In 2019 The world in the landa wabah, called mcorona virus disease (covid 19), because health is one of the basic needs of the community, it is therefore classified as a human right. In Indonesia, human health is regulated in the 1945 Constitution and in its derivative rules it is contained in law number 36 of 2009m concerning Health and also Presidential Regulation number 14 of 2021 concerning the Obligation of the Covid-19 vaccine which is useful for ensuring public health. The study in this study is to find out whether existing laws can represent in overcoming the covid 19 problem, as well as presidential regulations, whether they have represented a form of covid 19 mitigation. The research method used in this study is a type of normative juridical research by analyzing existing regulations, in dealing with covid 19. And the approach used is the statute approach (legislation) and the source of legal material used is the law, the presidential regulation. The results of this study are that the law of the Republic of Indonesia number m36 of 2009 concerning health is a consideration of Article 20, Article 28H paragraph (1), and Article 34 paragraph (3) of the constitution of the Republic of Indonesia in 1945 which means that the state has made regulations related to ensuring the health of the community. And in 2019 there was an outbreak that swept the world and to overcome this, the president spawned a form of presidential regulation that was hierarchically included in the hierarchy of Indonesian laws and regulations. This means that the President as the head of State and head of Government has taken an action in the form of nPerpres number 99 of 2020m concerning The Procurement of Vaccines and the Implementation of Vaccinations in the Context of Overcoming the Coronam Virus Pandemic insease 2021 .
This study dealt students’ English speaking by using Community Language Learning (CLL) through Students English Association of LP3I (SEAL). It used qualitative research design. It was conducted descriptively. This study aimed to know the increasing of students’ English speaking by using Community Language Learning (CLL) through Students English Association of LP3I (SEAL) at Politeknik LP3I Medan. The subjects were 55 students of Politeknik LP3I Medan. The use of instruments in this study was observation, interview and documentation. The theory of Koba, Ogawa & Wilkinson was used in this study. The data were analyzed by Miles, Huberman and Saldana analysis. The result of this study was Community Language Learning (CLL) had good result for students’ learning and can increase students’ English speaking at Politeknik LP3I Medan. This learning method was appropriate implemented to students of Politeknik LP3I Medan. Based on the data, all of response and result of this learning method got positive result and effect through the students of Politeknik LP3I Medan. This learning method can also upgrade students’ knowledge in speaking and got more vocabulary after implementing this activity. CLL can make the students happy and enjoy in studying English without forcing them to speak English. CLL can also make students brave and self-confidence to speak up in front of public.

This research is geared by the depletion of the availability of fossil fuels in nature. This is inversely proportional to the level of fossil fuel consumption, which is getting higher from year to year. Thus, there is a need for alternative fuels. One of which is biodiesel. The existence of an assessment in preparing biodiesel as an alternative fuel is significant. This study aims to determine the effect of the addition of bioaditive essential oil (eucalyptus) on the performance of diesel engines. The method used in this research was the manufacture of biodiesel through esterification and transesterification steps, then testing the diesel engine to determine the performance and gas emissions were also carried out. The results show that brake torque has decreased along with the loading at each engine speed. The value of brake power increases from 1700 rpm to 1900 rpm and then decreases to 2300 rpm. Brake fuel consumption increases with increasing engine speed, and thermal brake efficiency decrease with increasing engine speed. The CO emission is constant, but in the B20 biodiesel sample with 0.1% eucalyptus oil additive, the CO emission increases to 2100 rpm. CO2 and HC emissions fluctuate with an increasing trend with increasing engine speed. O2 emissions fluctuate with a decreasing trend along with the increase in engine speed, the O2 content produced by pure biodiesel B20 is lower than B20 with additives
