Under Law 23 of 2014 on Regional Government, there is a change in the distribution of functions in the management of education. High education previously managed by district / municipality governments turned to the provincial government. This article aims to analyze teachers management before and After the transition of the high education authority of the Regency / City government to the Provincial Government of Central Java using political perspective. Decentralization system has basically opened wide opportunity for each region to play a bigger role, including in the management of teachers in the District / City. Domination of the Head of Region is very visible in the process of recruitment, selection, payroll, career development, placement, mutation and Evaluation Performance Teacher District / City. The recentralization of high education authority, especially the management of teachers at the Provincial Government level, is expected to minimize the occurrence of education politicization at the district / municipality level.
Discrimination to voters with disabilities occurs recurrently although many efforts are taken to break such discrimination through regulations. This study intends to specifically describe the accessibility of voters with disabilities in the 2019 election, the obstacles, and recommendation for policy designs to improve the accessibility of voters with disabilities in elections. The simultaneous elections of 2019 which involve the legislative and presidential elections contribute to the complexity of the election, especially for the voters with disabilities. The qualitative research approach applies the analytical descriptive method. The data collection used literature studies on regulations, research results and articles related to disability. Primary data were obtained from interviews and observations (March-April 2019) in the city of Semarang. The data were also collected from documentary studies and online news searches regarding the policies/programs/activities of the General Election Commission (KPU), the General Election Supervisory Agency (Bawaslu) and organizations of disabilities, including using excerpts from their statements. The results of this study conclude that during the 2019 General Election KPU has not been able to remove social barriers to the fulfillment of the rights of disabled voters. The findings show that there is still discrimination for voters with disabilities in the 2019 elections which strengthens the findings of previous researches, although the regulatory aspect is better. The KPU policy of providing polling station (TPS) Akses at all polling stations is actually not effective in meeting their needs based on the types of disability. There are limitations on the budget and the availability to follow the topographic requirements of TPS Akses. As a recommendation, the quality of service needs to be improved by maximizing the accuracy of data for voters with disabilities, using the data as the basis for procurement and distribution of logistics and the establishment of TPS Akses, and as well as institutionalizing the synergy between KPU, local governments, and disabled community organizations/activists.
Auction of office is a form of promotion positions conducted in a transparent and selective. Transparent because it is done openly and everyone who has administrative requirements in the form of rank and class level, is allowed to register to fill vacancies available. Selective because the implementation process is done competency test or fit and proper test. By using qualitative approach and descriptive analyst method, the problem to be analyzed in this article is first: how the process of conducting the auction of Camat and Lurah office in the Provincial Government of DKI Jakarta? Second: How is the result of Camat and Lurah office auction in DKI Jakarta?The results of the research indicate that the auction process of Camat and Lurah in DKI Jakarta in 2013 has been implemented in an objective, transparent and selective manner. There are 6 (six) stages of selection that must be passed by all civil servants who participate in the auction positions at the level of Village and Sub-district are: Selection Administration, Health selection, Selection Knowledge, self-SWOT Paper and Vision Mission, Psychological Test and Interview. The result of Camat and Lurah office auction shows that from 282 candidates only 5 people or about 12.50% candidates for subdistrict heads who have competence deserve to be subdistrict head. While that does not have the competence of 168 people or 59.57%. Of the 322 candidates only 28 candidates who have the competence Lurah decent competence to Lurah.Auctions even though the position is believed to be transparent and selective and done in a processional, there is one value that is less than the process Lelang Position, namely the absence of a participatory concept. This means that in some stages the public/public can actually be included, at least provide an open response to the candidates elected and appointed officials.
This article aims to look at the ambivalence of state governmentality in governing prostitution, as well as to see how the prostitution community is self-ruled to protect itself. This article was carried out through ethnographic work, which lasted for approximately one year, by observing, documenting, and interviewing various parties, from prostitute business networks to state officials. The findings of this article show that state governmentality is ineffective and create new problems that complicate the lives of prostitutes. On the other hand, because the state cannot be expected to protect the interests and needs of prostitutes, the prostitute community develops its way to rule and manage itself. The conclusion is that the state from the start only wanted to keep the public transcripts, not really want to appease or empower prostitutes. On the contrary, sex workers develop hidden transcripts to reject the state governmentality and create self-ruled to protect themselves.
The quality of the quality of state universities with legal status is, of course, inseparable from the role of leaders in managing higher education institutions, namely playing an important role in managing the academic and non-academic fields in an effort to achieve the university's vision and mission. Research on Leadership Strategic in Governance Legal Entity State Universities in Indonesia this takes the object of study is why Kep em impinan Strategic required in the governance of State Universities Legal Entity (PTNBH)? How Strategic Leadership is implemented in the governance of PTNBH in Indonesia? This study uses a qualitative method with a literature study approach. The results showed that the shift in the institutional form of State Universities to Legal Entity Universities (PTNBH) has brought about changes in strategic leadership models such as in private organizational governance. Changes in the institutional status of PTNBH require leaders to plan, implement and evaluate various strategic policies both in the academic and non-academic fields. Strategic policies are needed to face all obstacles and challenges both internally and externally by taking advantage of all the existing strengths and opportunities to achieve the vision and mission of a State Legal Entity Higher Education (PTNBH) in Indonesia.
