In the context of dynamic changes in the sociocultural space associated with the formation of the new information and communication environment and digital economy, project management becomes an effective tool for overcoming of many current problems. First of all, those that do not allow the effective use of the entire volume of the resource base, but also allow to increase human capital, reduce the risks of dehumanization of society under the pressure of processes of technology, "game addiction", "macdonaldization", virtualization. The purpose of the article is to disclose the basic principles of project management of the socio-cultural sphere as a mechanism of strategic management that provided opportunities for managing and implementing projects on the basis of dialogue thinking and communicative paradigm. From the position of pragmatism of the modern era, project management is aimed at improving the quality of performance that increases the relevance of addressing the topic. The attitude of public structures to project management is manifested in the development of a number of priority National Projects (education, culture, demography, etc.) and encouraging the creation of new type project offices at all levels of government in the Russian Federation. According to the author, the concept of project management is based on the philosophy of scientific and technological, and intellectual breakthrough of the country in the world arena, intensive development of the education sphere, stimulation of modernization and spatial development of the socio-cultural environment preserving its traditions and cultural values. Basing on the works of foreign and domestic philosophers, the author of the article defines a number of problems requiring scientific understanding. In the context of the National Project "Culture" preserving value and semantic foundations laid down by the "Fundamentals of the State Cultural Policy in the Russian Federation" and the State Cultural Policy Strategy until 2030, such issues are: strengthening collective identity and social solidarity, creating conditions for creative self-development of the individual possessing modern general cultural competencies and qualities of the leader. The modern system of project management meets the principles of strategic planning, aimed at reducing risks and challenges, justifying humanistic core ideals, aligning innovations with the trends of harmonization of the external and internal environment, formation of "growth points" and networked decentralized development. Particular attention is paid to the philosophical comprehension of the value and semantic foundations laid down in the National Project "Culture", where the improvement and modernization of the processes of sociocultural activities are to ensure systemic, multifaceted, large-scale, replicable, social effectiveness of local projects. The relevance of the study is explained by the need to comprehend the expansion of the inclusion discourse in the situation of continuing complication of socio-cultural interaction in the BRICS countries. The modern society’s growing need to create an inclusive community, which professes the values of diversity, is associated with the complication of the socio-cultural landscape. The concept of inclusion complexity as a form of thinking that diagnoses and overcomes the devaluation of a person in all possible contexts are presented in the research by the example of the diverse experience of inclusive initiatives’ deployment in the BRICS countries. The authors emphasise that an adequate study of this phenomenon is impossible outside the study of each country’s socio-cultural experience. For optimal results, it was essential to analyse and describe the processes of inclusion formation in the BRICS format in the context of comparing existing approaches. It allowed both to identify the national specifics and to identify the universal mechanisms of inclusion formation as of a modern cultural phenomenon. The authors conceptualize the need to maintain dependencies between different types of social experience in South Africa, which reveals the importance of a comprehensive approach to overcoming existing problems connected with poverty, inequality, gender issues, and existing unemployment. The research describes the experience of implementing the inclusion policy in the sphere of culture and education in Brazil and India. Various aspects of inclusion formation in China are revealed: it is emphasized that the negative attitude towards people with health disorders is due to the socio-cultural context. The problems of financial inclusion are considered in the context of the experience of their solvation in China and India. The authors turn to the diverse experience of implementing inclusive initiatives in Russia, demonstrating the complexity of inclusion formation as a new form of humanistic thinking.
A scientific journal is an important part of scientific communications that, through text messages, reveal meanings and their understanding objectively existing in modern culture. Scientific journals accumulate the results of new research and provide an opportunity for studies, interpretation and discussion around it, which contributes to the promotion and development of humanitarian science. In general, the texts published in a journal not only carry the content, but also have a certain categorical design, which creates some ways to understand and unite a circle of associates around the journal. Its communicative role is largely determined by its editorial policy, requirements to authors and reviewers, ethical principles, openness, editors’ authority, popularity in the scientific community, and place in the socio-cultural space.An important role in fixing these processes, their generalization, structuring and explication of their meanings have modern databases, which collect information about scientific journals and are engaged in their processing and identification of various quantitative relationships, dependencies, characteristics and indicators. Usually, they are created on the platforms of well-known European and American publishers: Springer, Elsevier, Sage, Thomson Reuters, Wiley, etc.Thereby, this forms a zone of interaction, with complex intercultural scientific communications arising, and with its parties represented by both people (experts/specialists) and scientific texts. The article attempts to use the frontier thesis to understand the basis of the methodology of intercultural communication analysis, which is formed in the process of expert evaluation of a scientific text. The frontier is used in the paradigm of postnonclassical science as a process of constructing the mental space arising in the images of the experts’ virtual representation of the text they are reading and trying to understand — its meaning, the meaning of its words, the main idea, the parts that make up the text — and to form an opinion about its scientific parameters in the context of a variety of linguistic and cultural matrices.In this study, the authors set out the task of identifying experts to develop a methodology of discursive practices for library and information scientists-specialists on harmonization of the conceptual apparatus used in Russia and abroad. A comparative analysis confirms the hypothesis that the issue of harmonization of the conceptual apparatus in the field of library and information sciences is a problem whose solution is not solely restricted by scientists representing this field. Only the interdisciplinary format of scientific communications can provide means for finding common approaches and forming a conceptual apparatus in the professional scientific sphere that will correspond to the modern vision of the humanities development.
The article is devoted to the presentation of the ideas of the information-semiotic theory of culture and the outline of the conceptual and methodological prerequisites and contextual conditions for its emergence. The key idea of the theory is that culture is a form of human existence, an expression of the features and facets of its existence. And the unique feature of a person, his being lies in the ability to create and use various forms and types of information in increasing volumes and at an increasing speed — in the ability for effective information creativity, which should be taken into account and reflected in any theory of culture. It is emphasized that the emergence of the information-semiotic theory of culture is also a consequence of the developing processes of reorientation of social and humanitarian knowledge to the ideas and principles of the information approach, which is especially important for cultural science, which is associated with almost the entire spectrum of human sciences. The ideas of the presented theory expand the ideas not only about the essence, but also about the mechanisms of development and functioning of culture, and on the basis of these ideas, new principles and criteria for the typology of culture, a new interpretation of the category “cultural form” and the resulting (interpretation) typology have been developand proposed. cultural forms, which creates the preconditions for the theoretical and methodological arsenal of cultural studies to reach a qualitatively new level. This theory also provides a combination in the methodology of cultural science of a synergetic approach in the cognition of culture with an informational approach, including by equipping the interdisciplinary plan with analytical categories — frame, hierarchy, instability, nonlinearity, order parameter, reference, emergence. And as the most important feature of the presented theory, the unification and synthesis within its framework of the existing theoretical and methodological concepts and approaches in cultural studies (systemic, activity, synergetic) is noted, since culture in this theory is thought and interpreted not only as a form of human existence based on activity as such, and on information activities and information processes, in particular, which are characterized by complex multi-level systemicity, instability, spontaneity, systemic synergistic patterns, thus bringing the process of learning culture to a post-classical paradigm new level.
