandemic AbstrakPandemi Covid-19 merupakan persoalan bersama sehingga juga harus diselesaikan secara bersama-sama pula. Dalam konteks krisis pun sebenarnya peran pemerintah harus tetap dominan akan tetapi juga dengan membuka pintu kolaborasi bersama dengan antar sektor (collaborative governance). Oleh karena itu penting untuk mengetahui dinamika proses collaborative governance dalam menangani pandemi Covid-19 yang tentu saja penuh dengan tantangan, kendala dan hambatan di tengah ketidakpastian. Peneliti menggunakan metode studi kepustakaan untuk melacak berbagai kondisi dalam usaha menyelesaikan pandemi yang melibatkan usaha antar sektor akan tetapi peneliti menemukan poin-poin penting yang harus diperbaiki agar penanganan pandemi tidak mengalami defisiensi dalam collaborative governance. Sejauh ini perlu tindakan nyata dalam memperbaiki responsivitas kebijakan, kualitas regulasi, manajemen data, sistem pengawasan dan koordinasi antar sektor. The ASEAN Economic Community (AEC) has demanded the Indonesian government to prepare all resources to contribute with government it. Kediri City as the local has made an innovation program in preparing the resources of the Kediri City community in order to face the AEC especially for human resources. The English Massive (EMAS) is a free English learning program provided by the Government of Kediri City. The research objective was to explain how the EMAS program was implemented and analyze the constraint in the EMAS program implementation. The study was conducted using a qualitative method with case study analysis. Data collection techniques are carried out through interviews, observation and documentation. The research explained that the implementation of the EMAS program is quite good. The variables for support the implementation such as: human resources, facilities, funding and stakeholder's commitment on trying to better in order to perfect the EMAS program. Even though, the EMAS program could not be separated from the constraints such as: the participant for teenager and adult still low, the increasing number of community requests is not accompanied by the adequate number of tutors so the Department of Education of Kediri City must organize the new open recruitment for new tutors in 2018. The collaboration among stakeholder needed to support the EMAS program can still run.
This study aims to examine the policy effectiveness of the development of underdeveloped region in Indonesia. Bondowoso district was chosen as a locus due to its status as one of the underdeveloped region. The policy effectiveness was examined according to the achievement of the underdeveloped region dimensions and indicators stimulated in the Regulation of the Minister of Village, Underdeveloped Region Development, and Transmigration Number 3 of 2016. Underdeveloped region indicators include 27 indicators divided into 6 dimensions namely: economy, human resources, infrastructure, regional financial capacity, accessibility, and regional characteristics. Qualitative research method with secondary data was chosen to analyze the phenomena. The result showed that The Underdeveloped Regional Development Policy in Bondowoso District could be categorized effective. The policy implementation was also categorized as good due to availability of clear legal basis, regional apparatus organizations in implementing those programs, and achieved the determined target.
Dampak perubahan sosial tersebut telah berimplikasi pada perubahan perilaku, hubungan sosial, kelembagaan, dan struktur sosial khususnya di dalam masyarakat perkotaan. Pendekatan studi literatur dan kajian konsep-konsep terhadap masalah penyebab migrasi desa menuju ke kota serta menganalisis bagaimana kebijakan yang sesuai dalam mengurangi disparitas antara desa dan kota. Salah satu aspek yang menjadi fokus perhatian dalam RPJMN 2015-2019 adalah isu pembangunan wilayah dan salah satunya adalah pembangunan pedesaan. Dalam hal pengkajian terhadap sasaran pembangunan pedesaan maka hal utama yang harus dilakukan adalah penguatan terhadap perencanaan program pembangunan pedesaan dalam RPJMDes dan RKPDes. Tantangan selanjutnya adalah belum optimalnya pemanfaatan potensi ekonomi pedesaan yang berorientasi pada keunggulan geografis dan sumber daya lokal sebagai basis ekonomi dalam pembangunan pedesaan serta masih kurang aktifnya keterlibatan masyarakat dalam mendukung pembangunan pedesaan sangat mempengaruhi perkembangan pembangunan pedesaan. Dukungan anggaran dana desa dari pemerintah membutuhkan kerjasama antar lintas sektoral dan pemanfaatan potensi pedesaan berdasarkan kearifan lokal yang ada sangat dibutuhkan dalam mendukung kemajuan pedesaan sehingga dapat mengurangi migrasi desa ke kota oleh masyarakat desa Kata Kunci: Kesenjangan, pembangunan, pedesaan, perkotaan
