The relevance of the topic is to improve the system of management and labor management during wartime. The Russian-Ukrainian war has led to the development of a number of negative processes on the corporate and management activities of organizations. The importance of building an effective workforce management system and its diversification is a priority task for a corporate market participant. The issue of using modern approaches to the possibility of using the workforce in wartime is a widely debated issue, which determines the relevance of the research topic. The aim of the article is to analyze the prospective management systems of workforce diversification in organizations during the military threat in the global space. The objectives of the research are to study the features of labor force and personnel management, as well as to analyze the formation of a diversification strategy during wartime. The problems of the study are the possible shortage of personnel and skilled workers. In addition, military actions in Ukraine create the danger of migration, which leads to the task of strategic importance - the search for different channels of labor and the possibility of attracting personnel. The object of research is the process of labor force management and scientific approaches to its diversification. Through the use of scientific research methods, the main means of managing the diversification of the workforce in organizations during wartime are identified. The methodology of the study is to outline current trends in the development of the labor market and integrated management systems that have been transformed with the Russian-Ukrainian war.
Transformational social processes, the development of science and technology, changes in the value systems and orientations of the individual, the active introduction of digital technologies into all spheres of human life and economic systems, determine the need for the formation of new requirements for ensuring the quality of the educational process. At the same time, the development of technologies, foremost, the development of digital technologies determines great opportunities for the development of education, but the effective use of new technologies is possible only if the processes of management of educational systems are rationalized at the global level, the level of the state, and the level of a separate educational institution. Therefore, considering the relevance of the research, the article sets a goal: to develop mechanisms for increasing the efficiency of management of educational institutions through the introduction of digital technologies to ensure their competitiveness in the market for the provision of educational services in accordance with new social requirements and global transformations. The object of research in the article is the management system of educational institutions. Methodology. The study analyzed trends and trends in the development of the education system and educational institutions by using methods of statistical analysis and comparison. To structure educational institutions according to the level of use of digital technologies, the leading international rankings QS World University Rankings, Webometrics, Google Scholar Citations and UniRank were analyzed. Based on the analysis, a structured set of indicators and control maps of ratings of the digital popularity of educational institutions were formed. As a result, the article models the effectiveness of using digital technologies as elements of the management system. The projection of the planned results of the use of digital technologies allows modeling the processes of the development of the education system as an element of managing the competitiveness of educational facilities. The results. As a result of the analysis, it was determined that ensuring the competitiveness of educational institutions in the conditions of social transformations significantly depends on the level of use of digital technologies for the promotion of the educational institution, image formation, popularization of its own scientific research and activity results, as well as journalistic activity. The expediency of using database resources, as well as social network resources as an element of the educational institution’s digital promotion strategy to ensure its competitiveness, was determined, which was confirmed by analyzing the results of the leading world ratings. Among the main tasks of the management system, which solve the methods of using digital technologies, as well as the advantages that ensure the competitiveness of educational institutions, there are the following: mobile access to public information, a strategy of openness, positioning and creating a positive image, forming the image of an individual scientist and an educational institution by positioning journalistic activity, ensuring accessibility to information, increasing competitiveness by complying with modern trends in the development of an innovative information society.
The article describes the main functions of a qualified electronic signature (QES) and the rules of use in education. The principles of application of qualified electronic signature in electronic document management systems are considered. The peculiarities of the use of qualified electronic signatures in the field of education on the example of higher education institutions are analyzed. The importance of QES in the electronic document management system is emphasized, as it is used by individuals and legal entities for identification. Emphasis i s placed on the advantages of using a qualified electronic signature during educational activities and as an indispensable component of the final stage of the passage of documents in electronic document management systems. The issue of using a qualified electronic signature from a legal point of view has been clarified. What is important is the identification and authenticity of a qualified electronic signature, because unlike paper documents, an electronic document can easily be subject to various changes. To do this, it is important to control the authenticity of QES with the help of various services to verify the authenticity of a qualified electronic signature. Examples of obtaining QES in modern conditions using both online and offline methods are given. To receive an offline signature, you must contact one of the service providers in person. It is much more convenient to get a signature online: it can be obtained by legal entities and individuals who are clients of PrivatBank. The focus is on the efficiency and convenience of using QES during the establishment of the work process in the field of education. Therefore, for Ukrainian educational institutions that seek to use the latest technologies, the use of QES is an indispensable and effective tool in the implementation of modern activities.
