This study aims to identify and analyze the intensity of research developments with the topic of forest fire controlling policy in Indonesia in the last five years from 2017 to 2021 through bibliometric analysis. The research method uses a literature review with data collection through the publish or perish software from the google scholar database with the keywords “forest fire Indonesia,” “forest fire management, Indonesia,” forest fire control, Indonesia,” and “forest fire policy, Indonesia.” Data analysis using the VOSviewer application. The results showed 154 journal articles discussing forest fire controlling policy in Indonesia between 2017 and 2021 accessed on December 18, 2021. The term "implementation" became the most central and widely discussed term in previous studies. As a comparison, in 2021, the terms "coordination policy" and "annual forest fire” will be the last issues to be discussed. The limitation of this study is research using the Google Scholar database. It is open to all articles, including journals, reports, papers assignments, and articles that have been uploaded to the Google database. In addition, incomplete metadata such as year and source of publication become undetectable when filtered. Following research, more analysis will be conducted using other indexing databases like Scopus or Web of Science.
Research about the Policy on the Use of Village Funds in Community Empowerment in Rantaupandan village, Rantaupandan district, Bungo Regency, Jambi Province, are aimed to find out how the implementation of village funds policy in community empowerment, inhibiting factors and efforts can be made so that the use of Village Funds in Rantaupandan village can reach aim. This Research uses the theory of Van Meter and Van Horn with qualitative descriptive methods and inductive approaches. Data collection techniques through interviews, observation, and documentation. In this study using triangulation techniques to test the validity of the data and perform data analysis through data reduction, data presentation, and conclusion drawing. This Research shows that the implementation of the Village Fund policy in community empowerment has not run optimally due to the problem of human resource competencies, the lack of community participation, and the lack of information delivery to the community regarding the implementation of the Village Fund policy.Keywords: policy, village fund, community empowerment
Penelitian ini dimaksudkan menelaah dan mengkaji seberapa berhasil pelaksanaan sebuah kebijakan publik mengenai pengendalian masalah kebakaran hutan dan lahan. Desain yang digunakan dalam penelitian ini yakni pendekatan kualitatif melalui pendeskripsian dan penalaran secara induktif. Pengumpulan data menggunakan teknik wawancara, observasi, dan data sekunder. Informan sebagai sumber data primer ditentukan melalui purposive dan snowball dengan total 22 orang. Teknik analisis data diawali dengan pengumpulan data, penyederhanaan dan penyeleksian data, penyajian data, dan penarikan kesimpulan. Teknik penentuan keabsahan data menggunakan triangulasi. Hasil penelitian ini menampakkan bahwa efektivitas kebijakan terkait pengendalian masalah kebakaran hutan dan lahan dengan lokasi penelitian di Kecamatan Bayung Lencir masih dinilai belum seluruhnya terwujud, yang mana terlihat dari: 1) aspek prosedural, yakni belum menyertakan pihak legislatif dan masih minimnya finansial; 2) aspek substantif, yakni belum sepenuhnya mempedomani ketentuan peraturan yang lebih tinggi sebagai acuan, dan belum maksimalnya tingkat partisipasi masyarakat; 3) aspek transaktif, yakni belum optimalnya pengendalian sumber daya; 4) aspek normatif, yakni belum tepatnya upaya pelarangan pembukaan lahan dengan cara membakar.
This study aims to identify the trend of articles published in Jurnal Bina Praja through co-authorship and co-occurrence analysis by describing the citation trend, most cited articles, top productive author, most collaborated author, most frequently keyword appeared, the latest, and the densest keyword of the journal. This study used several applications for collecting and analyzing the data, namely Publish or Perish for searching the literature, Mendeley for completing the metadata, and VOSviewer for building the visualization and analysis. This study showed that 273 articles were published online in Jurnal Bina Praja from 2012 volume 4 number 1 to 2021 volume 13 number 2. Based on this mapping, there has been a significant increase in citations from 2017 to 2020. The year 2020 was the highest number of sources, namely 266 citations, compared to the previous year, with only 162 citations. The most cited article was the one written by Saksono in 2012 entitled "Creative Economy: New Talents for Regional Competitiveness Triggers." The most productive author is Hamudy, with several publications of 9 documents. In terms of collaboration between authors, as seen from co-authorship based on total link strengths, there are 9 clusters. The most collaborated author with seven total link strengths, namely Afriyani, Fitri, Manoby, and Pranasari. According to the network visualization, the most frequent keyword in Jurnal Bina Praja is local government, with 18 occurrences. COVID-19 was the latest keyword in the Jurnal Bina Praja in 2021. Local government is the densest keyword in this journal, followed by decentralization, poverty, development, and innovation.
This study intends to examine how the development of research related to the merit system in Indonesia and international practices. Bibliometric analysis is used to determine the dynamics of the research topics discussed related to the merit system through keywords that appear in the Scopus database until January 7, 2022. Visualization from bibliometric based on co-authorship, co-occurrence, and citation using VOSviewer 1.6.16. This study showed 485 articles had been filtered through the criteria of Open Access, Article, English, and Journal. Six of the 485 articles discussed various aspects of the merit system in Indonesia. In Co-authorship, there are eight of 23 clusters written by more than two people collaborating; the United Kingdom is the highest number of articles published, while Indonesia also appears in the visualization but does not collaborate with affiliated authors from other countries. In co-occurrence, 22 clusters of 1,503 keywords emerge, and 234 meet the threshold. The meritocracy item has the highest link and total link strength, but this item was published on average around the year 2018. In terms of citation, eight of the ten most-cited documents were published more than the last ten years, while the other two documents were published in the last eight years. The document of Pratto f. 1994 was the highest citation document and became an important article related to the merit system discussing social dominance orientation which looks at inequality in social groups.
