The author examines smart education and its basic principles in this article. The author also shows that smart education is a learning process in which technology innovations and Internet resources are used globally. After all, it allows students to gain professional competence based on a systematic multivariate vision and study of disciplines, taking into account their multidimensional and continuous content updating. The author shows the concept of smart education. It is the creation of an intellectual environment, the continuous development of competencies of participants in the educational process, including formal and informal learning processes based on innovative technologies. Thus, the introduction of smart technologies in education will lead to the transition from the old system of reproductive knowledge to a new, creative form of learning using innovative methods and will provide the necessary knowledge and skills which will be necessary for the student in the future. The author also notes that education based on three educational activities, namely, arithmetic, reading, and writing, transforms into education which improves the following seven skills: creativity and innovation; communication; cross-cultural understanding; collaboration and leadership; critical thinking and problem solving; ICT literacy; career and life skills. These are seven skills and abilities of smart education in the 21st century. In this case, smart education assumes that the teacher should use technological innovations and Internet resources. Thus, smart education provides new opportunities for teachers to share experiences and ideas, do more research activities, personalize the course of study depending on its tasks and the competence of the listener, and save time.
The article is devoted to the study of the modernization of educational policy in the context of modern civilization processes. The author considers the main features of the educational policy modernization process in the article. Based on the publications and studies of domestic and foreign scientists, the following features were identified: firstly, there is a high level of knowledge pragmatization. An important criterion for the quality and effectiveness of knowledge acquired in education is the ability to sell this knowledge. Secondly, the growing dependence of education on a wide range of socio-political and economic institutions, recalls the phenomenon of "enslavement" of the university by the market, and, in turn, entails the intervention of politicians and businessmen in science and education. Thirdly, the vast majority of researchers note the civilizational and cultural monopolies of Western countries, primarily the United States. The article finds that decentralization, deconcentration, democratization and liberalization imply the proliferation of educational policy actors. Education policy should refrain from monosubjectivity and become polysubjective. To do this, it must be based not only on state, but also on public mechanisms for regulating activities, create and maintain a favorable environment for the existence and functioning of alternatives, which is a necessary condition for free educational interaction and understanding of education as a practice of freedom. This study is the first systematic analysis of the phenomenon of educational policy in the modern civilization process, which is based on the basic principles of decentralization and liberalization of education at all levels, the formation of nonlinear thinking of teachers, improving the efficiency of education, improving education. The use of the obtained results can be further used in the development and formation of state educational policy in Ukraine. Because, the principles of effective Ukrainian educational policy of the future are offered.
This paper examines the national idea as the basis of the educational policy of Ukraine. The author shows that one of the main factors, which are the basis of Ukrainian education, is the national idea around which this or that society consolidates, and which it recognizes as a reference point for its further development. The author notes that the national ideal is the next important element of the national idea. After all, it is the main spiritual force of progress, organization and purposefulness of efforts, and all the creative energy of the people for the establishment of state independence. The author has determined that progressive components of the Ukrainian national idea can become: the idea of integration and consolidation (both national values with universal ones, and actually Ukrainian national integration and consolidation); the idea of building a civil society, an open society with equal opportunities, and a legal state; the idea of sovereignty, collegiality, and state, political, economic, cultural, spiritual, moral freedom; the idea of democratic transformations; the idea of "positive" development, progressive progress.
The paper considers the opportunity of practical use of TED Talks as a digital material in the process of foreign language teaching and learning in educational institutions of different types. It has been shown that TED Talks are quite a significant and powerful tool for developing students’ speaking skills. The students improve their communication skills in a foreign language; definitely, it provides further professional opportunities for getting and sharing information, experience, ideas and views. The paper illustrates that the spheres of influence of TED Talks materials, which will be used in the educational process, can be conditionally divided into four groups such as socio-cultural dimension, competence dimension, language dimension and psychological dimension. It is emphasized that TED Talks can be multifunctional, satisfying almost any didactic request. However, the teacher should take into account the certain criteria for choosing a video watching. These criteria are: what video is about, the usefulness of the topic video; the appropriateness of the video to the academic environment and the length of the video. All of these criteria help to create the video to be successful and effective. If the teacher neglects these choosing criteria, the teacher will have a negative result after the video watching and during the discussion of this video among students. The paper also highlights that the use of TED Talks during foreign language teaching helps the teacher to solve a number of problems, in particular, to overcome the negative impact of interlanguage interference, and to increase students’ motivation to learn a foreign language. Furthermore, it helps to make foreign language teaching more interesting and creative.

At the same time Smart-education implies that the teacher must use technological innovations and Internet resources. Thus, smart education provides new opportunities for teachers, namely to share experiences and ideas, do more research, save time, and so on. As a result, in Smart-education the teacher is the person who is represented on the Internet through: distance learning, presentation of courses; conducting video lectures; consultancy; checking tasks; conducting face-to-face and correspondence seminars and web conferences. Smart education also has certain tasks, namely the development and implementation of electronic textbooks; strengthening education in the field of ethics of using ICT to solve ICT-related social problems; creating a basis for educational services; etc.
