Poverty is a serious problem in East Java. Many policies are carried out to reduce poverty such as intensified economic growth, improvement in the quality of human resources, increasing UMK annually and promoting investment. This research examined the influence of the Human Development Index (HDI), Small Medium Enterprises (SMEs), investment, and GRDP on poverty in East Java in 2019. Cross-sectional data of 38 regency cities in East Java were analyzed using linear regression. The results showed that HDI had a significant effect on poverty in East Java. Abstract. Dalam analisis regresi Poisson, variabel respon harus memnuhi asumsi yaituragam sama dengan rata-rata. Namun, dalam analisisnya hal yang kadang terjadi adalahragam dari variabel respon lebih besar dari nilai rata-rata yang disebut terjadinya ka-sus overdispersi. Penelitian ini menjelaskan tentang penanganan untuk model regresiPoisson yang mengalami kasus overdispersi. Model yang digunakan adalah GeneralizedPoisson Regression. Tujuan dari penelitian ini adalah untuk memilih model terbaik yangdigunakan untuk memodelkan kasus angka kematian ibu di Sumatera Barat Tahun 2015.Data yang digunakan adalah data sekunder yang diperoleh dari Dinas Kesehatan Su-matera Barat. Hasil analisis menunjukkan bahwa model Generalized Poisson Regressionyang terbaik digunakan untuk mengatasi kasus overdispersi pada model regresi Poisson.Kata Kunci: Overdispersi, Generalized Poisson Regression, regresi Poisson

Economic growth is hoped to have a positive impact and also increase the welfare of the community. a good inclusive economic growth requires a study on this matter, it can be started by looking at what factors can fulfill inclusive economic growth. So, this research aims to know the inclusive economic growth of cities and districts in East Java in 2015-2019 and to look at the factors that can influence the achievement of inclusive economic growth. The research method used is the calculation of inclusive growth created by UNDP and panel data linear regression analysis. In 2019, all regions at the level were filled by districts, while the city was still at the intermediate level. The results of the regression analysis show that trade openness and investment realization affect the inclusive economic growth of cities and districts in East Java in 2015-2019.
