With the advancements in information technologies and internet applications, electronic government (e-government) gained prominence among many governments around the world. As a developing country, in Turkey, e-government has been a priority subject in delivery of government services. E-movable system, which was initiated in 2007 in public institutions, is an example to e-government applications in Turkey. The purpose of this study is to measure the success of Turkish e-movable system from the perspectives of employees in public institutions who use this system. The study developed Technology Acceptance Model for Using E-Movable System (TAMUeM) based on technology acceptance model (TAM) to measure the success of e-movable system. The model proposed consists of seven constructs including information quality, service quality, perceived usefulness, perceived ease of use, attitude towards using and behavioural intention to use. The results revealed significant connections between the seven constructs of the model. All hypotheses were supported. The results imply that e-movable system is significantly accepted in public organizations and that it can be extended to be applied in private sector. services and information to citizens; increases the efficiency of public employees and enables citizens to conduct their own transactions [39]. A functioning e-government system makes delivery of services more efficient and economic both for the citizens and the government [42]. For example, the use of Information Technologies/Information System (IT/IS) in healthcare sector potentially enhances the quality of services, improves the effective and efficiency of employees and reduces organizational costs [2].E-government practices have been divided into subcategories such as Government-to-Government (G2G), Government-to-Business (G2B) and Government-to-Citizen (G2C) in terms of the interactions between organs of government, businesses and citizens [34]. The relationships between central and local administrations, organizations of government bodies, departments of governments and employees constitute Government-to-Government (G2G) services. E-government aims to deliver online cooperation and communication effectively. It also involves exchange of information and goods between government departments [52].In parallel to the developments around the world, e-government applications in Turkey have improved and gained impetus in recent years. Various e-government applications such as MERNIS, POLNET and UYAP are currently in use in Turkey. E-movable goods system within the scope of Movable Goods Regulation which was enacted in January 2007 is an example to e-government applications in Turkey. The study attempts to address two important questions. The first one is to determine whether the e-movable system, which was applied for the first time in Turkey and was developed to transfer the inventory of movable goods of the government into a web-based electronic environment is successful or not. Emovable system administrators requested conductio...
Information systems bring about many innovation opportunities for organizations. However, there are also several factors affecting these opportunities that need to be investigated. Therefore, taking this necessity as a starting point, the present study was conducted to provide an insight into the associations between Information Systems Literacy (ISL), and the analytical approach, as well as Business Process Management (BPM) usage and organization performance. To this end, a structural model has been developed to define the link between design, methodology and approach structures and study the mediating effect on the relationship between ISL, analytical approach, BPM, and organization performance. A questionnaire was developed and a total of 404 usable surveys were collected from civil servants employed in various public bodies in Turkey. Using structural equation modeling, the model and the proposed hypotheses were tested. Results showed ISL has a significant and positive effect on BPM and organization performance whereas there is no positive correlation between neither the analytical approach and BPM nor organization performance. Moreover, the success of the employees with a bachelor’s degree or score above 67.8% appears to be linked with the success of the model investigating the association between BPM usage, ISL, and analytical approach affecting organization performance.
