The purpose of this study is to find a model for implementing policies on the development of Bus Rapid Transit (BRT) based on mass public transportation in DKI Jakarta Province, Indonesia. This research uses qualitative methods with data collection techniques such as observation, in-depth interviews and literature study. Policy choices for developing mass public transportation based on BRT seem to remain a rational choice for overcoming traffic congestion in Jakarta. The ideal model of policy implementation to be developed in the future is an integrated BRT-based mass transit public transport policy model, not only paying attention to its sustainability but also being just.
Tujuan penelitian ini untuk menganalisis pengaruh partisipasi masyarakat dan kinerja pengelola terhadap kualitas pelayanan Penyediaan Sarana Air Minum dan Sanitasi Berbasis Masyarakat di Kabupaten Rokan Hulu. Populasi yaitu masyarakat yang memanfaatkan program Pamsimas dari tahun 2008 hingga 2018 sebanyak 14.605 kepala keluarga yang tersebar sebanyak 111 desa di Kabupaten Rokan Hulu. Jumlah sampel menggunakan rumus Slovin sebanyak 390 orang responden, dan teknik pengambilan sampel secara cluster sampling. Pengambilan informasi dari tanggapan responden menggunakan kuesioner denganskala likert dan dianalisis dengan regresi linear berganda. Hasil penelitian menunjukan partisipasi masyarakat dan kinerja pengelola berpengaruh positif dan signifikan terhadap kualitas pelayanan baik secara parsial maupun secara simultan. AbstractThe purpose of this study was to analyze the effect of community participation and manager's performance on the quality of service provision of Community-Based Drinking Water and Sanitation Facilities in Rokan Hulu Regency. The population is the people who use the Pamsimas program from 2008 to 2018 as many as 14,605 heads of family spread out as many as 111 villages in Rokan Hulu Regency. The number of samples using the Slovin formula were 390 respondents, and the sampling technique was cluster sampling. Retrieval of information from respondents' responses using a questionnaire with a Likert scale and analyzed by multiple linear regression. The results showed that community participation and manager's performance had a positive and significant effect on service quality, either partially or simultaneously.
Penelitian ini dimaksudkan menelaah dan mengkaji seberapa berhasil pelaksanaan sebuah kebijakan publik mengenai pengendalian masalah kebakaran hutan dan lahan. Desain yang digunakan dalam penelitian ini yakni pendekatan kualitatif melalui pendeskripsian dan penalaran secara induktif. Pengumpulan data menggunakan teknik wawancara, observasi, dan data sekunder. Informan sebagai sumber data primer ditentukan melalui purposive dan snowball dengan total 22 orang. Teknik analisis data diawali dengan pengumpulan data, penyederhanaan dan penyeleksian data, penyajian data, dan penarikan kesimpulan. Teknik penentuan keabsahan data menggunakan triangulasi. Hasil penelitian ini menampakkan bahwa efektivitas kebijakan terkait pengendalian masalah kebakaran hutan dan lahan dengan lokasi penelitian di Kecamatan Bayung Lencir masih dinilai belum seluruhnya terwujud, yang mana terlihat dari: 1) aspek prosedural, yakni belum menyertakan pihak legislatif dan masih minimnya finansial; 2) aspek substantif, yakni belum sepenuhnya mempedomani ketentuan peraturan yang lebih tinggi sebagai acuan, dan belum maksimalnya tingkat partisipasi masyarakat; 3) aspek transaktif, yakni belum optimalnya pengendalian sumber daya; 4) aspek normatif, yakni belum tepatnya upaya pelarangan pembukaan lahan dengan cara membakar.
Abstrak Tujuan penelitian ini adalah untuk menganalisis implementasi kebijakan pengembangan Angkutan Umum Massal berbasis Bus Rapid Transit (BRT) dalam mewujudkan sistem transportasi publik perkotaan yang berkeadilan dan Berkelanjutan di Provinsi DKI Jakarta. Penelitian ini menggunakan metode kualitatif dengan teknik pengumpulan data berupa observasi, wawancara mendalam dan studi kepustakaan. Analisis data penelitian dilakukan dengan menggunakan teknik triangulasi. Hasil penelitian menemukan bahwa implementasi kebijakan pengembangan angkutan massal berbasis BRT telah memberikan dampak positif berupa mengurangi kemacetan dan tertatanya sistem transportasi perkotaan. Namun harus implementasi kebijakan ini masih menyisahkan masalah. Implementasi kebijakan ini cenderung berorientasi predict and provide dalam kerangka mengatasi kemacetan dan kesemrawutan lalu lintas di perkotaan, dan cenderung mengabaikan rasa keadilan pengguna sarana transportasi dan stakeholder pembangunan lainnya yang ikut berkontribusi dalam kegiatan transportasi publik. Implementasi kebijakan ini belum berjalan optimal dan masih memiliki keterbatasan-keterbatasan, baik dari sisi perencanaan, penentuan tarif dan sistem pembayaran, operasional, dan pengawasan kebijakan. Abstract The purpose of this study was to analyze the implementation of the policy of developing Bus Rapid Transit (BRT)-based mass public transportation in realizing a just and sustainable urban public transportation system in DKI Jakarta Province. This research uses qualitative methods with data collection techniques such as observation, in-depth interviews and literature study. Research data analysis was performed using triangulation techniques. The results of the study found that the implementation of the BRT-based mass transit development policy had a positive impact in the form of reducing congestion and the orderliness of the urban transportation system. However, the implementation of this policy must still be a problem. The implementation of this policy tends to be predictive and provide oriented in the framework of overcoming traffic congestion and traffic chaos in urban areas, and tends to ignore the sense of fairness of transportation facility users and other development stakeholders who contribute to public transportation activities. The implementation of this policy has not run optimally and still has limitations, both in terms of planning, determining rates and payment systems, operational, and policy supervision. This research relies on the concept of process theory and policy implementation determinants from Hamdi (2014), where the theoretical concepts of policy implementation processes include dimensions of productivity, linearity, and efficiency, while the theoretical determinants of policy implementation include substance policy factors, behavior of implementing tasks, network interactions employment, target group participation, and resource factors. The research method used in this study is a qualitative research method with the characteristics of construction built on natural conditions, more descriptive, more emphasis on processes, inductive analysis, and more emphasis on the value or meaning contained in a data or event. In an effort to obtain accurate analysis results related to the process and the determinants of the implementation of the transmigration settlement unit transformation into Madapuhi Trans Village, the informants selected were all stakeholders at the local level, both local government and the community. This study found that the process of implementing the UPT transformation policy into Madapuhi Trans Village has not gone well, as indicated by low productivity, lack of linearity and lack of efficiency in policy implementation, as well as several factors that hinder successful implementation of policies such as Policy Substance, Implementing Task Behavior, Target Group Participation, and Resources. The supporting factors in implementing this policy are factors of network interaction. The results also showed that from the 5 determinants of policy implementation, the Target Group Participation factor was the most influential factor in the context of the implementation of the transformation of the transmigration settlement unit to the Madapuhi Trans Village. This study found that understanding harmony is also a determinant of policy implementation. The model produced by this research is the model of the Effectiveness of the Process of Implementing the Policy of Transforming the UPT into a village. Based on the results and findings of the study, it is suggested that a theory of the implementation of the transformation of the transmigration settlement unit into a village be developed, which includes the theory of the process of policy implementation and the determinant theory of policy implementation by Hamdi.
