Research to identify goals and objectives for the development of rural areas implemented by local governments in Aceh Barat by law No. 6 of 2014 concerning Indonesian villages. Government Regulation No. 43 of 2014 on regulations implementing the law on the entire territory of Indonesia. The idea in the construction of the village area, to establish an independent village-based autonomy based on decentralization of policy goals of development planning top-down central government and development activities in bottom-up to the local government at the village level that is able to run continuously to carry out nation-building and livelihood both nations in the economic, political, social, cultural and defence security, and science and technology. The qualitative research method with descriptive approach to the phenomenon of primary and secondary data with the results of previous studies based on linkage with rural development. The theory of this study using the theory of decision-making and the development concept that has been implemented through the analysis of rural development top-down or bottom-up. Identify the goals and objectives of rural development is to create an autonomous rural development in a sustainable community economic empowerment. Aceh Province is one of the provinces in Indonesia with a high prevalence of stunting. Simeuleue Regency is ranked as the 2nd (two) highest out of 23 regencies/cities in Aceh Province and is assigned to the yellow zone. Simeulue Regency is designated as one of the national stunting locations of 360 regencies/cities in Indonesia. Commitment from the local government is needed to ensure the success of Indonesia being free from stunting. Therefore, this study aims to analyze the leadership innovations of the Simeulue local government in stunting prevention and identify factors that influence both internally and externally. The research method uses a qualitative approach through observation, interviews and relevant literature studies. The result of this research is that the regional leadership acts as a policy maker, coordinating and communicating with various related parties, implementing empowerment, monitoring, and evaluation. The innovations carried out by the Simeulue local government are the formation of a Stunting Management Team involving multi-sectors, the formation of village cadres, Stunting Consultations, and KPM Guidance. Factors that influence internally: personal awareness of the duties and responsibilities of leaders, strong commitment, clear division of tasks, good communication between actors. External factors: There is a shared commitment from various sectors as well as the support from the central government, and positive reception.
The aim of this study was to know the customs and traditions of dispute mechanism in community life of Gampong Baroh Pasi Aceh, Meurebo District, West Aceh. The methodology of the study was intentionally used a phenomenological approach in order to understand social phenomena in the life of the community in resolving the conflict. The subjects were in-depth interviews with village officials and traditional leaders in getting information by assuming the social cases show that the problem is not solved by custom. The research results of Governor Regulation No. 60 Year 2013 on Implementation Grievance /dispute customs and traditions in the Gampong Pasi Aceh Baroh, Meureubo District, West Aceh has not run optimally, it can be seen in the attitude of people who prefer the legal system in solving the problem of settlement through traditional institutions, especially in Gampong Baroh Pasi Aceh, Meureubo District, West Aceh. In addition, the government of Gampong Pasi Aceh Baroh to act as traditional authorities has not yet fully understand and know about the presence of the gubernur of regulation No. 60 Year 2013 on implementation of dispute resolution/dispute customs and ceremonies in Gampong Pasi Aceh Baroh, Meureubo District, West Aceh. In conclusion, the Gampong Pasi Aceh Baroh must fully understand that the traditional dispute resolution have gotten as few as follows: first, custom solution for cheap and filled with elements of familiarity; and second, custom solution for legally binding and recognized by the formal legal institutions based on the rule of governor.Key Word : Settlement of Disputes, Customs, Government of the village.
The Building Permit is a form of permit granted by the One Stop Integrated Investment Agency for Industry and Manpower in the City of Bukittinggi from various kinds of permits granted. In this study, to see the Public Service Innovation of Building Permits in the City of Bukittinggi. This study applies a qualitative method. The object of this research is the Front Office DPMTSPPTK which is involved in providing services, Sector B staff who are involved in obtaining building permits. The results of the data obtained by conducting in-depth observations or examinations, interviews or questions and answers, data, and documentation. Based on the results of the study, various obstacles were found in the process of implementing public service innovations such as the use of SIMBG carried out by the Bukittinggi City DPMTSPPTK. As the focus of the research, which describes more public service innovations in the Bukittinggi City DPMTSPPTK. There are 5 innovation indicators proposed by Rogers in the Pangestu, namely Relative Advantage, Compatibility, Triability, and Observability.At the end of the study, it can be concluded that DPMPTSPTK has implemented innovations in public services, al though there are still things that need to be improved and improved.

This MOU is the beginning of a permanent peace in Aceh. Objective of writing this was the development of the implementation of the BAL after peace in Aceh. This research with qualitative and descriptive analysis method, by using the technique of observes and interviews. The goal of his research can contribute to the legislature in order to understand the stages of the process of legislation happen polemic in the realization of this legislation as BAL due to rules of normative binding, but in terms of the realization of the implementation of the special autonomy policy is not as easy as normative rules contained in regulation perundangan-undangan. It is given the legal system in Aceh. The policy objectives have not yet reached target BAL of the Aceh government readiness in meeting the needs of the community. In addition, the implementation of this legislation requires specific strategies and the DPRA capacity is crucial in separating political and administrative functions for the achievement of the input, output and outcomes in public life in post peace in Aceh.Keywords: Development Of The BAL.
