O objetivo é analisar a prática da Gestão de Pessoas por Competências (GPC) e suas interfaces com outros sistemas de gestão de pessoas (GP) em uma grande empresa mineradora brasileira. Analisaram-se aspectos do modelo GPC implantado no período de 2006 a 2009. Com enfoque qualitativo, a pesquisa foi desenvolvida com base na análise de documentos e de material obtido por meio de entrevistas. Os resultados indicam aspectos críticos no processo de implantação e consolidação desse sistema de gestão e em suas articulações com outros processos de GP; porém confirmam a GPC como abordagem que permite a negociação entre os atores organizacionais e a realização de feedbacks entre gestor e empregado.
The objective of this paper is to present some difficulties encountered by prisoners to be inserted in the labor market through the SEJUS - Department of Justice of the Espírito Santo State and its resocialization program. Several problems are addressed for entering the labor market, a fact that is agravated when refers to convicts. The methodology used to reach the conclusion presented on this paper, besides the refered literature, was the answers of 40 questionnaires applied in men and women convict, serving time at Cariacica and Vila Velha prisons, under semi-open and closed regime. The questionnaires were administered in person, visiting the prisons. The directors of those prisions and a rehabilitation director of the company “A” were also interviewed, compounding a triangulation view of the subjetct annalysed. In despite of the other possibilities the term rehabilitation as it is defined by SEJUS Resocializantion Program represents, the focus of this paper emphasized the inclusion of the convict in the labor market only. The difficulties encountered by convicts to resocialize and enter in the labor market, from this point of view were: the prejudice of society in general, the organizations and their staff in particular, the lack of skills and low educational level of prisoners, confirming the refered literature about the theme.
