<p><em>Regional Regulation of Special Region of Yogyakarta No. 1 of 2014 on Handling of Homeless and Beggars. This regulation outlines the implementation of handling procedures and sanctions for homeless, beggars, and givers. The objective of issuing this regulation is to reduce the number of homeless and beggars in the Special Region of Yogyakarta. The problem is regarding the criminalization of homeless and beggars as well as those who give goods or money. Therefore, this study mainly discusses the process of issuing and implementing the regulation on handling of homeless and beggars in the Special Region of Yogyakarta, and the implementation of Regional Regulation of Special Region of Yogyakarta No. 1 of 2014 seen from maqasid al-shariah perspective. This was an empirica normative legal research using a sociological-normative approach. The data were collected through interviews, documentation and observation, with an analysis using Miles Hubberman’s interactive model. The results showed that: the process of issuing the regulation on handling of homeless and beggars was done in four plenary meetings and approved by seven factions. The implementation of the regulation on handling of homeless and beggars is comprised of preventive measures, coercive measures, rehabilitation and social reintegration. In terms of maqashid al-shari’ah perspective, the regulation on handling of homeless and beggars in Yogyakarta has fitrah content, al-samahah (tolerance), al-musawah (justice), al-hurriyah (freedom).</em></p><p>Pemerintah Daerah Istimewa Yogyakarta telah melakukan berbagai upaya, salah satunya dengan menerbitkan Peraturan Daerah Daerah Istimewa Yogyakarta Nomor 1 Tahun 2014 tentang Penanganan Gelandangan dan Pengemis. Peraturan ini mengatur tentang pelaksanaan tata cara penanganan dan sanksi bagi gelandangan, pengemis, dan pemberi. Hal ini menjadi topik pembicaraan yang menarik ketika regulasi yang ada seharusnya memberikan aturan yang jelas namun mengandung konten yang dapat diperdebatkan. Persoalannya adalah mengenai kriminalisasi gelandangan dan pengemis serta pemberi barang atau uang. Oleh karena itu, penelitian ini terutama membahas tentang proses penerbitan dan pelaksanaan peraturan tentang penanganan gelandangan dan pengemis di Daerah Istimewa Yogyakarta, dan implementasi Peraturan Daerah Daerah Istimewa Yogyakarta Nomor 1 Tahun 2014 dilihat dari perspektif maqashid al-syariah. Penelitian ini merupakan penelitian hukum normatif empiris dengan pendekatan sosiologis-normatif. Pengumpulan data dilakukan melalui wawancara, dokumentasi dan observasi, dengan analisis menggunakan model interaktif Miles Hubberman. Hasil penelitian menunjukkan bahwa proses penerbitan peraturan tentang penanganan gelandangan dan pengemis dilakukan dalam empat rapat paripurna dan disetujui oleh tujuh fraksi. Selain itu, Pelaksanaan pengaturan penanganan gelandangan dan pengemis terdiri dari tindakan preventif, tindakan paksaan, rehabilitasi dan reintegrasi sosial. Sedangkan, perspektif <em>maqashid al-syari’ah,</em> pengaturan penanganan gelandangan dan pengemis di Yogyakarta memiliki kandungan fitrah, <em>al-samahah</em> (toleransi), <em>al-musawah</em> (keadilan), <em>al-hurriyah</em> (kebebasan).</p><p><em><br /></em></p>
The quality of research and scientific publications is an essential concern in managing higher education institutions. Therefore, this research aims to examine the policies and strategies for enhancing the quality of research and scientific publications in State Islamic Religious Colleges. This is a qualitative study that gathers data from library and field research. The findings show that each university already has regulations based on provisions from the Ministry of Higher Education, including the Internal Quality Assurance System (SPMI) and External Quality Assurance System (SPME), for managing research quality. Additionally, UIN Antasari Banjarmasin, UIN Samarinda, and IAIN Palangkaraya are improving the quality of research and scientific publications of their lecturers with policies such as allocating 30% of BOPTN funds and implementing the LITAPDIMAS system. However, the outputs and benefits of these policies have not been fully realized due to budget absorption issues that limit the development of a research and publication culture. Therefore, developing such a culture presents a significant challenge that requires a long-term commitment and the participation of all stakeholders. The culture-building process should start from upstream to downstream aspects.
This research is important because until now the local revenue of Kota Banda Aceh from tourism is still low, whereas there are still many tourism potentials that can still be dug for, if there is tourism activity is not lively and not festive and generally not maintained, including supporting facilities for such activities not well maintained. Many debates about tourism post disaster. During this time the disaster is considered a threat, but the facts on the ground show that many people are interested to see and enjoy the impact of the Tsunami disaster. The formulation of the problem in this research is how to arrange / facilitate the development of tourist attraction in Banda Aceh City, how to organize tourism training, how to maintain and preserve the tourist attraction in Banda Aceh City, how to organize guidance of the conscious society of tourism in Banda Aceh City, how to do promotion tour. This research uses qualitative approach. Because the researchers intend to get a picture of a profound phenomenon about a symptom. Technique of data collecting is by interview, observation and documentation study. the data source consists of primary data source and secondary data source. In conducting research of informant search done by purposive sampling technique. The informant consisted of the Head of the Tourism Office of Banda Aceh City, Secretary of Tourism Office, Kabid. Tourism, Sub-Head of Planning, Head of Marketing and Development Section, Owner of Hotel Arabia, Sub-district of Meuraxa, Public figure, Tourist owner Iboh, Hotel Owner of Tourism, Business Owner of Floating Ship Object. From the results of the research shows that the development of tourist attraction continues in galakkan by the city of Banda Aceh, the implementation of tourism training followed by the entrepreneurs and the community around the tourist attraction. Maintenance and preservation of tourist attraction in do not meet the expectations of visitors, the guidance of the community aware of tourism in greet the community is less serious, the promotion is not so vigorous and attract many tourists. From the result of the research, it can be concluded that the development of tsunami tourism area in Banda Aceh City still needs improvement and the government's attention for further development.
This study is intended to assess the user interface and user experience on the Adisutjipto College of Technology website using the mergesort method and compared with the quicksort method in finding the highest value of several variables or elements that are categorized as good or good in order to improve the quality of the Adisutjipto College of Technology website. The results of the study show that the quicksort method is faster in the process of calculating questionnaire data than the merge method with an average time record of 0.476667 seconds for the quicksort method and 0.576667 seconds for the mergesort method. The results of the comparison of the two methods on the questionnaire website to assess the accuracy in terms of user interface and user experience on the Adisutjipto College of Technology website, that the mergesort method is more accurate than the quicksort method, the Usability category scores the highest, while the Expressive aesthentics category has the lowest value
