The grain economy of Russia has now reached a new high level of development, providing ample opportunities for the expansion of Russian grain to the world market. The research reveals the following main threats to further strengthening the position of Russian wheat in the world market: instability of yields and inappropriate production and logistics infrastructure, which determines overestimated transaction costs and low flexibility of supply. The article analyzes the structure of importers of Russian wheat to characterize the instability of the world wheat market and high competition on it. The aim of the research is to form key directions for ensuring the sustainability and efficiency of wheat exports. The development of the grain product subcomplex of the Russian agro-industrial complex is presented by the authors from the position of priority in ensuring the food security of the population by fully meeting the needs of the domestic market, while exports are assigned the role of an instrument for regulating the grain market. Increasing wheat exports is not a priority for the development of grain farming; however, under the current conditions, this is the main incentive for increasing grain production and a way of obtaining foreign exchange income for agrarians. In this regard, it seems necessary to increase the regulatory role of the state in managing the country's grain balance and intensify investment processes in the industry through improving the country's fiscal and monetary policy in relation to the agricultural sector.
The article discusses the development of wheat export, which is the main grain crop in the structure of production and export of Russia. The record crop of grain crops in 2017 provided a good basis for the activation of Russian grain exporters in the world market. An analysis of geographical areas by source of grain export showed that crop growth allowed Russia to become a leader, as the main North American and European competitors experienced certain difficulties that led to a reduction in their export potential. The main geographical areas in which there is an increase in demand for wheat are the countries of Africa and Asia, whose population needs a more affordable form of food, which have become the main importers for Russian wheat along with Egypt and Turkey. Russia mainly exports low-grade wheat of the 4th and 5th grade; therefore, such wheat at a lower price and relatively high level of protein content is competitive in a number of foreign markets. The key problems for the export of Russian wheat are unstable gross grain harvests in Russia, which determine the search for innovative-intensive methods of increasing the yield and its stability, and the development of transport and logistics infrastructure. It is necessary to increase port capacities due to the Baltic and Far East directions in the context of political contradictions between Russia and Turkey and expanding the geography of wheat supplies to Africa and Southeast Asia for Russia makes sense. This will not only increase the competitiveness of exports, but also create additional incentives to increase grain production in a number of regions of the country remote from the Azov-Black Sea ports.
Personnel training for the majority of Russian organizations is currently gaining special importance due to the fact that employers in the market conditions make high demands on the level of staff qualification, their knowledge and skills. Companies are aware that the training and development of personnel is an essential condition for the successful functioning of any organization, any business. Therefore, the relevance of the research is caused by the need to develop and improve the personnel training system and its staffing by using modern solutions in the field of teaching methods and techniques and staff development. The article presents the results of both a theoretical analysis of the aspects of improving the development and training system of the organization personnel, as well as the results of a systematic analysis of human resources through the example of a particular enterprise, on the basis of which optimal directions for improving the personnel management system as a whole were developed.The result of the study is making recommendations for improving the system of development and training of the organization personnel, as well as ways to improve personnel potential through the formation of a program to improve the personnel strategy.To conduct analytical work and obtain specific conclusions in order to formulate proposals for the practical part of the work, various analysis methods were used, including abstract-logical, economic-statistical, SWOT-analysis, methods of graphical and tabular ways of presenting information.
