Implementasi Program Sekolah Ramah Anak merupakan salah satu indikator capaian Kota Layak Anak sebagai upaya pemenuhan hak dan perlindungan anak di pendidikan. Pemenuhan hak anak merupakan suatu konsep yang dibuat oleh Pemerintah sebagai suatu strategi dalam menentukan indikator-indikator hak anak dalam Sekolah Ramah Anak. Untuk itu diperlukan pembangunan dan sumber daya Pemerintah untuk mendukung setiap upaya yang bertujuan menjamin pemenuhan hak dan perlindungan anak. Penelitian ini bertujuan untuk mengetahui implementasi Program Sekolah Ramah Anak beserta faktor pendukung dan penghambat. Penelitian ini menggunakan metode penelitian kualitatif dengan pengumpulan data melalui observasi, wawancara, dan dokumentasi. Penentuan informan dilakukan dengan menggunakan snowball sampling. Analisis data dilakukan melalui tahapan pengumpulan data, penyajian data dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa pelaksanaan Program Sekolah Ramah Anak dalam mewujudkan Kota Layak Anak di Kota Batu belum berjalan dengan baik. Beberapa indikator meliputi sosialisasi yang tidak konsisten, ketersediaan sumber daya manusia, anggaran, peralatan yang minim, partisipasi Sekolah untuk terlibat sangat rendah dan lemahnya koordinasi dan kerjasama antar pemangku kepentingan dan pelaksana kebijakan. Faktor pendukungnya meliputi kesepakatan/komitmen Daerah menuju Kota Layak Anak dan aturan yang mendukung tegaknya perlindungan anak. Faktor penghambatnya yaitu sosialisasi tidak konsisten, minimnya sumber daya, rendahnya partisipasi Sekolah dan lemahnya koordinasi antar pemangku kebijakan. The implementation of Child Friendly School Program is either achievements indicator to City worth child as an effort to fulfill children's rights and protection in education. Fulfilling children's rights is one concept that created by the Government as a strategy to determine children's rights indicators in Child friendly School. Therefore, development and government resources are needed to support every aimed effort at ensuring the fulfillment of children's rights and protection. The purpose of this research is to determine the implementation of Child friendly School Program with supporting and inhibiting factors. This study uses qualitative research methods by collecting data through observation, interviews, and documentation. The determination of informants is using snowball sampling. Data analysis were carried out through the stages of data collection, data presentation and drawing conclusions. The results showed that the implementation of realizing Child friendly School Program in City Worth Childof Batu City was not going well. Some indicators include inconsistent socialization, unavailability of human resources, budget, minimal equipment, low participation of schools, weak coordination and also the cooperation between stakeholders and policy implementers. Another supporting factors include regional agreements/commitments towards City Worth Child and rules that support the protection of children. The inhibiting factors were inconsistent socialization, lack of resources, low school participation and weak coordination among the policy makers.
Abstract:The performance of employees is closely related to compensation (total cash), organizational culture, and leadership. This research aims to identify the independent variables: compensation (X1), leadership (X2), and organizational culture (X3) by dependent variable of performance (Y). The result of multiple regression analysis had identified that organizational culture dominantly influenced the employee performance in the Integrated Office of Malang City.
BUMDes is an institution established by the Village Government which has an important role in increasing Village Original Income. Therefore, the Village Government must pay special attention to developing these BUMDes efforts by making a strategy that is seen from the formulation and long-term targets, selection of actions, and allocation of resources. This study aimed to determine the strategy of the Oro Oro Ombo Village Government of Batu City in increasing PADesa through Panderman BUMDes. This study used the descriptive qualitative method. The data collection used by the researcher in this research is interviews, observation, and documentation. The technique of determining informants is using Snowball Sampling. Data analysis used data reduction, data display, and conclusion/verification. The results of this study, in increasing PADesa, among others, the Village Government provides strategies in the form of coaching and training, providing capital participation, and facilitating managed business units. With this strategy, the management of Panderman BUMDes business units runs smoothly. It can be seen from the increase in Panderman BUMDes income allocated to PADesa in 2018 of IDR. 16,800,000, and increased in 2019 by IDR. 21,600,000. Supporting factors in increasing PADesa are the formulation and long-term goals, selection of actions, and the allocation of natural resources and financial resources. The inhibiting factor in increasing PADesa through Panderman BUMDes is the lack of awareness of human resources in managing Panderman BUMDes, which causes some business units not to operate optimally. Because of this problem, the village government will restructure the BUMDesPanderman so that the resources for managing the BUMDes Panderman are more developed.Keywords: Original Income, Village Business Entity, StrategyBUMDes sebagai lembaga yang didirikan oleh pemerintah desa mempunyai peranan untuk meningkatkan PADesa. Tujuan dari penelitian ini adalah untuk melihat strategi Pemerintah Desa Oro-Oro Ombo dalam meningkatkan PADesa melalui BUMDes Panderman. Penelitian ini menggunakan metode kualitatif. Data primer diperoleh melalui wawancara, observasi dan dokumentasi sedangkan data sekunder dari dokumen-dokumen. Informan ditunjuk dengan snowball sampling. Analisis data menggunakan tahapan-tahapan mulai dari data reduction, data display hingga conclusion/verification. Dari hasil penelitian ini diketahui bahwa Pemerintah Desa Oro-Oro Ombo melakukan strategi berupa pembinaan, pelatihan, penyertaan modal, serta fasilitasi unit usaha BUMDes Panderman. Strategi-strategi ini dapat meningkatkan PADesa dimana pendapatan BUMDes Panderman yang dialokasikan ke PADesa Tahun 2018 sejumlah Rp. 16.800.000,-. Dengan jumlah ini didapati kenaikan PADesa Tahun 2019 sejumlah Rp. 21.600.000,-. Faktor pendukung dalam peningkatan PADesa adalah formulasi dan sasaran jangka panjang, pemilihan tindakan dan alokasi sumberdaya alam dan sumberdaya keuangan. Adapun faktor penghambatnya adalah belum adanya kesadaran sumberdaya manusia dalam mengelola BUMDes Panderman sehingga menyebabkan sebagian unit usaha tidak beroperasional secara maksimal. Oleh sebab itu, Pemerintah Desa Oro-Oro Ombo melakukan restrukturisasi BUMDes Panderman agar lebih berkembang.Kata Kunci: Pendapatan Asli, Badan Usaha Desa, Strategi
