This paper reveals the essence of egalitarian values in the Arek Suroboyo culture. The egalitarian value of Arek Suroboyo's culture is a cultural value that has been possessed by the people of Surabaya since the era of the Ancient Mataram, when Surabaya was still named Hujunggaluh. Egalitarian values grow as a form of cultural identity that is free and without caste. Axiologically the essence of Arek Suroboyo's egalitarian value is objective value and is an intrinsic value that has been lived by the people of Surabaya since the formation of the Surabaya community. The position of the Arek Suroboyo egalitarian value in the Max Scheler value hierarchy is spiritual value, because in the egalitarian value there is an appreciation of the dignity and position of humans who are equal to other humans. The limitation of Arek Suroboyo's egalitarian value is that it is still shackled in the communal culture of the Surabaya community. The egalitarian value of Arek Suroboyo contributes to strengthening local culture in Indonesia. AbstrakTulisan ini mengungkapkan hakikat nilai egaliter dalam budaya Arek Suroboyo. Nilai egaliter budaya Arek Suroboyo merupakan nilai budaya yang telah dimiliki oleh masyarakat Surabaya sejak era Mataram Kuno, saat Surabaya masih bernama Hujunggaluh. Nilai egaliter tumbuh sebagai bentuk identitas budaya masyarakat Surabaya yang bebas dan tanpa kasta. Secara aksiologis hakikat nilai egaliter Arek Suroboyo adalah nilai objektif dan merupakan nilai intrinsik yang telah dihidupi oleh masyarakat Surabaya sejak awal terbentuknya masyarakat Surabaya. Kedudukan nilai egaliter Arek Suroboyo dalam hirarki nilai Max Scheler adalah nilai spiritual, karena di dalam nilai egaliter terkandung penghargaan terhadap martabat dan kedudukan manusia yang sederajat dengan manusia lainnya. Keterbatasan nilai egaliter Arek Suroboyo adalah masih terbelenggu dalam budaya komunal masyarakat Surabaya. Nilai egaliter Arek Suroboyo berkontribusi bagi penguatan budaya lokal di Indonesia. This study focuses on cultural domination effect in society on New Normal era.  This study is a field study. The data was collected through data inventory, then it analyzed and interpreted.  The result of this research showed three aspect of new normal culture in society, firstly, ideally the New normal life style should be socialized in society cultural forum, such as forum group discussion, colloquy, seminar, etc.  Secondly, the society will be more familiar with the New Era life style, when its implementation accommodates cultural values of society and respect the ritual ceremony of custom and culture. Thirdly, the New Normal life style implementation will be more convenient to be accepted in society, when it improved the role of custom and society leaders. Fourthly, the definition and the meaning of New Normal life style, nowdays, should be enrich by the meaning of health care in line with cultural society which tends to community health care more than to personality health care.
