Part of Surabaya Industrial Estate Rungkut (SIER) Area is planned to become Central Business District (CBD) in accordance with the direction of the Surabaya City Government. The land use is changed due to the decrease of carrying capacity of the infrastructure in the environment around SIER, caused by density increase since Middle East Ring Road (MERR) was opened in 2012. In addition, some of the areas that became CBD areas are part of the PT SIER area (97.4 Ha). Aim: This study was aimed to determine alternative land functions. Methodology and results: Since CBD is generally dominated by commercial properties, this research focuses on commercial property development programs carried out within the scope of the Highest and Best Use (HBU) Study. This research was conducted through location, site, and market analysis, completed with recommendation for property type in SIER location. Conclusion, significance and impact study: Based on macro market analysis, supply of retail, hotel and apartment property is increasing, while supply of office is decreasing. The results of this study are the best and highest value proposals for the development of commercial property functions (apartments, offices, shopping areas, and hotels), so that the investment is not high risk. In addition, the result can be used as a policy orientation for all interested parties, especially PT SIER in the development of CBD in its area, related to the development stage that is adjusted to the interests and market conditions.
The Greater Jakarta Metropolitan Area consists of 3 regencies and five cities, making it the second-largest conurbation in the world. The city is grappling with massive environmental issues and rampant social problems that give a rise to a child-unfriendly city. Jakarta is not only unfriendly to the lower-class children but also the higher-class groups. The disconnected transportation network has rendered families, especially those from the middle to high-income groups, to rely on private vehicles for their daily mobility. Due to this situation, children might spend more time on car rides or child-care services such as daycare or domestic nanny. The government has been trying to improve the Greater Jakarta Metropolitan Area’s child-friendly city by creating some child-friendly city policies and interventions. But how effective are they to resolve the current issues faced by many Jakartan families? Through this article, we intend to identify families’ everyday problems in Jakarta to meet the juggle demands and assess the effectiveness of those policies to resolve the daily issues faced by families in Jakarta. The data were collected through document analysis, internet-based data collection, and in-depth online interviews with 16 respondents living in Greater Jakarta Metropolitan Area. The findings indicated several improvements that Jakarta needs to address to provide a child-friendly environment for its residents.
North Coast Jakarta land reclamation policy is a comprehensive effort undertaken by the city administration to increase space requirements in Jakarta. Interpretation of the North Coast Jakarta land reclamation policy and provisions of the spatial plan raises various debates on the pros and cons. In the implementation, there are still two conflicting sources of law on this reclamation policy, between Presidential Decree No. 52 of 1995 and Presidential Decree No. 54 of 2008. The peak was in June 2018, Jakarta Governor Anies Baswedan stop and seal all the property on the reclaimed land due to not completing a building permit. This action became a new polemic reclamation. The study was conducted with a descriptive-analytical method, which describes the underlying spatial phenomena and has an impact on the North Coast Jakarta land reclamation specifically at D Island “Gold Island”. The results of this study indicate that land reclamation is a necessity for the city that has highly increasing of population growth rate. Facts implementation of the land reclamation project on D island until now contrary to the main purpose of land reclamation of North Coast Jakarta. The complexity of the implementation land reclamation project comes from the inconsistency of policies and orientation of economic benefits. The orientation of economic benefits from extra spaces on D island is a form of capitalist space and ignores the social space. On the other hand, there is no benefit in terms of environmental, economic, and social for North Coast Jakarta local communities
