The purpose of the study was to base the principles of state regulation of the infrastructure of the digital economy in the current conditions. In the methodological, a systematic approach was used, which allows to consider the state regulation of the infrastructure of the digital economy as a complex system, whose structure is manifested in the relationships and interactions between the components of the economic system. The tools for regulating the development of the infrastructure of the digital economy are highlighted, including: advancement of innovation infrastructure, intensification of risk investment processes of technology companies, modernization of the higher education system, implementation of state digital economy programs, use of public procurement, public investment and concessional loans, communication technologies, coordination of actions between the administrative bodies that regulate the processes of digitalization of the economy. Financial innovations have been and remain an integral part of the economic development of countries in recent dec-ades. The need for effective tools and technologies that would allow hedging, managing the market risks, which ultimately affected rapid emergence of new financial instruments, trading mechanisms and technologies has significantly increased. Their use accelerates new financial relationships that can solve these problems.The main purpose of the article is to deepen theoretical provisions of the securitization process of financial assets, fea-tures and reasons for its dissemination in economic processes.There are different approaches to determining the essence of securitization of financial assets. The securitization in the narrow sense has two types –securitization of assets (bonds issue on the basis of mortgage or consumer loans, debts on cred-it cards) and securitization of liabilities (issuing to depositors of bonds of the domestic state currency loan or bank billsin-stead of funds). It has been proved that securitization of assets has been the most widespread. The author’s interpretation of the securitization of financial assets as an innovative form of financing, which involves obtaining profits by financial institu-tions from the sale of a pool of financial assets generating stable cash flow, specially created legal entity that will issue secu-rities with new properties and forms of collateral has been submitted. With the financial market development, new trends, tools and processes appear that allow to activate the market, strengthen financial capabilities of market participants, in-crease their liquidity. The main trends in the financial market development are globalization and dissemination. There are several approaches to explaining the occurrence of securitization. Most often, its occurrence is explained as the activities of companies in response to state regulation in the field of banking.
Прогноз місцевого бюджету на відповідний рік проводиться щорічно відповідно до змін Бюджетного кодексу України. Попри активні процеси прогнозування 2021 року, у 2022 цей процес тимчасово призупинився через воєнний стан. Однак важливість дотримання усіх методичних рекомендацій щодо підготовки пропозицій до прогнозу місцевих бюджетів є необхідною передумовою проведення усіх етапів бюджетного процесу для забезпечення потреб та інтересів усіх членів об’єднаних територіальних громад (далі – ОТГ). Завдяки інформаційно-програмному комплексу (далі – ІПК) «Місцевий бюджет» ОТГ забезпечують реалізацію статті 75-1 Бюджетного кодексу України щодо впровадження середньострокового бюджетного планування на місцевому рівні шляхом здійснення підготовки пропозицій до прогнозу місцевого бюджету. Розпочинається процес складання прогнозу з надання граничних показників головним розпорядникам коштів (далі – ГРК), тобто місцевий фінансовий орган повинен довести ліміти до своїх ГРК. У межах тих лімітів, які довів до ГРК місцевий фінансовий орган, може проводити складання пропозицій до прогнозу місцевого бюджету. Автоматизація зазначеного процесу приводить до максимального врахування потреб громади під час розподілу орієнтовних граничних показників видатків місцевого бюджету та надання кредитів з місцевого бюджету на середньостроковий період.
The decentralization reform created prerequisites for increasing the level of meeting the citizens' needs and satisfying their interests. In the pre-war period, the process of decentralization ended with a clear division of functional powers between state and local budgets. Medium-term budget planning is decisive to ensure the program-target method of managing financial resources. The improvement of budget planning, execution, and reporting was ensured by the automation, in particular, the use of information and program complex "Local Budget" by united territorial communities (UTC). However, the war led to the emergence of financial risks for UTC. After the beginning of the aggressor country’s full-scale invasion, the redistribution of planned amounts of financial resources was necessary for the majority of Ukraine’s territory, therefore, in 2022, the regulatory and legal framework was improved to ensure that the financial needs of communities are met during wartime. The role of public and volunteer organizations and charitable foundations in solving communities’ urgent problems is considered. First of all, the created conditions for the participation of civil society institutions in competitive bidding and grant programs to attract additional financial resources are analyzed. The rules for calculating local budgets’ revenues from the excise tax are studied. The mechanism of allowing for the necessary amount of funds for the uninterrupted provision of social guarantees to individuals in need of external assistance is analyzed. The sources of financing for the uninterrupted and full functioning of invincibility points and the possibilities of providing state financial assistance to communal enterprises that provide accommodation for temporarily displaced persons are studied. Much attention is paid to educational subvention. The main directions and rules for using the remainder of the educational subvention to finance the additional protection of UTC’s members following the regulatory and statutory documents of the Ministry of Education and Science of Ukraine are considered. Thus, the rapid changes in regulatory and legal documents that affect the UTC’s financial resources management made it possible to create conditions for meeting the needs and satisfying the interests of communities during martial law.
The problems of qualitative training of a specialist in the specialty 125 "Cybersecurity" are considered in the work. The importance of the aspect of mathematical training is emphasized. Factors that ensure proper professional training of students and the formation of their defined MES integrated competence. The international experience of training cybersecurity specialists is reviewed. It is noted that in most US universities, the course of discrete mathematics, the course of algorithms and their mathematical implementation at the bachelor's level is a mandatory part of obtaining a degree in computer science.
