Abstract. The effectiveness and sustainability of an enterprise are based on the effectiveness and sustainability of its portfolio of projects. When creating a production program for a construction company based on a portfolio of projects and related to the planning and implementation of initiated organizational and economic changes, the problem of finding the optimal "risk-return" ratio of the program (portfolio of projects) is solved. The article proposes and approves the methodology of forming a portfolio of enterprise projects on the basis of the correspondence principle. Optimization of the portfolio of projects on the criterion of "risk-return" also contributes to the company's sustainability.
The paper considers the management of natural resources with their negative impact on the public building structure. Recommendations for the engineering protection of the object under consideration from atmospheric precipitation that damages the building structure have been developed. The paper considers the test report of the load-bearing structures of the puppet theater building. Based on the performed surveys of the technical condition, it was found that the operational safety and durability of the building structure do not meet the current regulatory documents requirements. Based on the instrumental survey of the load-bearing structure of the building, conclusions about the required conditions for ensuring the safety of operation were made. Also the proposals for the further normal operation of the building were made. Measures to improve the technical condition of the tested elements of building structures have been developed. The following is recommended: to ensure the fulfillment of technical conditions for water-bearing communications; make a waterproof coating of sidewalks; maintain the required temperature and humidity conditions necessary for the maintenance of premises, basements and technical undergrounds; modernize the wastewater collection system from the recovering of the open gallery; perform weather protection of the joints of steel beams of the gallery ceiling with columns; perform corrosion protection of steel structures; perform a number of works to protect the outer walls of the building structure and the technical base from moisture; to constantly monitor the condition of the building.
The paper assesses the relevant problems of the global energy paradigm, with emphasis on ensuring energy security. To solve this problem, the state and prospects of world energy markets and the forecast for their development are analyzed. The paper substantiates the importance of improving energy efficiency in Russia. It also analyzes and displays the most important aspects of global energy problems, highlights the dynamics of the global balance of energy consumption, analyzes the development of renewable energy sources. The study determined the place of fuel and energy sector in the global economy. Forecasts of global electricity consumption are presented. The paper focuses on the need for measures that contribute to overcoming energy threats in the global energy market.
Existing methods for assessing the efficiency of energy saving projects in housing and utility services are often of a local nature, which does not contribute to ensuring energy security. A methodology for the economic justification of the demand for energy carriers at affordable prices in the domestic and foreign markets is needed. The authors propose to solve the problem of rational use of fuel and energy resources in the system of three industries: capital construction, housing and utility services, and fuel and energy complex as interrelated sectors of the economy and economic turnover of fuel and energy resources.
