Leadership style is considered one of the critical factors in employee engagement with the leader, the organization, and the organization’s success. So far, there have been studies on the relationship between leadership style and employee engagement. However, there has been no research on the relationship between leadership style and the engagement of civil servants in Vietnam’s provincial public sector, which is a gap that needs to be researched. Therefore, this study examines the relationship between three leadership styles, namely transformational leadership, transactional leadership, and laissez-faire leadership concerning engagement to work and performance of public sector employees, and at the same time determines the relationship of leadership styles with demographic variables and with employee engagement in the Vietnamese public sector. The study data were collected from a convenient sample of leaders from the departmental level to the board of directors, and the survey sample was also collected from employees in state agencies who were feedback by answering questionnaires at a time. A total of 325 people, who are leaders and civil servants in the provincial public sector in Vietnam, responded. SPSS statistical software version 26.0 was used to process the data obtained through surveying the opinions of respondents in the leadership style questionnaire and the employee participation questionnaire. The results of the analysis show that leadership styles are closely related to employee engagement. The study also discovered that the level of an employee’s engagement to work depends largely on leadership style. Recommendations are made when a leader practices the right leadership style to increase employee engagement and vice versa.
This analysis explores the relationship between transformational, transactional, and laissez-faire leadership styles with staff work engagement at the department level in the public sector in Vietnam. Using a cluster sampling method, a total of 378 participants were selected and agreed to participate in a survey by completing a questionnaire on the relationship between leadership style and work engagement. All participants are attendees of a training course for department-level leaders at the School of Culture, Sports, and Tourism Administration Officers under the Ministry of Culture, Sports, and Tourism of Vietnam. A regression was run on the collected data to test the hypothesis on the relationship between leadership styles and staff task performance. The regression results show that there is a significant indirect relationship between staff work engagement and innovative work behavior and task performance. In addition, there is a relatively positive relationship between the transformational leadership style and transactional leadership style of the department-level leaders in the Vietnamese public sector with staff work engagement, particularly innovative work behavior and task performance. On the contrary, laissez-faire leadership style negatively impacts staff work engagement and innovative work behavior. Staff work engagement is an integral part of the relationship between leadership style and leadership effectiveness. The findings suggest that the Vietnamese public sector should aim to identify transformational and transactional leaders. This research focuses on the department level and is limited to three leadership styles (transformational, transactional, and laissez-faire) only. Future research therefore can expand the scope to higher levels than the department leaders.
Objectives: The objectives of this study were to explore the leadership styles of political school principals and the influence of leadership styles on faculty committees, as well as the influence of leadership styles on faculty-directed demographic variables. Methods/Analysis: This study uses a quantitative method to identify the leadership styles that exist in principals of political schools. The collected data is analyzed and processed in the Statistical Package for Social Sciences (SPSS) version 26.0. The available test of Avolio and Bass to explore leadership styles, the test developed by Meyer and Allen is used to measure faculty commitment. Findings: Transformative leadership styles, transactional leadership styles, and laissez-faire leadership styles all have statistically significant positive correlations with faculty commitment. Novelty/Improvement: The laissez-faire leadership style had the strongest influence on faculty commitment, followed by the transformational leadership style. The least influential leadership style was the transactional leadership style. When lecturers have confidence and initiative, being able to make their own decisions and implement them, they will be more creative to achieve leadership performance. The research results are only shown within the provincial political schools of Vietnam. Future studies may select a broader sample of subjects in many educational institutions of a different kind. Objectives: Digital transformation is becoming such a big trend that countries worldwide cannot resist because it brings prosperity and development to social progress. Therefore, countries, especially emerging countries, need to quickly bring the latest technology advances into socio-economic development. Therefore, the purpose of the article is to point out the theoretical issues of digital transformation, the advantages and challenges, and their impact on Vietnam's provincial administrative reform and forecast the trend of impacts of the digital transformation to administrative reform at the provincial level. Methods/Analysis: Qualitative and quantitative research methods have been used together, in which quantitative methods used available literature sources. The qualitative method has been developed based on designing two questionnaires on digital transformation and administrative reform, thereby exploring the current results of digital transformation and administrative reform in a cross-section. Findings: Research has shown that the reality of digital transformation and administrative reform in provincial administrative agencies in Vietnam is still limited. Although administrative reform is superior to digital transformation, they are closely positive related. Novelty /Improvement: Research shows that administrative reform at the provincial level in Vietnam will become more competent and more efficient when administrative agencies promote the application of digital transformation; both digital transformation and administration reform need to be concerned at the same time. Moreover, a more focus on developing digital capacity and skills for civil servants is necessary for digital transformation and administrative reform to achieve high efficiency. Natural disasters in the Central Highlands of Vietnam are increasing and therefore becoming a concern for the provincial governments. The local authorities’ recent ability to respond to natural disasters in the region is considered ineffective, as evidenced by the increasing number of deaths and economic losses. Here, we focus on presenting and analyzing the current capacity of local authorities in the Central Highlands of Vietnam to respond to natural disasters in a normal state and in transitioning to an emergency state. We also provide evidence of natural disasters that have occurred and the actions undertaken by the Central Highlands provinces over the period 2015–2021. Our analysis shows that the capacity of local authorities to respond to natural disasters in the region is not commensurate with the actual requirements, in the dry season, the drought area increases, in the rainy season floods occur more, and human losses and economic losses have not been controlled. We propose that first of all, the government needs to have a system of timely guidance documents, the coordination between relevant agencies, secondly, that civil servants working in disaster response work must be capable, thirdly, the government must there should be publicity on how to respond, four is to limit the hot growth of projects such as hydroelectric projects, five is that the government must have a long-term master plan and sixth is to pay attention to livelihoods, education level of local ethnic people. These proposals can gradually control and limit the damage caused by increasingly severe natural disasters in the Central Highlands.
