The aim of this paper was to identify site suitability of flood shelters in Kuantan by using GIS based multi-criteria analysis integrated with Analytic Hierarchy Process. Based on the developed criteria range, result shows that, 21% of flood shelters in Kuantan are located at unsuitable places; 32% of the shelters are located at moderate to more suitable site; 39% of the flood shelters are located at very suitable site; and 8% of the shelters are located at extremely suitable site.

Flood risk management in Malaysia is a top-down government approach that requires shared responsibility in between government agencies. However, the issues and challenges faced by the relevant agencies is a neglected area of research. This paper aimed to identify the real issues and challenges of flood-related agencies in Malaysia. This paper used a qualitative approach to analyse the findings and found that limited authority, lack of enforcement power, lack of cooperation and collaborative risk-sharing, insufficient funding, lack of assets and manpower and communication issues are the issues faced by flood-related government agencies. Objectives of this study is to identify the real issues and challenges of flood related agencies in Malaysia. By using qualitative thematic analysis, this study found that limited authorities, lack of enforcement power, lack of cooperation among agencies, lack of man-power and assets for logistics, insufficient funding for flood risk management and communication problems are the issues faced by the flood-related agencies. The objective of this study is to re-evaluate the conceptualisation of super levees by focussing on the availability of open spaces as evacuation areas along the Arakawa River. By using land use analysis, occupation analysis and cross-section, this study found that open spaces on super levees able to accommodate a large number of evacuees. This proves that the development of super levees is undeniably ready to provide sizeable safe upland evacuation area for nearby residents.
