In the conditions of administrative and territorial reform, the development of small towns becomes more relevant, because according to the methodology of forming capable territorial communities, it is determined that communities should be formed around the cities-district centers, most of which are the small towns. In such conditions, one of the primary tasks of the local self-government bodies is the development of the strategy for territorial communities and small towns, which primarily involves determining the priority directions of their development and is a systematic process aimed at solving the most urgent local problems, realizing the socio-economic potential, increasing the efficiency of the use of available resources, which will ultimately contribute to the development of small towns and the growth of their role in the development of the regional economy. The purpose of the article is to determine the strategic priorities of the development of small towns in the conditions of administrative and territorial reform and decentralization. The analysis proved that in the conditions of administrative and territorial reform, small cities, acting as the centers of newly formed territorial communities, are in the focus of increased attention of scientists and experts that require the development of an effective strategy for their development and the determination of priority areas of their functioning. Due to the fact that the most of the small towns are characterized by a monofunctional type of development, in the long-term period, the strengthening of the industrial potential of these towns and the restructuring of the economy should be expected; accordingly, the social development of small towns will depend on the levels and directions of their economic growth. In the conditions of the military crisis and post-war recovery in our country, experts consider the improvement of the system of tax administration in communities to be one of the effective tools for the recovery and modernization of the country. Along with this, one of the integral conditions of the development of small towns is the deepening of intersectoral partnership between the government, business and the public sector, and the development of innovative entrepreneurship. In the conditions of decentralization the small cities are an important component of the socio-economic development of communities and regions, which requires increased attention to the development of an effective strategy for their operation, the determination of priorities for their development in the long term period, which involves strengthening of the potential of small cities, deepening partnership relations between various entities management, improvement of the local tax administration system, reorientation of industrial production to an innovative type of development.
The socio-economic condition of Ukraine undergoes fundamental changes caused by the nine-year-long enemy’s aggression, especially the last year after the large-scale invasion of the country’s territory by russian troops in February 2022. The article aims to detect and examine the features of innovative entrepreneurship’s impact on the socio-economic development of regions and territories as an element of strategic management during the country’s post-war recovery based on the preparation for Ukraine’s accession to the European Union. On the example of strategic planning of the Lvivska Oblast development, the article addresses the conceptual approaches to regional development management from the viewpoint of innovative entrepreneurship as an essential element of economic growth. Major parameters of innovative activity of Lvivska and Ivano-Frankivska oblasts regional level are analyzed. The dynamics and structure of the main funding sources for R&D expenditures and the types of economic activity in Lvivska Oblast that have innovation capacity are examined, including smart specialization, creative industries, and bioeconomy. The problems that restrain innovative processes on national and regional levels and might affect the development of industries with high added value during the country’s recovery and reconstruction in the post-war period and on the way of preparation for Ukraine’s accession to the European Union are outlined. The article emphasizes the lack of efficient communication between science, businesses, and authorities, requiring more thorough analysis and development of tools to improve the mechanisms of interaction in the innovative market. Special attention is paid to the need to improve, measure, and estimate statistical parameters of innovative activity formed by the participants of the innovative process at all management levels.
Introduction. The analysis of the main factors that generate profound differences in socio-economic development in a spatial section shows that, if at the initial stage of the economic reform they were caused mainly by different starting conditions that existed in the cities and villages of the Zakarpattia region before the beginning of the reforms, then in the current conditions, the dynamics of economic processes is determined purely by market factors - the level of development of entrepreneurial activity, the competitiveness of goods and services, the conditions for the formation of costs, prices, demand and supply, as a result of which there is an increasing dynamic of the formation of market relations in a spatial section. The situation in mountain settlements is extremely negative, which significantly lags behind the average regional indicators for a number of important indicators of socio-economic development, which necessitates the development of an innovative management model in the post-war period, which would be based on more effective use of own production, resource and human capital. Taking into account the creative factors for the region in general and for mountain settlements, an innovative model of ecological and economic development can be considered promising, under the influence of which their economic priorities, sectoral structure of the economy, specialization of production, development of entrepreneurship, placement of new productions according to the criterion of environmental friendliness, etc. are formed. Purpose. The purpose of the article is to outline the strategic orientations of socio-economic modernization of the regional economy through the prism of the development of mountainous areas. Materials and methods. The research materials are: 1) regulatory and legal support for the regulation of the development of mountain settlements in Ukraine; 2) works of domestic and foreign authors conducting their scientific and practical research in the field of regional development, in particular, regarding the development of depressed and mountainous areas. In the process of carrying out the research, the following methods of cognition were used: abstract-logical (with generalizations of a theoretical nature based on the works of domestic and foreign scientists); monographic (when studying and summarizing the experience and prerequisites for the growth of the socio-economic level of development of individual territories); systemic (when developing strategic guidelines for the modernization of the socio-economic development of the region and mountain settlements). Results. The article examines the problem of developing strategic directions for socio-economic modernization of the region's economy in the post-war period through the prism of stimulating the development of mountainous territories, since the latter are the least developed and, accordingly, the most problematic territories in the context of their socio- economic development. Based on the study of various scientific approaches, the essence of the concept of "modernization" has been clarified. The main directions of modernization of the economy of mountain areas at the regional level of development are proposed, which include the implementation of complex systemic measures with the aim of implementing deep structural and sectoral changes Discussion. In further scientific research, it is proposed to focus attention on the development of the conceptual basis for the development of state regional policy on an innovative basis, which was aimed at stimulating regional development in the post-war period, where a major role should be given to the outline of priority directions for stimulating the development of depressed territories and communities, which undoubtedly belong most mountain settlements.
