In the furtherance of national targets in support of sustainable development of Russian territories, the most important is the issue of quality life region competitiveness improvement. The preference in the solution of regional economy efficiency improvement is given to the agricultural sector. The consideration of balanced agricultural production development issues is a fresh research direction. In the plane of available global economy tools and the drive for new technological context this issue requires the attention from the point of innovation development of the studied economic system. In order to solve issues on enabling of harmonious development, it seems necessary to consider and substantiate principles and factors for formation of self-regulated agricultural sector. In the scope of this paper will be represented the complex of related components on the formation of effective business mechanism for agriculture development. Introduced principles on the basis of significance, cooperation and functioning attributes. Developed the summary index of agriculture development impact factors. The scientific novelty of the study is in the development of integrative mechanism for management of balanced innovative development of agricultural sphere on the basis of self-organization of production and economic systems; main components of which are economic, organizational, motivational and informational sub-mechanisms. The study results could be interesting for representatives from academia on the agro-industrial complex development issues and regional governmental authorities in order to design the country territories’ development strategy.
Food production specificity requires improvement of systems of automatic regulation of the processes in aggregates, apparatus, and facility. In creating an adaptive process control system for food production, based on the model of a control object, an additional analysis should be done to choose the identification algorithm of a real, fairly representative sample of input data and output measurement results. By now a lot of recurrent identification algorithms are development and in one or another extent investigated. The little part of these algorithms is implemented into software, such as Matlab, Unity Pro, and other similar ones. But the problem is that among all of these algorithms the best one for real conditions of identification is absent. And a practicing engineer, who takes up the implementation of an adaptive control system with an identifier, is faced with the problem of choosing a specific identification algorithm.In this research, by using simulation modelling, over 53 recurrent identification algorithms were analyzed, plus the main modifications of these algorithms, and a total of 47 possible estimation criteria for non-stationary multidimensional dynamic objects. Based on this analysis of the object class in question, several algorithms were recommended to engineering practice. Possibilities of a software package that has the most complete set of parametric identification algorithms today are discussed. For these specific conditions of the identification algorithms comparison into the package by identifying the stationary coefficients into object equation, the most effective were: Aizerman-1, Kachmazh, Nagumo-Noda, Rastrigin, Kalman Filter, Forgetting Factor, Tsypkin. With non-stationary coefficients of the object -Kachmazh, Nagumo-Noda, Kalman Filter. The best result was shown by the Nagumo-Noda identification algorithm.
This paper researchers the leading role of rural development in overall economic growth and wellbeing. Contrary to the common consideration that thanks to the increased productivity of labour, agricultural sector and rural development are no longer important for any economy, it appears that they still play a very important leading role and yield many useful benefits. The papwr shows that rural development contributes to the economic development of any country and often plays the key role in the composition of gross domestic product. In addition, it becomes clear that certain tools and incentives need to be applied for making it more efficient and helping it to sustain a leading factor in economic growth. The results obtained in the course of this research might help stakeholders and policymakers to promise rural development policies and to help to turn the public attention to the problems of agriculture and post-agriculture alike. It appears that rural areas might become the new hub for innovative economic projects and might yield positive net profits from non-agricultural activities that include, for example, small and medium production, tangible and intangible tourism, local crafts, and many more.
