AbstrakKeberadaan pemerintahan desa, desa adat atau nama lain, melalui konstitusi dan Undang-Undang Nomor 6 tahun 2014 memberikan pengakuan dan jaminan terhadap keberadaan kesatuan masyarakat hukum dan kesatuan masyarakat hukum adat beserta hak tradisionalnya. Pemerintahan Kampung adat yang ditetapkan oleh pemerintah Kabupaten Siak merupakan perwujudan dari pengakuan tersebut, tujuan penetapan kampung adat di kabupaten siak ialah untuk menghidupkan kembali peranan tokoh adat dalam penyelenggaraan pemerintahan, pembangunan dan pelayanan kepada masyarakat. Tujuan penelitian. Untuk mengetahui proses penetapan, pelaksanaan asal usul dalam penyelenggaraan pemerintahan dan faktor penghambat. Metode penelitian. lokasi dan fokus pada Kampung Adat Kampung Tengah, Lubuk Jering, Kuala Gasib dan Sakai Bekalar. Sumber data ialah data primer dan sekunder, diperoleh melalui observasi, wawancara, dokumentasi, studi kepusatakaan. Selanjutnya, data yang diperoleh dianalisis secara kualitatif, dan diuji dengan triangulasi untuk mengambil suatu kesimpulan. Hasil penelitian mengungkapkan, proses kebijakan penetapan perubahan statusKampung menjadi kampung adat di Kabupaten Siak belum dilakukan kajian secara komprehensif, sehingga secara prosedur dalam penetapan kebijakan belum memenuhi beberapa aspek yang diatur dalam ketentuan peraturan perundang-udangan. Penetapan peraturan daerah kabupaten siak nomor 2 tahun 2015 tentang kampung adat secara administratif belum terpenuhi, nomor registrasi dari gubernur riau tentang kampung adat belum dikeluarkan dan kode kampung adat dari kementerian dalam negeri juga belum dikeluarkan. Dengan demikian, pelaksanaan asal usul dan adat istiadat dalam penyelenggaraan pemerintahan belum terlaksana, dikarenakan masih dibutuhkan regulasi lanjutan untuk mengimplementasikannya, Peraturan Daerah Provinsi Riau tentang pangaturan susunan kelembagaan dan pengisian jabatan perangkat kampung adat belum dikeluarkan. Faktor penghambat dalam pelaksanaan ialah kampung adat yang ditetapkan belum memenuhi keseluruhan syarat administrasi dalam penetapannya, regulasi pendukung untuk mengoperasionalkan penyelenggaraan pemerintahan berdasarkan hukum adat dan susunan asli belum ada. Adat istiadat tidak lagi terpelihara dengan baik, tokoh-tokoh adat di Masyarakat sudah berkurang, eksistensi kelembagaan adat tidak berfungsi di masing-masing Kampung Adat yang telah ditetapkan . This paper sheds light on the reasons for performing corrective surgery for intersex person to get married. The data were collected through the examination of works on intersex. The results of this study reveal that Islamic law, following the maqāṣid syarīah approach, allows the intersex person to perform corrective surgery with/without the intention of marriage. The choice to conduct corrective surgery does not violate the five principles of maqāṣid syarīa: the principle of religion (ḥifẓ ad-dīn), the principle of the soul (ḥifẓ an-nafs), the principle of mind (ḥifẓ al-‘aql), the principle of descent (ḥifẓ an-nasl), and the principle of property (ḥifẓ al-māl). However, corrective surgery is limited to the people who biologically have sexual disorders and the surgery must be safe according to medical science.Artikel ini menjelaskan alasan melakukan operasi kelamin bagi orang interseks untuk menikah. Data dalam penelitian ini dikumpulkan dengan cara menelaah berbagai literatur yang membahas interseks. Hasil penelitian ini mengungkapkan bahwa berdasarkan pendekatan maqāṣid syarīah, hukum Islam membolehkan orang interseks melakukan operasi penyempurnaan kelamin, baik disertai niat untuk menikah maupun tidak terlebih dahulu. Pilihan untuk melakukan operasi penyempurnaan kelamin tidak melanggar kelima prinsip maqāṣid syarīah, yakni prinsip agama (ḥifẓ ad-dīn), prinsip jiwa (ḥifẓ an-nafs), prinsip akal (ḥifẓ al-‘aql), prinsip keturunan (ḥifẓ an-nasl), dan prinsip harta (ḥifẓ al-māl).Namun, operasi penyempurnaan kelamin hanya dapat dilakukan bagi orang yang memang benar-benar secara biologis mengalami kelainan seksual. Dan operasi yang dilakukan harus memenuhi standar ilmu kedokteran.
Indonesia is a state of law, while the majority of the population is Muslim. As a result of this circumstance, Islamic religious-based fatwa institutions are widespread. Numerous religious organizations have their own institutions managing fatwas on legal issues from both an Islamic and organizational perspective. Baḥtsul Masāil is one of them. This institution is affiliated with Nahdlatul Ulama, Indonesia's most prominent Islamic community organization. The purpose of this paper is to examine how Baḥtsul Masāil manages Islamic law/fatwa and its intersection with the production of legal knowledge, which cannot be divorced from the organization's religious style. This article employs a portion of Foucault's genealogical critical discourse analysis approach. After conducting qualitative analysis, this article argues that whenever the Baḥtsul Masāil considers a legal case, it always attempts to project its consideration to the four schools of Islamic law, namely the Shafi'i, Hanafi, Maliki, and Hambali schools. If the four schools are unable to resolve the legal issue, they move on to other schools or employ alternative reasoning with new considerations. Genealogically, this projection is a manifestation of the strong traditional authority in NU institutions. This is not to say that NU abandons the modernization of legal thought.

The result of dedication is the collaboration between the farmers of Village Owned Enterprises, to market brown sugar products to a wider market reach. The collaboration resulted in an agreement and commitment between the village government and the Village Owned Enterprises, to form an integrated business unit for managing coconut derivatives.
This research was carried out after the implementation of online learning policies during the COVID-19 pandemic, which was associated with various obstacles in the learning process. The research was conducted at the Faculty of Economics and Social Sciences, Universitas Islam Negeri Sultan Syarif Kasim (UIN Suska) in Riau. The objectives of this research were: 1) to determine how online learning policies were implemented during the COVID-19 pandemic; and 2) to examine the barriers to implementing these policies. This study used qualitative descriptive methods and Van Meter and Van Horn’s policy implementation models. The findings indicated that the online learning policies were successfully implemented, even though they were not optimally carried out. The barriers to implementation were inadequate connectivity speeds, lack of enthusiasm and response from students during the learning process, the increasing burden of internet quota, and unfavorable environmental conditions.
