In many European countries and in the US, populist right-wing parties are gaining ground. The political agenda of these parties is dominated by their reluctant or even out-right hostile position against migration and foreigners and a strong emphasis on nationalist values in combination with an anti-globalisation economic agenda. In most cases, the social agenda of the radical right parties and politicians are more ambiguous and less clearly explicated. These parties rely on working class ‘insiders’ and therefore may be expected to oppose austerity measures, but at that same time have firm opinions about deservingness and conditionality that may sometimes harm the interests of their voters. This article sets out to explore the social policy agenda of radical right parties in six different countries: the US, Sweden, the Netherlands, Belgium, Germany and France. The article uses content analysis of speeches and party manifestos as its main method of data analysis.
When designing and implementing policies, policy makers usually assume linear, proportionate causation between interventions and consequences. Yet frequently unexpected consequences occur that seem unintended and disproportionate. This article argues that interventions are more appropriately understood as loops, not lines. System dynamics shows that causes and consequences interact in circular patterns, creating unexpected outcomes and self-reinforcing mechanisms. Some loops are vicious, causing deterioration of the situation, others are virtuous, propelling self-sustaining improvements that exceed original intentions. The article illustrates the circular approach to causality by applying it to interventions aimed at the improvement of the performance of primary schools in the Netherlands.
The welfare state is one of the hallmarks of a civilised society. All developed countries have them and the less developed ones are striving to establish their own. Welfare states depend on a fair collection and redistribution of resources, which in turn rests upon the maintenance of trust between different sections of society and across generations. Misleading rhetoric concerning those who have to seek support from the welfare state, such as the contrast between ‘strivers’ and ‘shirkers’, risks undermining that trust and, with it, one of the key foundations of modern Britain. In his first annual speech to parliament in 2013, Dutch King Willem-Alexander announced the end of the era of the welfare state and proclaimed the Participation Society. He stated that the process of individualization, combined with the need to reduce the government's budget deficit leads “to a slow transition of the classical welfare state into a participation society. Everyone who is able to do so, is asked to take responsibility for his or her own life and environment”. This shift towards a participation society is not unique for the Netherlands. Many European countries have experience reforms of their welfare states that limit the responsibility of the state and increases the responsibility of individual citizens. This chapter discusses the backgrounds of Dutch Participation Society in the political discourse, and analyses how and to what extent the ideas of the Participation Society have actually been translated into the content of social policies, their implementation and their consequences.
