The aim of this article is to identify Norwegian and Russian official foreign policy discourses on the European Arctic, and how perceived challenges are understood, framed and presented by the governments in their respective countries. The article makes use of discourse analysis to grasp how the Norwegian "High North" strategy is framed by the Norwegian government and, likewise, how the Russian approach to the European Arctic is framed by the Russian government. The empirical foundation is a study of primary texts such as white papers, official reports, speeches and strategies. We find that the Norwegian approach to the High North features in a powerful official discourse resulting from a robust and broad domestic discursive mobilization. The Russian approach is that of an increasingly assertive nation for which the zero-sum game and relative gains seem to be the main rationale, judging by the official discourse. The Russian approach is not as coherent or based on a broad discursive mobilization as in Norway's case. We identify energy, security, the economy and the environment as key discursive nodal points that the foreign policy discourses of the two countries evolve around: we find that both countries regard the European Arctic's potential as a future energy province to be the region's most prominent aspect. The discourses show that energy is regarded to be of vital national interest, but the countries have differing perceptions on international cooperation. However, as the countries have some important common frames of references, a favourable climate for extended future cooperation could be further developed.
The last two hundred years in the recent history of the Earth have been a period dominated by rapidly increasing human activity. Today, the discussion on the effects of anthropopressure takes the form of critical reflection on the negative impact of humanity on the natural environment. Although sparsely populated, the effects of this impact are particularly visible in the polar regions. The consequences of anthropopressure take the form of melting ice caps and glaciers, warming and thawing of permafrost, changes in sea ice structure, erosion of sea coasts, changes in the scale of Arctic fauna and flora, and a warmer climate. Research conducted in the US shows that its citizens have knowledge about polar regions, but that the level of this knowledge is low. The scope of general knowledge, the level of education, and social and demographic features (age, gender, income) may influence the formation of social opinions reflected in legislative and political solutions concerning the polar regions. Social science research has already shown that changing people’s attitudes is much more effective if the process starts in adolescence, at the beginning of institutional education. In such a situation, diagnosing the attitudes of young citizens toward polar areas is important for their further development, especially if these attitudes are to be treated as a reflection of wider attitudes toward the natural environment. In this article we set forth to review how attitudes related to the polar regions, may be used as an example of general mechanisms of changing attitudes towards the environment in general. We provide analysis that can be used as background for designing empirical research and further – for designing educational and social plans promoting environmental responsibility.
Armenia is amongst the world's richest agrobiodiversity hotspots, but rapid genetic erosion is threatening these vital resources of food security. The objective of this study is to investigate how legislation and policies affect the conservation and sustainable use of plant genetic resources for food and agriculture (PGRFA) in Armenia. National gene banks are central actors in this regard. Relevant legislation and policies within the context of international commitments and the institutional structures of Armenia are analysed, as well as their impact on the gene banks' ability to provide access to PGRFA for farmers. Official documents, legislation and interviews with key stakeholders in Armenia are the primary sources of information. Despite Armenia's post-Soviet trajectory of institutional collapse, war and lack of political support, national gene banks have managed to store much of Armenia's plant heritage ex situ, even though under modest conditions. Armenian legislation provides barriers to the marketing and exchange of seeds from most traditional varieties. Nevertheless, informal exchange still continues amongst farmers to some extent. The legislation is a serious obstacle to conservation and sustainable use of PGRFA and thus to the compliance with relevant international agreements that Armenia is party to. As a comprehensive strategy and action plan on PGRFA conservation and sustainable use is still lacking, the gene banks' promotion of on-farm conservation and sustainable use of PGRFA can be attributed to committed individuals taking responsibility for the country's international obligations. Political attention and policy coherence are required, as are well-targeted long-term commitments from development agencies.
