The essence of interactive learning, a description of the possibilities offered by interactive technologies, means of implementing interactive learning and an assessment of the difficulties of this type of tools for organizing the learning process was considered. The survey of participants’ understanding of the interactive learning components, the differences between interactive tools and other innovative tools for organizing the educational process in higher education was analyzed. Analytical and bibliographic methods were used to analyze the literature on the use of interactive technologies in higher education, followed by a questionnaire survey to explore the practical aspects of interactive technologies in higher education institutions. The directions of modern scientists' work on the use of interactive technologies in higher education were analyzed, and some issues on the effectiveness of interactive tools in teaching students were elucidated.
Identification of the governmental policy priorities in education and its needs on the level of local communities enables the substantiation of advantages of the network approach to the regulation of educational institutions’ competitiveness. Since the network approach stipulates the creation of political, professional, labor resources, and international and functional networks of stakeholders in education, there can be informational, service-providing, problem-settling, and social responsibility-related functional networks. Taking into account the need for educational institutions’ transition to the activity-related paradigm of social institutes’ development increasingly relevant in force majeure (COVID-2019 pandemic, Russia-Ukraine war of 2022), the up-to-date practices of social responsibility in education, including in martial law, should be determined. Therefore, the governmental policy of the educational institutions’ competitiveness maintenance in Ukraine is a topical issue nowadays. The article aims to substantiate the priorities of implementation of the governmental policy in education in conditions of authorities’ decentralization and current events. The article develops theoretical and practical foundations for making and implementing the governmental policy of the educational institutions’ competitiveness maintenance. The identified features of introducing the publicity principle in administrative processes enable the substantiation of the need to involve educational institutions in systemic interaction with the institutions of power. The special role of educational institutions in the development of communities and opportunities for their cooperation with local governments is emphasized. Other dimensions and opportunities for interaction between educational institutions and businesses, science, social infrastructure, society, and the population are determined. A matrix of interaction priorities relevant for educational institutions in Ukraine is suggested. The advantages of the establishment of multifunctional educational centers are mentioned among the most sought-after priorities. The article focuses attention on the importance of civic engagement and media activity of educational institutions and integration of educational institutions and community development strategizing.
Transformational social processes, the development of science and technology, changes in the value systems and orientations of the individual, the active introduction of digital technologies into all spheres of human life and economic systems, determine the need for the formation of new requirements for ensuring the quality of the educational process. At the same time, the development of technologies, foremost, the development of digital technologies determines great opportunities for the development of education, but the effective use of new technologies is possible only if the processes of management of educational systems are rationalized at the global level, the level of the state, and the level of a separate educational institution. Therefore, considering the relevance of the research, the article sets a goal: to develop mechanisms for increasing the efficiency of management of educational institutions through the introduction of digital technologies to ensure their competitiveness in the market for the provision of educational services in accordance with new social requirements and global transformations. The object of research in the article is the management system of educational institutions. Methodology. The study analyzed trends and trends in the development of the education system and educational institutions by using methods of statistical analysis and comparison. To structure educational institutions according to the level of use of digital technologies, the leading international rankings QS World University Rankings, Webometrics, Google Scholar Citations and UniRank were analyzed. Based on the analysis, a structured set of indicators and control maps of ratings of the digital popularity of educational institutions were formed. As a result, the article models the effectiveness of using digital technologies as elements of the management system. The projection of the planned results of the use of digital technologies allows modeling the processes of the development of the education system as an element of managing the competitiveness of educational facilities. The results. As a result of the analysis, it was determined that ensuring the competitiveness of educational institutions in the conditions of social transformations significantly depends on the level of use of digital technologies for the promotion of the educational institution, image formation, popularization of its own scientific research and activity results, as well as journalistic activity. The expediency of using database resources, as well as social network resources as an element of the educational institution’s digital promotion strategy to ensure its competitiveness, was determined, which was confirmed by analyzing the results of the leading world ratings. Among the main tasks of the management system, which solve the methods of using digital technologies, as well as the advantages that ensure the competitiveness of educational institutions, there are the following: mobile access to public information, a strategy of openness, positioning and creating a positive image, forming the image of an individual scientist and an educational institution by positioning journalistic activity, ensuring accessibility to information, increasing competitiveness by complying with modern trends in the development of an innovative information society.
The development of education is a complex managerial process that can combine or concentrate various directions, goals, and objects. Nowadays, the impact of the state or other public organizations on the competitiveness of higher educational institutions’ activity is quite a difficult process as the institutions have extended autonomy. In the COVID-2019 pandemic, contemporary people are actually limited in their rights to free full-time education at universities or other institutions providing educational services to determine all competitive advantages of a certain educational institution. Therefore, vertical and horizontal connections that generate the competitiveness of educational institutions should be taken into account when conducting comprehensive research of the mechanisms of the system of securing education through the analysis of educational institutions’ activity. From this perspective, consideration of various educational levels is a relevant research object that allows showing the current situation in the sector. The article aims to analyze the main educational levels in Ukraine, reveal the problem aspects in the sector, and generalize public measures taken to secure access to free educational services. The article analyzes the change paces of main development parameters of a private segment of general secondary education in Ukraine in 2012-2021 and educational expenses of Ukrainian households per month in 2002-2020. The share of private general educational institutions in their total number in Ukrainian regions for 2020 and the share of Government commission at the expense of state and local budgets in the total number of those having entered higher educational institutions in Ukraine in 2006-2021 are calculated. The trends in the number of vocational and higher educational institutions in Ukraine and their students in 1990-2019 are shown. The main measures taken by the state to secure access to free educational services in Ukraine are outlined.
