Fordeveloping nations to meet the demand for skills in the twenty-first century, TVET is essential. The TVET institution actively creates a skilled workforce to meet the needs of the nation's labourmarket to meet those demands. As a result, efforts are being made to improve the existing TVET institutions. This study looked into the difficulties faced by TVET institution managers when handling their relationships with collaboration. The quantitative approach used in this study was the survey design approach. The right respondents are chosen for this study using purposeful sampling techniques. A total of 53 directors of TVET institutions in Malaysia and 30 representatives from industry were chosen as respondents for this study. The Rasch measurement model was used to analyze the data. This study identified managerial skills and common barriers as the two main obstacles to the collaboration between Malaysian TVET institutions and industries. Technical, human, and conceptual skills are the three categories used tocategorize managerial skill barriers. Technically, directors are unable to put knowledge into practice because they lack computer proficiency, managerial knowledge and experience, and methods and techniques for performance monitoring tools. Conceptually, directors struggle to plan long-term objectives, articulate strategies and comprehend the organizational structure of their industry. Finally, directors lack the ability to manage relationships between organizations and the drive to launch partnerships with the sector. While this was going on, the common TVET institution-industry collaboration barriers were grouped into four categories: governance issues, funding and financial issues, management issues in collaboration, and industry-institutionculture issues.

On Job Training (OJT) is best for skill development and attitude change. Implementation of OJT which focuses on the transition of students to working life, however with little attention given to the process of assessment in OJT. Therefore, the aim of this study is to investigate the OJT assessment problems among Construction Technology students in Malaysian Vocational College. The research design for this study uses a survey that was carried out qualitatively through semi-structured interviews among Construction Technology students, lecturers and experienced construction practitioners. From the data analysis, it has been identified that there is an inadequacy of OJT assessment rubric in assessing the skill and knowledge of the construction technology students. This has been contributed with the used of holistic rubric for the OJT assessment which has been designed to be use by every course in the Vocational College. The result also revealed that allocation of marks in the assessment rubric is not commensurate with some construct assessed and need to be reviewed. This study shows that an assessment rubric should emphasizes on specific knowledge and skills in assessing students’ competency during training program and in this case to produce competent site supervisor. In addition, a good assessment rubric should consider the tasks and marks thoroughly to avoid biasness among students. Therefore, it is suggested to carry out further study in investigating the validity and reliability of current industry’ OJT assessment rubric for the Construction Technology students.Key Words: On Job Training; Construction Technology; An assessment rubric; Competency; Validity and reliability.
TVET is crucial for developing countries in preparation for the 21st-century skills demand. In preparing for those demands, TVET-Institutions is actively engaged in producing a skilled workforce to accommodate the country’s labour market needs. Therefore, an ongoing initiative has been taken in improving and upgrading the current TVET-Institutions to increase a workforce that meet the industry need. However, some of the current TVET-Institutions’ directors came from different background and some of them is not from the engineering or Technical Vocational Education and Training (TVET) administration backgrounds, of which the nature of managing the college is primarily different. Therefore, this study was conducted to suggest an improvement on TVET-Institutions in managing TVET-Institution and industry partnership, which empowered the industry as one of the vital stakeholders. A qualitative research design using the survey design approach, was adopted in this study. The instrument used is survey form. The questionnaires distributed to the respondents through Google Form are open -ended questions. Census sampling and purposive sampling techniques were selected in this research for choosing the right respondents. A total of 87 respondents were selected in this research, consists of experts from Malaysian TVET association bodies, government, and industries. The data were analyzed using Atlas.ti software. This research produces a model as a guide for the way forward to overcome the barriers. This research proposes knowledge expansion on the theory and concept of industry-led knowledge and competency among TVET-Institutions’ directors who can lead to the suggestion of academic and socio-economy increment.
