The Formation Of Komisi Penyiaran Indonesia (KPI) on 2002 based on policy regulation No 32, 2002 as independent instution or regulatory on broadcasting, in central and district level. Today in realitity more published dangdut talent show program. This fact make be challenge to implemented policy regulation No.32, 2002 about broadcast. One of main KPI role to supervise of broadcast but still violation happen mainly about content of broadcast. This research aims is to analyse about KPID exixtence East Java given to zise of dangdut program broadcast published. This research is descriptive kualitative. The theory this research use implementation theory from George Edward III with four indicator communication, disposition, bureaucracy structure and main resource. The Result this research show obstacle factor to implemented of policy regulation No. 32, 2002 is limited of facility, so that impmenting of regulation policy not too maximum. Komisi Penyiaran Indonesia (KPI) terbentuk pada tahun 2002 berdasarkan Undang-Undang No. 32 Tahun 2002 tentang penyiaran. Lembaga independen ini menjadi regulator dalam bidang penyiaran baik di tingkat pusat maupun daerah. Kenyataannya saat ini semakin bermunculan program pencarian bakat penyanyi dangdut. Hal ini menjadi tantangan untuk mengimplementasikan Undang-Undang No. 32 Tahun 2002 tentang penyiaran. Salah satunya KPI memiliki peran utama sebagai implementor Undang-Undang tersebut. Adanya KPI sebagai lembaga independen untuk mengawasi penyiaran, pelanggaran masih terjadi terutama dalam sajian serta isi siaran. Oleh karena itu, tujuan penelitian ini, yaitu menganalisa mengenai eksistensi KPID Jawa Timur terhadap pemberian porsi alokasi penyiaran program musik. Jenis penelitian yaitu deskiptif kualitatif. Teori yang digunakan dalam peneltian ini yaitu teori implementasi kebijakan George Edward III dengan indikator komunikasi, disposisi, struktur birokrasi dan sumber daya. Hasil penelitian menunjukkan adanya faktor penghambat dalam implementasi UU No. 32 tahun 2002 yaitu keterbatasan berbagai sarana prasarana sehingga implementasi berjalan hanya dengan mengandalkan sumber daya yang ada
Usaha Kecil Menengah (UKM) Batik Desa Klampar , Kabupaten Pamekasan saat ini masih belum mendapatkan peluang besar memasarkan produknya secara berkelanjutan menggunakan teknologi informasi. Keterbatasan akses pemasaran serta perbedaan persepsi antara pengerajin dengan Dinas UMKM Kabupaten Pamekasan terus terjadi. Banyaknya UKM Batik Desa Klampar, tidak mau menghadiri pelatihan sehingga memilih menjalnkan usahanya secara mandiri. Akses dan pemberian rekomendasi peminjaman modal sangat terbatas,akhirnya penyaluran bantuan berupa pinjaman modal tidak tepat sasaran. Dimana kriteria penerima bantuan pinjaman modal sebetulnya sudah dmasuk dalam kategori UKM mandiri bukan tipe berkembang. Hasil penelitian dianalisis menggunakan teori pemberdayaan dari Suharto (2009), indikator teori yaitu Penguatan, Perlindungan, Penyokongan, Pemungkinan,dan Pemeliharaan . wawancara dan dokumentasi digunakan untuk mendapatkkan data. Penentuan informan menggunakan teknik Purporsive sampling. Hasil penelitian tiap indikator teori secara keseluruhan strategi pemberdayaan cukup baik, namun masih terus memerlukan regulasi (kebijakan) berkelanjutan dari pemrintah Kabupaten Pamekasan supaya bisa meningkatkan kesempatan lebih besar pengerajin memasarkan hasil produksinya secara berkelanjutan (suistainable policy). The existence of MSMEs in Sampang Regency is not all MSMEs can be fostered by related agencies. The existing problems includes weaknesses in access to information, lack of infrastructure assistance and capital fertilization, lack of HR skills and weaknesses in partnership networks. The purpose of this study is to empower the community of MSME actors to achieve a society that is independent, self-sufficient, able to adopt innovations and develop MSMEs. Community empowerment carried out to MSME actors uses three aspects, namely, Enabling, Protecting, and Empowering. The research method used is a descriptive qualitative approach, then the data collection technique used is an interview and documentation technique with five informants, namely the State Civil Apparatus as many as three people and the community or MSME actors two people who refer to purposive sampling techniques. The data analysis used is an interactive model analysis technique from Miles and Huberman. The results of the study obtained an explanation that community empowerment through Micro, Small and Medium Enterprises in the Diskopindag in Sampang District, Sampang Regency did not run optimally after being analyzed using three indicators of community empowerment because there are still many obstacles that are not in accordance with the expectations of MSME actors. So it can be concluded that community empowerment through Micro, Small and Medium Enterprises at the Department of Industry and Trade Cooperative in Sampang District, Sampang Regency, can be said to have not run optimally.
The service innovation "Halo Pemustaka" is a free pick-up and borrowing service organized by the Pamekasan Regency Library and Archives Service. This study aims to find out how the service innovation "Halo Pemustaka" is implemented to the community. The indicators used are service innovations, namely, saving time, increasing productivity, increasing efficiency, creating convenience and reducing risk. This research uses descriptive qualitative research method. Data collection techniques using documentation, observation, and interviews. Analyzing the data is based on three steps, namely data condensation, data presentation, and conclusion drawing and verification. The results of this study are considered good based on the following indicator aspects: (a) Save time, users can borrow books from home, (b) Increase productivity, service innovation "Halo Pemustaka is declared productive as seen from the enthusiasm of users who increase every month, (c) Increase Efficiency, User saves more energy and transportation costs, (d) Improves convenience, access to service innovation applications "Halo Pemustaka is considered easy and fast, (e) Reduces risk, service innovation "Halo Pemustaka" provides solutions to reduce the risk of corona virus transmission. The "Halo Pemustaka" service innovation carried out by the government through the Pamekasan Regency Library and Archives Service during the Covid-19 pandemic was considered good enough for users but still needs to be improved from every existing service indicator to be even better in the future.
