Представлены результаты исследований, посвященных восприятию в вузовской среде гендерного неравенства в сфере социально-трудовых отношений в условиях оптимизации высшего образования и на фоне продолжающегося неотрадиционалистского наступления. Данные качественного исследования отражают ставшие более явными проблемы гендерного разрыва в оплате труда, «стеклянного потолка», недостатка учета потребностей работников с семейными обязанностями и пр. Количественный опрос фиксировал распространенность (не)соблюдения принципов гендерного равенства, дискриминационных практик на рабочих местах. The concept of civic responsibility is poorly studied by modern political science and is not sufficiently used in the analysis of the Russian political situation. This article attempts to develop the concept of civic responsibility as a category in political science using political, sociological and institutional approaches. The scientific novelty lies in the deployment of the concept of civic responsibility in the institutional context of civil society and the state. The identification of the normative and value structure of civic responsibility and its congruence in the institutional environment and the assessment of the development potential of civic responsibility will allow the better understanding of Russian politics and Russian society, as well as the expansion of the possibilities for influencing the process of the formation of civic responsibility as a stable foundation of modern politics. For empirical verification of theoretical assumptions, we used the data of an all-Russian representative survey of the population aged 18 years and older conducted by the comparative political research department of the Institute of Sociology of the Federal Center of Theoretical and Applied Sociology of the Russian Academy of Sciences (with the support of the Center of Social Forecasting and Marketing) in June 2019. The size of the sampled population was 700 people (OSPI-2019).
The article presents the results of the fi nal stage of the institutional analysis of political changes in Russia as a consequence of the interaction of social actors on common goals, problems and strategic solutions for society, the constitution of the political space based on the relations of social actors, citizens and the state. The features of the Russian social order, theocratic constraints for policy formation, the theory of domination, the methodology for assessing the politicization /depoliticization of society, the relationship of the image of the future and strategies of institutional change are shown. The variants of the development of normative and value bases for the factors of transformational policies of strategic orientation are indicated.
The article presents approaches, hypotheses and some results of research of political space formation problem in Russia, substantially related to the question of modern-type politics as a competition of projects and decisions oriented towards the common good. The constitution of political space implies the processes of institutionalization and politicization, public discussion of alternative solutions to socially signifi cant problems, political nature of government decisions, expanding people's ability to deliberate and infl uence the key aspects of social being. The institutional analysis, identifying a set of rules (institutional environment) of politics formation processes, and sociological analysis, revealing citizens' attitudes towards them and the impact rules have on actors' behavior, are used. Neo-classical republican point of view allows to assess the potential of neo-classical model of political order, deliberative approach provides means to verify the hypothesis concerning the conditions of deliberative politics model's fulfi llment. The analysis used data from a nationwide representative survey, conducted by the Department of Comparative Political Studies of the Institute of Sociology, FCTAS RAS, in June 2018. It is demonstrated, that for majority of Russians, politics is a sphere where personal goals are pursued and group (clique) interests are reconciled. Non-political and deformalized "zone of power" reinforces the dominant perception of politics as depoliticized administration and serves, therefore, as the most powerful constraint for the modern politics' formation.
