The article describes the concept of sustainable development, which is one of the modern trends of scientific research in the 21st century. The analysis of scientific researches has been carried out in the context of the mentioned problem of sustainable development, the tendencies of development of the network interaction theory as factor of sustainable development of maritime education have been transformed into pedagogical practice of maritime higher educational establishments. The main objective of the article is to express the idea that the rapid development of information is the main impetus for the transformation of education, updating its content and forms, methods and technologies, improving the efficiency and accessibility of quality education. The process of network interaction on the example of creating an e-course for foreign students is substantiated. There was considered the possibility of modernizing the training of maritime professionals using modern information technologies (distance technologies, augmented reality and VR). The prospect of network interaction ideas has been proved, which is confirmed by the effectiveness of the introduction of the Moodle e-course for international entrants. It is shown that the students participate in network interaction, create the frame for successful adaptation of international students in Ukraine.
Nowadays simulation training technology is a priority method of maritime specialists’ practical training in the world. The main purpose of using VR simulators within an educational process is to simulate work on real equipment in order to form professional competencies of seafarers. The article describes system of blended learning on the basis of Kherson State Maritime Academy, that includes alternation of traditional and online learning, virtual training by means of the VR technology, training on simulators. In accordance with the principles of blended learning in Academy, there was developed an author's course ``Rescue boats and life rafts specialist'', which aims at providing theoretical and practical training of seafarers on launching and handling the lifeboats and liferafts and, as a result, ensures seafarers’ formation of professional competency ``life-saving appliances operation''. The article also reveals the results of an experiment with implementation of VR technologies in forming the professional competency ``life-saving appliances operation''. The deviation of the results in control and experimental groups was 9,8\%. The effectiveness of our research was manifested in the fact that students have gained experience of practical skills before coming to the vessel and showed higher level of educational achievements in professional competency ``life-saving appliances operation''.
The article examines the features of the involvement of academic and teaching staff of the higher education institution into the project activities, identifies and analyzes the main directions of the Office of International Cooperation, which contribute to the formation of teachers' readiness for project work. The concept of "project work" in scientific discourse is considered in the paper. It is actualized that the problem of attracting teachers to international activities is of particular importance nowadays. The methods of involvement into the project activity as a form of innovative methodological technologies, with the aim of forming general and professional competences, are described. Particular attention is paid to the theoretical and methodological basis of the research, which is based on competence-based, organizational-innovation and cooperative-activity approaches. The article used theoretical, empirical and statistical methods. It is noted that the Office of International Cooperation deals with the organization of cooperation of higher education institutions with foreign scientific institutions and associations, but first of all - involvement of teachers into the project activity. The paper describes the information page of the Kherson State Maritime Academy office on the official site and its main sections, informing teachers about the possibilities of project activities with the foreign partners of the academy. Other engagement methods include the use of social networks, LMS MOODLE e-courses and Zimbra Messenger. It is noted that the use of a gamified approach in the educational process actively motivates future employees of sea and river transport to educational and cognitive activities, allows to form skills of creative thinking and promotes the search for various methods of alternatives. The attention is also focused on the effectiveness of the use of simulation technologies (virtual and mixed reality). Conclusions are made concerning the process of organizing a modernized educational environment and the results of an experimental study on determining the level of readiness for project activities of teachers of Kherson State Maritime Academy.
The study substantiates the principles of using the mechanism of public-private partnership in the management of investment processes in the context of digitalization. It is determined that digitalization gives an opportunity to reconsider the principles of modern concepts of management decisions and views on various economic processes and relations in society, to get a faster and optimal attraction of financial resources. Obstacles to the use of the mechanism of public-private partnership in the management of investment processes in the context of macro-level digitalization, which are in the plane of institutional management of public-private partnership. Macro-level barriers that arise on the part of private partners in attracting investment resources through the use of public-private partnerships in the context of digitalization have been identified. The directions of elimination of obstacles of macro- and microlevels are offered. The list of conditions that must be taken into account when attracting investment resources in terms of public-private partnership in the context of digitalization is substantiated.
The article is devoted to the organization of modern learning process, namely the use of innovative technologies – computerized adaptive testing in educational electronic environment of maritime higher education institutions. The example of educational electronic environment is presented in the article on LMS Moodle. The provided new technological and methodological opportunities are a priority in the developed methods of control and testing of knowledge, skills and abilities of students. Comparative characteristic of using computerized adaptive testing in educational electronic environment is given in the article according to different criteria: the role of tests in the learning process; methods of training; equipment; presence of the problems in educational process; level of its control and learning outcomes. The paper also presents examples of activities to form communicative competency of future maritime professionals. Types of adaptive tests are listed in the paper. The research activities were done by second year cadets of ship engineering department of Maritime College of Kherson State Maritime Academy. The experiment was devoted to the formation of communicative competence with the help of electronic environment of maritime higher education institution. The results of experiment proved positive impact of computerized adaptive testing on communicative competence of future ship engineers. Further investigation of adaptive testing can also be done for learning system of maritime education establishments using simulation technologies of virtual, augmented and mixed realities.
