The Banyuwangi District Government issued a technology-based Smart Kampung policy aimed at increasing the effectiveness of public services and tackling poverty issues. Based on the concepts of social capital and community participation, this article tries to explain the extent of community involvement, evaluates Smart Kampung policies in more depth and offers alternative policies that should be implemented. Seeing the social conditions that are plural, of course these policies can not be uniformed, the need for policies based on the community itself. Data shows that the application of this policy cannot reach areas in rural and coastal areas. Many people still do not feel the presence of Smart Kampung policy. Procedurally, this policy saves many problems in the form of procurement of wifi goods, as well as the management of goods that are not maximized by the government. The results showed that community involvement in the policy was quite low, the community was only involved in the planning process but in the implementation of the community's policy it did not actively participate. And the availability of social groups is not fully involved, many consider that the policy only focuses on technology-based administrative issues and doesn't understand the purpose of the establishment of the policy. The author assumes that the government needs to utilize and improve human resource issues through mapping of existing social groups and providing an alternative offer in responding to these problems.
This paper believes the tendency to use religious issues as a political instrument in the momentum of elections in Indonesia. Some research said the issue of religion is a supporting factor for polarization in society and influences the subjectivity of voters in determining the representation of their aspirations. The author is interested in the consistency of the Prosperous Justice Party (PKS) political support for the Aksi Bela Islam (Islamic Defending Action) which emerged as a movement that raised the issue of blasphemy and the criminalization of Ulama. This study aims to analyzing the potential of PKS using religious issues as political instruments to obtain and strengthen support in elections. This research uses a library method in which there are several literatures and scientific sources that are relevant to the focus of the case. Political relations formed through religious issues between PKS and Aksi Bela Islam from 2016 to the 2019 Election were so dynamic. The results of the study interpret the PKS's political attitude against Aksi Bela Islam as (1) political support that reflects the practice of Indonesian democracy, (2) PKS calls on Muslims to actively participate in every agenda of the Aksi Bela Islam, by obeying and following the fatwas of Islamic leaders who delivered in the forum, and (3) PKS calls for not choosing leaders who have criminalized Ulama. Thus, studies show that PKS has an electoral interest behind political relations with Aksi Bela Islam by utilizing religious issues.
The relationship between institutionalization of party and electoral is an important theme because the strength of institutionalization is demonstrated through party performance in elections. However, the tendency in strengthening party institutionalization can't be separated from the presence of inherent figures. Some literature highlights that institutionalization is a conflicting entity with the emergence of strong figures. This article specifically discusses and explains that the problems of institutionalization and figures can intertwine each other. Because the party's relationship with the electoral arena can't be separated, the need for figures as a reinforcing variable in terms of political contestation, especially new parties in Jambi Province. This article uses descriptive qualitative methods to analyze deeply the phenomena that occur by utilizing secondary and primary data from various informants. Various data is coded, analyzed interactively and confirmed its validity then presented systematically. The results showed that the institutionalization that had been designed by the new parties was not able to produce a significant vote gain. People is more familiar with figures within the party, thus voter preferences see figures more than parties. New parties need to increase their popularity by working with figures that are acceptable to the public. At the end, the author offers how figures can appear in new parties by carrying out a process of political recruitment that emphasizes the involvement of candidates who have the potential to compete in elections.
