Online-based services are steps that can improve the quality of public services. In its application, adaptation becomes an important factor. The occurrence of a server down on the Sibisa website, a decrease in the number of document issuances as well as brokering and extortion that are still occurring reflect the adaptation that has not been maximized at the Medan City Disdukcapil. The importance of adaptation in implementing online-based services to create quality population administration and civil registration services. The research method used in this study is descriptive qualitative which explains the phenomenon in depth through data collection. This study uses the theory presented by Stephen P. Robbins and Mary Coulter with adaptation indicators which include changes in strategy, changes in structure, changes in technology and changes in Human Resources. From the results of the study, it can be seen that the adaptation of Sibisa's services in improving the quality of population administration and civil registration services in Medan City has not run optimally. This is because socialization was not carried out directly to the public regarding the use of Sibisa services, manual services are still available which has resulted in the implementation of Sibisa online services not being fully implemented. The quality of human resources needs to be improved and the service time must be shortened to reflect quality online-based services.Keywords: Adaptation; e-governmen; Public Service Quality; Sibisa online services. Abstrak: Pelayanan berbasis online menjadi langkah yang dapat menciptakan peningkatan kualitas pelayanan publik. Dalam penerapannya, adaptasi menjadi faktor penting. Terjadinya server down pada website Sibisa, terjadinya penurunan angka penerbitan dokumen serta percaloan dan pungli yang masih terjadi mencerminkan adaptasi yang belum maksimal pada Disdukcapil Kota Medan. Pentingnya adaptasi dalam penerapan layanan berbasis online untuk menciptakan pelayanan administrasi kependudukan dan pencatatan sipil yang berkualitas. Metode penelitian yang digunakan dalam penelitian ini adalah kualitatif deskriptif yang menjelaskan fenomena secara mendalam melalui pengumpulan data. Penelitian ini menggunakan teori yang disampaikan oleh Stephen P. Robbins dan Mary Coulter dengan indikator adaptasi yang meliputi perubahan strategi, perubahan struktur, perubahan teknologi dan perubahan Sumber Daya Manusia. Dari hasil penelitian, dapat diketahui bahwa adaptasi layanan Sibisa dalam meningkatkan kualitas pelayanan administrasi kependudukan dan pencatatan sipil di Kota Medan belum berjalan optimal. Hal tersebut karena tidak dilakukannya sosialisasi secara langsung kepada masyarakat terkait penggunaan layanan Sibisa, masih tersedianya layanan manual yang menyebabkan penerapan layanan online Sibisa belum berjalan sepenuhnya. Kualitas SDM yang perlu ditingkatkan dan waktu layanan yang harus dipersingkat agar mencerminkan pelayanan berbasis online yang berkualitas.Kata kunci: Adaptasi; e-government; Kualitas Pelayanan Publik; Layanan online Sibisa.
