This paper has two purposes. First, it discusses the role of Anti Terror of the 88 th Special Detachment of Indonesia's Police Force in the war against terrorism. The role of the 88 th Densus AT on counter terrorism in Indonesia is now a role of single institution nationwide, so that other institutions with similar anti terrorist units feel that they do not get a portion of state power. In Indonesia, all armed forces institutions and police, including the State Intelligence Agency have anti terrorist unit in their structure. There is Anti-Terror Detachment (Detasemen Penanggulangan Terror, Dengultor TNI AD) in the Indonesia Army with a call sign of Group 5 Anti Terror unit, and also the 81 st Detachment (Detasemen 81, Den 81) inside the Elite Force of Indonesia Army (Kopassus). There is Jalamangkara Detachment (Detasemen Jalamangkara, Denjaka, TNI AL) of the Indonesia Navy, which has merged into the Marine Corps. There is also Bravo Detachment (Detasemen Bravo, Denbravo TNI AU) which has merged into an elite team of the Indonesia Air Force. The State Intelligence Agency (Badan Intelijen Negara, BIN), also has an anti-terror desk. Second, this paper also discusses of the problem of coordination between those various agencies.
This study analyzes about the proces of accomodating the electors registration for those Who do not have citizenship/ID document. This is based on the Political rights and universal suffrage to each citizen is a format of democratic and integrated election without any discrimination. The problem arise, how is effective the presence of domicile certificate in protecting the citizen suffrage by analizing it using qualitative approach of case study. The result shows that 1,36% or 1.285 People of 94.454 total of their voter list are novice voter, apathetic voters to their ID documents and voters who lack of trust that previously lost the election rights. However the polemic has emerged. Hence, for the election data accuracy, regulation on adjustment and synchronised data between voter dasa are needed obviously it is also infortant to maintain regularly and updating the previous voter data base, to ensure evailability of latest data of voter.
ABSTRAKPemilih perempuan menjadi salah satu segmen pemilih strategis dalam sosialisasi politik yang dilaksanakan oleh KPU Kota Magelang karena selain populasinya yang melebihi pemilih laki-laki, juga karena adanya hambatan bagi perempuan dalam hal pendidikan, ekonomi, dan sosial yang menyebabkan perempuan lebih banyak berada dalam wilayah domestik serta terbatasnya akses informasi termasuk tentang kepemiluan. Pada penyelenggaraan Pilkada serentak tahun 2015, KPU menetapkan target tingkat partisipasi pemilih secara nasional sebesar 77,5%. Sebagai upaya mencapai target tersebut KPU Kota Magelang menerapkan strategi dalam melaksanakan sosialisasi politik kepada pemilih perempuan. Metode kualitatif digunakan pada penelitian ini, dan teknik pengumpulan data yang digunakan melalui wawancara dan dokumentasi. Penentuan informan dilakukan dengan purposeful menggunakan strategi snowball. Hasil dan pembahasan mengungkapkan bahwa KPU Kota Magelang menerapkan strategi ofensif dan defensif secara bersamaan namun dengan kelompok target pemilih perempuan yang berbeda. Penentuan kelompok target pemilih perempuan efektif dilakukan melalui pendekatan formal, informal, dan melalui media massa. Penerapan strategi ofensif lebih mendominasi dalam peningkatan partisipasi pemilih perempuan pada Pilkada Kota Magelang tahun 2015. Tahapan Pilkada Kabupaten Samosir tahun 2015 khususnya pada pendaftaran pemilih menuai berbagai kendala. Integritas dari Pemilu mengharuskan adanya jaminan kesetaraan hak-hak politik dan hak pilih universal pada setiap warga negara. BerdasarkanData Penduduk Potensial Pemilih Pemilihan (DP4) yang disediakan oleh Kementerian Dalam Negeri, sebagai sumber awal pendataan yang kemudian dimutakhirkan dengan data di lapangan, ditemukan sejumlah calon pemilih yang sudah berhak memilih namun tidak terdaftar dalam DP4 karena ketiadaan dokumen kependudukan sehingga secara administrasi mereka tidak berhak untuk didaftarkan. Komisi Pemilihan Umum Kabupaten Samosir sebagai penyelenggara Pemilu berusaha melindungi hak konstitusi setiap warga negara tanpa terkecuali dengan mengakomodir mereka melalui penggunaan Surat Keterangan Domisili (SKD) yang hanya dikeluarkan oleh Kepala Desa/Lurah.Namun sesuai Undang-undang Adminitrasi Kependudukan hal ini bukan bagian dari dokumen kependudukan.Permasalahan yang muncul adalah bagaimana efektivitas kehadiran SKD dalam melindungi hak pilih warga.Adapun penelitian ini menggunakan metode kualitatif deskriptif dengan menggunakan konsep Pemiluberintegritas dan kesetaraan hak politik sebagai pisau analisis. Hasil analisis menunjukan bahwa akomodir penggunaan SKD tersebut dinilai efektif melindungi hak pilih warga yang sebelumnya terancam hilang yaitu mereka dari kalangan pemilih pemula, pemilih apatis terhadap dokumen kependudukan dan pemilih dari penganut aliran kepecayaanParmalim. Pada akhir tulisan ini, penulis menyarankan dalam rangka pemberian jaminan hak pilih melalui akurasi data Pemilu, diperlukan adanya penyesuaian regulasi antara teknis pendataan pemilih dengan kependudukan, memelihara data base pemilih secara berkelanjutan dan integrasi data base pemilih dengan data administrasi kependudukan.
The purpose of this study is to look at how the relationship between local parties and national parties has not been revealed publicly, analyze the objectives of Aceh Party affiliation with national parties in the 2019 legislative elections and Analyze what strategies Aceh parties play in affiliating with national parties in the 2019 legislative elections. This study uses a qualitative approach with descriptive methods. Data collection techniques to be carried out in this study consisted of semi-structured interviews, observations, and documentation studies to find out the purpose of the political affiliation of Aceh party cadres to national parties. Through this research, it was found that the Aceh Party continues to strive to consistently fight for the interests of Aceh, especially in the issue of special autonomy that has not yet been realized. Then the Aceh Party as a local party that won the General Election in Aceh since 2009 has continued to try to maintain the acquisition of seats and expand the interests of the party, especially at the national level by placing its cadres in the national party.
