Fish predation is one of the driving forces of freshwater invertebrate community structures, with alien predators having a pronounced effect. A quantitative assessment of aquatic invertebrates in the Wit River, Sundays River catchment, Eastern Cape, South Africa, was undertaken to assess the impact of the alien fish Micropterus salmoides on their relative abundance and community structure. Communities in the stones-in-current and marginal vegetation biotopes were sampled in the presence and absence of M. salmoides in late summer (February-April) 2008. Results suggest that the presence of M. salmoides does have an impact on indigenous macroinvertebrate fauna and communities. Community structure in the stones-in-current biotopes did not differ significantly between sections of the river with or without fish. However, there was a significant difference in community structure in marginal vegetation between sections of river. In sections with M. salmoides several large or conspicuous taxa (Odonata, Hemiptera and Coleoptera) were significantly reduced (p < 0.05) or even absent, while cryptic/inconspicuous taxa (Trichoptera, Leptoceridae and Mollusca, Physidae) were significantly more abundant (p < 0.05).
Biological control agents must be collected and utilised in compliance with the Nagoya Protocol on Access and Benefit Sharing (ABS) which is being implemented independently by each country that is signatory to the Protocol. By March 2018, 50 countries had legislation in place with an additional 54 designing their Legislative, Administrative or Policy Measures having become Party to the Protocol. Apart from the problem of dealing with the many different mechanisms countries are putting in place, it is often difficult to find relevant information on the ABS Clearing House and to access and receive appropriate responses from the National Focal Points or Competent National Authorities. We feel that a lot of time is lost on both sides (National authorities and scientists seeking information), and the process would benefit from streamlining. Also, open questions remain, such as how to deal with the generation digital sequence information and what specific activities are considered utilisation, especially for biological control. CABI has pro-actively developed an ABS policy and best practices for its staff to try and comply with the Nagoya Protocol. In addition, CABI has started negotiations with several provider countries, beginning with its member countries, to have its ABS policy and best practices recognised, considering the non-monetary benefits typically associated with biological control. The Nagoya Protocol was born out of the necessity to guarantee the fair and equitable sharing of benefits arising from the utilisation of genetic resources. However, it should not hinder the development of best practice solutions to protect exactly these genetic resources from threats like invasive species. It is important that research and development that addresses global societal challenges are not impeded and that science and its output are recognised as a way to preserve and use genetic resources in an equitable way.
The geographic origin of this prolific aquatic plant invasion of North America is in Asia. This provides critical information to better understand the invasion pathway and inform management into the future.
The Convention on Biological Diversity and the Nagoya Protocol establish that genetic resources shall be accessed only upon the existence of prior informed consent of the country that provides those resources and that benefits arising from their utilization shall be shared. Pursuant to both agreements several countries have adopted regulations on access and benefit-sharing. These regulations have created a challenging obstacle to classical biological control of weeds. This paper reviews the experiences of Argentina, Brazil, South Africa, the USA, Canada and CABI in implementing access and benefit-sharing regulations and the implications these measures have on the effective and efficient access, exchange and utilization of biological control agents. We conclude that policy makers should be made aware of the key role biological control plays for agriculture and the environment and they are encouraged to develop tailored access and benefit-sharing legal frameworks that facilitate biological control research and implementation.
