One of the obstacles in achieving the target of PTSL is the difficulty in integrating physical and juridical data, as effect of inefficiency of data collection. This research aims to explain the benefit of using SMART PTSL as an instrument to collect, process and integrate physical and juridical data and to test relative accuracy of area, shape and position of land parcels mapped using SMART PTSL, compared to land parcels download from Geo-KKP. Mixed method by combining quantitative and qualitative methods was implemented. The sample was determined using purposive sampling method. The results show that SMART PTSL give benefit in (a) simplify the process of physical and juridical data integration; (b) shorten the process of physical and juridical data verification; (c) simplify data entry to KKP PTSL. The result of relative accuracy comparison of area, shape and location show that from 34 land parcels, 11 parcels were meet the tolerance, while 23 parcels were not. The tolerance was calculated using equation 0,5 ?L. Moreover, the result of tolerance calculation was affected by measurement method.
This study presents the process of improving the quality of PTSL work maps (physical data) and collecting juridical data on land parcels, and identifying problems. This study uses a qualitative method with descriptive analysis, with the object of research in two sub-districts in the Bantul area of ??Yogyakarta. The results of this study indicate that the identification of problems in collecting physical data and juridical data on land parcels is very useful and is used to determine the best strategy so that the PTSL agenda can run according to the target. Based on the existing maps, it can be processed and improved in quality by the stages of making work maps, registration maps, CSRT maps, and KKP maps superimposed, there will be overlapping of land parcels and improvements are made with delineation by the community and field surveys and rubber sheeting of land parcels is carried out to get a working map. quality ones. Problems that occur in making work maps in sub-urban areas are related to the subject of land rights which are difficult to find, while in rural areas there is a lack of public awareness of land parcel boundaries.
Berbagai kendala dalam pengumpulan data tekstual dan data spasial dalam kegiatan INTIP di Kantor Pertanahan Kabupaten Klaten, mengakibatkan sulitnya untuk mencapai target yang dipenuhi dan pelaksanaan pengumpulan data yang tidak efisien. Dampak yang muncul kemudian adalah sulitnya integrasi antara data tekstual dan data spasial. Untuk efisiensi waktu terhadap pelaksanaan kegiatan perlu dibangun sebuah mekanisme dan sistem pengumpulan serta manajemen data dari INTIP tersebut. Tujuan penelitian ini adalah; merancang bangun sistem informasi untuk menjawab dari permasalahan dan kendala yang ada dan menjelaskan manfaat dari sistem informasi untuk pengguna yang terlibat dalam kegiatan INTIP. Metode yang digunakan adalah Penelitian dan Pengembangan (Research and Development atau R&D). Teknik pengumpulan data dilakukan melalui: wawancara, observasi dan studi dokumen. Analisis data dilakukan secara deskriptif. Hasil penelitian menunjukkan bahwa: (1) Perancangan sistem informasi terdiri dari beberapa tahapan yaitu: (a) analisis kebutuhan pengguna dan sistem, (b) pembuatan basis data, (c) perancangan sistem informasi, (d) uji coba dan evaluasi sistem informasi, (e) perbaikan sistem informasi; (2) Manfaat Sistem Informasi Collecting dan Plotting Pertanahan (Si-Copilot) dalam kegiatan INTIP adalah mampu mengumpul, mengolah, dan manajemen data tekstual dan data spasial secara bersamaan pada saat mengambil data di lokasi INTIP. Hal ini dapat memudahkan pengguna dalam mengintegrasikan data tekstual dan spasial sehingga dapat membantu percepatan penyelesaian pekerjaan INTIP.
The Complete Systematic Land Registration (PTSL) require the completion of work quickly and accurately. Technological advances also make it easier for human’s activity. PTSL has 4 categories, one of it is called 4th category, which also requires a fast completion. This study aims to find out how the processes and problems about the preparation. Another aims is to find out how the community make a participation for it. The data obtained from the Research and Development (R & D) method, where in its implementation using participatory observation techniques. The result from this research is a map contained location of the parcel which is simplified into the QR Code. This map has a function as the PTSL work map and also completion for K4. The involvement of the community for the process of preparing spatial and textual data brings benefits to the government and the community itself. Completion of BPN's strategic programs, especially PTSL, can be faster and it can reduce public protests related to BPN services.Keywords : Spatial data, Textual data, Technology, QR Code, People’s Participation.Intisari: Kegiatan Pendaftaran Tanah Sistematis Lengkap (PTSL) menuntut penyelesaian pekerjaan dengan cepat dan tepat. Kemajuan teknologi juga semakin mempermudah setiap aktifitas dan kegiatan yang dilakukan manusia. Pada pelaksanaannya PTSL memilki 4 kategori salah satunya adalah kategori 4 yang juga membutuhkan penyelesaian yang cepat. Penelitian ini bertujuan untuk mengetahui bagaimana proses dan problem serta bentuk partisipasi masyarakat. Data yang diperoleh untuk penelitian ini diperoleh melalui metode Research and Development (R&D), dimana dalam pelaksanaannya menggunakan teknik observasi partisipatif. Hasilnya adalah peta desa lengkap dengan informasi letak posisi bidang tanah yang disederhanakan ke dalam bentuk QR Code sebagai peta kerja PTSL dan penyelesaian plotting K4. Perlibatan masyarakat untuk proses penyiapan data spasial dan tekstual membawa keuntungan bagi pemerintah dan masyarakat. Penyelesaian program-program strategis BPN terutama PTSL dapat dilaksanakan lebih cepat dan dapat meningkatkan kualitas pelayanan BPN kepada masyarakat.Kata Kunci : PTSL, QR Code, Partisipasi Masyarakat.
It is critical to assess the suitability of land use against the Regional Spatial Plan (RTRW) in order to achieve optimal land use. Inconsistency between the two can result in issues such as land degradation, conversion, and fragmentation. The purpose of this study is to compare the suitability of Syamtalira Aron District's land use in 2022 to the North Aceh District Spatial Plan 2012-2031. This study employs quantitative methods. Officers from the North Aceh District Land Office conducted field surveys to obtain primary land use data, while the North Aceh District Development Planning Agency provided secondary data on the RTRW maps. The study found that there was a suitability and incompatibility between the existing land use and the RTRW in Syamtalira Aron District, with each covering an area of 1908 ha or 90% of the total area of the sub-district and an area of 212.36 ha or 10% of the total area of the sub-district. Because of demographic changes and sub-district economic growth, areas designated for wetland agriculture and plantations have the most types of land use built-up areas and Exxon Mobil oil mining facilities. This study concludes that the North Aceh District Government should revise the RTRW and tighten land conversion permits. Evaluasi kesesuaian penggunaan lahan terhadap Rencana Tata Ruang Wilayah (RTRW) penting dalam mencapai pemanfaatan lahan yang optimal. Inkonsistensi antara keduanya dapat menimbulkan permasalahan degradasi lahan, alih fungsi lahan dan fragmentasi lahan. Penelitian ini bertujuan untuk menganalisis kesesuaian penggunaan lahan Kecamatan Syamtalira Aron Tahun 2022 dengan RTRW Kabupaten Aceh Utara 2012-2031. Penelitian ini menggunakan metode kuantitatif. Data primer penggunaan lahan diperoleh melalui survei lapang oleh petugas dari Kantor Pertanahan Kabupaten Aceh Utara, sedangkan data sekunder peta RTRW diperoleh dari Badan Perencanaan Pembangunan Daerah Kabupaten Aceh Utara. Hasil penelitian mendapatkan bahwa terdapat kesesuaian dan ketidaksesuaian antara penggunaan lahan existing terhadap RTRW di Kecamatan Syamtalira Aron masing-masing seluas 1908, ha atau 90% dari total luas kecamatan dan seluas 212,36 ha atau 10 % dari total luasan kecamatan. Kawasan dengan peruntukan pertanian lahan basah dan perkebunan menjadi kawasan yang paling banyak terdapat jenis penggunaan lahan areal terbangun dan fasilitas pertambangan minyak Exxon Mobil, akibat perubahan demografi maupun pertumbuhan ekonomi kecamatan. Penelitian ini menyimpulkan bahwa Pemerintah Kabupaten Aceh Utara perlu melakukan revisi RTRW dan mengetatkan perizinan alih fungsi lahan.
