For agrian sector consideration of risks is important because of the activities results dependence onweather and other external factors. The theoretical substantiation of the scientific basis for the agriculturalproducers activity, which is objectively connected with a variety of risks, in order to ensure the efficient functioning of agrarian enterprises, is an actual problem of the present. The purpose of the paper was to clarifythe specificity of risk in the activities of agrarian enterprises in the context of strategic management.The paper revealed that the risk in the agrarian sector of the economy is probabilistic, reflecting theadoption of managerial decisions and the results of the activity of enterprises of the agrarian sector of theeconomy, which depends on the influence, natural and climatic, socio-economic, production and economicconditions. It is revealed that the risks of agrarian enterprises are the most complex and unpredictable. It isshown that at the present stage, for the stable functioning of the agrarian sector in a market economy, theproblems of agrarian production adaptation to risks, which are largely due to differences in natural, socioeconomic, technical and technological conditions, and the agrian sector development is particular importance.
The article analyzes the basic existing methodological approaches to modeling the financial strategyof the enterprise. It has been noted that the Du Pont model was the first to be developed, based on a modified factor analysis in the direction of key reporting indicators. The main idea of the methodology of "sustainable growth" is in modeling the possible growth rate of the enterprise while maintaining financial stability.T.V. Heniberg, N.A. Ivanova, O.V. Polyakova proposed a combined approach based on a combination of theDu Pont model and the methodology of "sustainable growth". The Franchon-Romane matrix model is quitepopular. M.L. Dorofeev offers a three-dimensional system for evaluating financial decisions and introduces acomprehensive indicator of CRA as a variable component of the rating matrix. One of the most popular andused is the ADL/LC model of A.D.Little. As a result of the study, a scheme for forming the financial strategyof the winery according to an improved methodology was proposed. It formed the basis for formalizing therequirements for the financial strategy of wineries and presenting the stages of formation for it.

Abstract. Public administration should be considered as a certain influence on the part of state authorities and local self-government on the vital activity of individual regions and organizations in order to create a favorable economic environment. Today there is an urgent need for the development of the public administration system, which acts as a powerful mechanism in the state apparatus in order to promote economic development and growth. But like any other control system, it is influenced by both factors and factors that can always have positive consequences. The current conditions that have developed in the world have significantly stopped economic growth and only contributed to its destructuring. Ukraine is no exception in this situation and has a number of problems that in one way or another have a negative impact on the public administration system for economic development. The aim of our research is to form a methodological approach to the definition and compilation of the main factors of influence on the public administration system of economic development. During the research, we used the methods of expert assessment to determine the main factors of influence on the public administration system of economic development and the modeling methodology for the hierarchical ordering of these factors according to the application of graph theory. As a result of the study, we presented a methodological approach to determining and compiling the main factors of influence on the public administration system of economic development, which, unlike the existing ones, provides for the use of the expert assessment method and modeling methodology for the hierarchical ordering of these factors according to the application of graph theory. Our research can have a practical aspect of application in public authorities. The research has limitations, which can be traced in the fact that only the economic environment of Ukraine was used as an object of research and in subsequent research, attention should be focused on the international level.
