The article aims to develop a structural model of controlling as a modern concept of human resources management in achieving strategic and operational objectives of the corporation and in developing the intellectual potential of employees. The process approach is defined as the basic approach to the study of this problem, producing the continuous improvement and development of employees' intellectual potential. The developed system of controlling, providing an estimate of the corporation personnel intellectual potential, reveals the reserves of the personnel performance optimization, of the incentives and growth measures. The article submissions may be useful in practical terms for executives of the corporation, personnel officers in developing the strategy and organizing the personnel management system of the enterprise.
To achieve and maintain a level of training for competitive specialists who meet modern requirements first and foremost in professional education it requires ensuring the competitiveness of the Russian education services market. In the article the research and methodological practices are proposed for improving the competitiveness of the Russian education services market under the conditions of international educational integration at the federal (legal and regulatory, organizational and pedagogical, organizational and methodological program), regional (legal and regulatory, organizational and administrative, organizational and methodological, and socially-pedagogical program) and university levels (legal and regulatory, organizational and administrative, socially-pedagogical, learning and teaching, and information-technology program). The proposed recommendations in the article are of practical value for international departments of higher education institutions in order to optimize the processes of Russian universities entering into the international educational space.
The relevance of the research is determined by the significant role of wars in the history of medieval societies of Eurasia. Wars accelerated or retarded the development of the countries and influenced their historical destiny. Medieval army has always been closely connected with the social development of society and depended on the level of economic, social, political and cultural development of different countries. Troops, military structure and weapons are the most important indicator of the development of the medieval society. The aim of the article is to study weapons and military art of the Volga Bulgaria which was one of the largest countries in the Eastern Europe in the 10 th-13 th centuries. The main method of the research is the integrated approach based on the study of archaeological and narrative sources. The study revealed and systematized weapons from archaeological sites and leading museums of Kazan, Moscow, St. Petersburg, Helsinki, etc. We also identified the chronology and the dynamics of the development of these weapons. The analysis of the weapons and protective clothing allowed to reconstruct the weapon system and to prove that the knight weapons played the main role. The comparison of the dynamics of the weapon evolution with the data of narrative sources revealed the structure of the military organization of Bulgaria, the military terminology and the number of troops. We analyzed the battlefield tactics and the defense tactics, as well as the unique system of the national defense and the military and political history of Bulgaria, especially the Russian-Bulgar and the Mongol-Bulgar wars. The materials of the article may be useful for preparation of generalizing monographs on the history of weapons and wars both of the Eastern Europe and Eurasia. The materials can be used by the university teachers at the lectures and workshops, at special courses in military and political history of the Eastern Europe, the history of war and the military art.
The importance of the research is determined by the essential character and necessity of studying the system of the local government of the state village of the Kazan Governorate for a more complete realizing of the political institutions of autocratic Russia. The article is aimed at the study of the state and functioning of the local government system of the Kazan Governorate state village at the turn of the 18th and 19th centuries. The leading method of the research is a complex approach based on the study of different kinds of sources. The research included considering social, economic and legal status of the state peasants in the structure of the rural population paying duty in the Kazan Governorate. The course of formation and the ways of evolution of this class are shown; the problems of land availability and the size of the paid duty are regarded. The structure, functions and scope of authority of the local state institutions and peasant self-government are studied, the professional and ethnic composition of the local administration is investigated, the role of senatorial inspections as an institute of the state control is shown. The effectiveness of the local government and court is analyzed, the problem of peasants' attitude to the authorities is considered; the protest of the state peasants against the feudal and administrative oppression was an essential part of this problem. The materials of the paper may be used in the preparation of the summarizing monographs on the agricultural history of the Middle Volga Region (Central Volga Region), in the teaching practice of universities in delivering lectures and practical classes, in creating special courses on the Tatarstan peasantry history and history of state institutions.
The appeal to the security theme as a global human value determine of an increase in the intensity of the information traffic, a strong socio-economic pressure, adversely affecting the physical, mental and social health. One of the important factors of social progress is the readiness of the public and individual consciousness to change, to participate in live-changing move and to accept the new as a value. The paper examines the role of social-pedagogical support in the development of a future specialist and in a personal safety in modernizing the education system. Personality is considered as an active subject, capable of reform activities in various fields, which is possible if the person feels the vital interest security. Education modernization and internationalization affect, above all, the higher professional school, universities, the social and professional development of the future competent specialist. The student, his interests, needs and desires, his personal potential development aimed at the life development perspective and change, become the main educational guideline in the pedagogical work. All this requires new approaches to solving students' socialization problems, the renewal of theoretical views and practical actions for the social education of the younger generation in universities, calls for the creation of a guaranteed system of students' social and pedagogical protection and support. To the greatest extent this direction can be realized within the framework of university purposeful educational process, which is based on the ideas of the student subjectivity developing, self-organization on the basis of active inclusion in personal-environment interaction and socializing activity. One of the educational and social-professional formation benchmarks of the specialist in universities becomes a student-centered approach aimed at the personal potential development, and a system of student social and pedagogical protection and support. The means of implementation is a social-pedagogical support technology, its stages and directions are presented. The system of social and pedagogical protection and support is aimed at the recognition of priority students' personal safety in relation to other components of the teaching and educational process and to organize the educational institution safety. Some aspects of European experience with the social services in universities are shown. The paper notes can be useful for counselors and university faculty.
