Education throughout its history has always been intended as a vehicle to prepare the regeneration of students, so that they can carry out their life in a wise and fulfilling way. The demoralization and dehumanization that occurs in student life is attributed, among other things, to lack of honesty, distrust, lack of sense of responsibility, lack of discipline, and lack of self-integrity. This study aims to describe the PAI (Pendidikan Agama Islam - Islamic Education) learning process in the PPKn (Pendidikan Pancasila dan Kewarganegaraan - Pancasila and Civics Education) Study Program at the Bung Hatta University. This study uses a qualitative case study approach. The research subjects are PAI lecturers, Kebunghataan (Bung Hatta inspired ideals) lecturers and all of the students in the PPKn study program. Techniques of data collection used include observation, interviews and documentation studies. Data analysis includes data collection, data reduction, data presentation, and drawing conclusions. The results of the study showed that the PAI learning process in the PPKn Study Program at Bung Hatta University was carried out by referring to the curriculum that applies at Bung Hatta University and the study program. In writing, it has not been integrated with the idea of Kebunghataan. The implications of the above is that students who graduate from this program embody the qualities of Bung Hatta University’s ideals, namely, politeness, honesty, thrifty, and dignity.

This research was conducted using a qualitative phenomenological approach. Collecting data using observation techniques, in-depth interviews and holding a Focus Group Discussion (FGD) at the research site. The results showed that the form of behavioral transformation during the Covid-19 pandemic among the Malakok community was natural, both in terms of personal behavior and social behavior changes. However, they were able to adapt to the new everyday life which had become government policy. The implementation of customs in the mutual village also changed before the occurrence with the period after the Covid-19 pandemic. Previously, all traditional elements required all familiar elements to carry out a custom determined by custom. However, during the Covid-19 pandemic, all traditional elements gave and were given tolerance and relief in implementing the custom. Through the Malakok tradition, immigrant communities can still live side by side and maintain social harmony within the brotherhood framed in an attitude of tolerance and open-mindedness.

This research purposed to conduce the Higher Order Thinking Skills test instrument. The instrument was displayed into a valid and reliable questionnaire to obtain information from XI grade student's HOTS on Civics Education subject. The research was settled at Universitas Bung Hatta Padang. It was adapted from the Plomp model. There are three phases that are preliminary research, prototyping phase, and assessment phase. The results of preliminary research need analysis and context analysis, literature review and conceptual framework development. Prototyping stage produces a prototype consist of literacy and a micro-cycle research by conducting formative evaluations to improve interventions. The last phase is the Assessment phase. At this stage, a (semi) summative assessment is carried out to conclude whether the solution or intervention meets the predetermined specifications. The research resulted in a recommendation that after improving the intervention, the HOTS assessment instrument developed in the Civic Education subject was sufficiently capable of measuring students' Higher Order Thinking Skills.
