The aim of this article is to present a systematic review of the literature on urban logistics and its stakeholders and identify future research directions. In order to discuss the main contributions and trends of this theme, a combination of bibliometric analysis techniques, semantic and content and a technological prospection were performed. Through the evaluation of a sample group of seventy one articles, it was possible to trace paths and understand content approaches, identifying advantages, limitations and conditions for the good development of city logistics and its agents. Based on these findings, the low evidence of how effectively each of the stakeholders influencing the activities of city logistics stands out, since your heterogeneity and conflict of interest are singled out as the cause of the difficulty of this deployment. It is important to note that from the technological prospection was possible to identify the state of innovation on the world stage in the area studied.
The objective of this work is to propose a model for evaluating the performance of city logistics by questioning the relationship between the stakeholders involved, key performance factors in terms of efficiency and responsiveness, and urban parameters. The study is of the quantitative exploratory-descriptive type, using auto-administered cross-sectional survey procedure, in which the questionnaire question instrument is available online. The agents classified as shippers were questioned and the data obtained were analyzed using Structural Equation Modeling (SEM) based on Partial Least Squares (PLS) through Smartpls R software. Five hypotheses were tested, in which the involved stakeholders factor in the SEM model was not statistically significant in relation to the performance of city logistics, pointing to the need for attention to this in terms of the strategic alignment from a new definition of the agents covered in the distribution of goods in the urban area. In addition, 56.4% of the variance in the city logistic performance variable was explained by the model.
Multi-product biorefineries are very promising industries to diversify the economy of countries since they have a productive matrix with a biological characteristic capable of processing various types of biomass with applications in pharmaceutical, renewable energy, and other industries. In this context, this research carries out an analysis of the literature on biorefineries and the methods of assessing social impacts that consider quality of life, employment, and stakeholders, among other metrics, as guided by the United Nations – UN. A systematic review combined with bibliometric, semantic, and content analysis was carried out by searching scientific documents in the Scopus and Web of Science databases. A total of 116 articles were located, of which twenty-three were selected by three researchers to compose the research. The Fleiss Kappa Index was applied to verify the agreement of the evaluators' decision regarding the inclusion and exclusion of articles, they obtained K = 0.43 above the tolerable limit defined for the inclusion of articles, which is K ≥ 0.21Therefore, all twenty-three articles were included. The results indicate that most biorefinery projects consider optimization and econometric methods and especially the employment metric, therefore, understood as insufficient for assessing social impacts. On the other hand, projects whose methods consider Social Life Cycle and Multicriteria are more consistent for assessing the social impacts of biorefineries, as they allow an analysis of qualitative and significant information.
A saúde, como direito social, está prevista na Constituição Federal, contempla a universalidade do acesso, a equidade e a integralidade e é garantida mediante políticas sociais e econômicas do Estado. A emergência sanitária causada pelo vírus da Covid-19, entretanto, evidenciou deficiências diversas do Poder Público no que tange as mazelas sociais e o Sistema Único de Saúde, que prossegue com a busca da consolidação de um serviço na periferia do capitalismo. As disputas federativas intensificam esse cenário e levam a discussão sobre a aplicação dos princípios e regras de Separação de Poderes e do Federalismo cooperativo. Uma das questões que permeiam os conflitos entre os entes federativos consiste nas medidas sanitárias para o enfrentamento da Covid-19, entre elas a vacinação. Assim, este trabalho tem como objetivo discutir a constitucionalidade da importação e da distribuição de vacinas contra a Covid-19 pelos Estados, Distrito Federal e Municípios. Para tanto, fez uso de pesquisa bibliográfica como procedimento técnico no debate da temática. As competências constitucionais legislativas e não legislativas determinam a descentralização político-administrativa dos serviços públicos de saúde, portanto, compete à chefia da administração pública federal o planejamento e a execução de políticas públicas de âmbito nacional, não desonerando a competência dos demais entes quando se trata das medidas de enfrentamento a emergência sanitária imposta pelo vírus da Covid-19, inclusive no que diz respeito a vacinação populacional.
