Over the past 20 years, sales volumes in the knowledge-intensive sectors of the developed world grew about 2 times faster than in the manufacturing industry. It is no coincidence that the share of knowledge-intensive sectors of the manufacturing industry and the service sector today accounts for an average of more than half the GDP of the leading industrial countries. A new, knowledge-based economy creates new resources that effectively replace natural resources and human intellect. A high-end economy is the creation of new, artificial energy and artificial intelligence and their use in all sectors of the economy. In addition, a knowledge-intensive economy is a large-scale use of scientific developments, a new content of labor and the attitude of all its participants to it. A high-tech economy is born and is able to develop in a social environment with a sufficient level of intellectual development of society. The creation of such an economy requires not only a high level of development and implementation of new resource-creating and resource-saving technologies, but also a mass knowledge of new technologies, skills to use in production and everyday life. A high-tech economy is formed in conditions of sufficient intellectual security. With all this, the urgency of finding answers to the questions is growing: what conditions are necessary for the creation and functioning of a knowledge-based economy. In this regard, firstly, the article compares the level of development of human resources in the Republic of Kazakhstan with other countries of the world, which allows us to conclude that in terms of quantitative indicators (coverage of primary, secondary, vocational and higher education, life expectancy), our country has average positions in the world ranking. Secondly, in order to identify the relationship between a number of indicators of the method of assessing intellectual security in Kazakhstan, a correlation analysis for 2004-2017 was conducted. This article expands the knowledge on methods of assessing intellectual security for the development of a knowledge-based economy in developing countries.
Purpose This paper aims to explore the drivers of banking stability in the case of QISMUT+3 countries (Qatar, Indonesia, Saudi Arabia, Malaysia, United Arab Emirates, Turkey, Pakistan, Kuwait and Bahrain) focusing on social and governmental responsibility (SGR) determinants. Both main indicators of banking stability, namely, profitability and nonperforming loans, were treated as dependent variables. The model is examined with the whole sample and separately by examining commercial banks and Islamic banks. Design/methodology/approach Cross-country bank-level panel data spanning from 2011 to 2018 is used. Two-step system generalized methods of moments alongside both panel-corrected standard error and feasible generalized least squares models were applied to ensure the robustness of the results. Findings Findings reveal that capital adequacy and corruption control are the most dominant determinants of banking profitability in the studied sample regardless of the type of the bank. In addition, profitability, efficient management, inflation and government effectiveness were found to be the main drivers of financial vulnerability risk. Practical implications Findings of this study offer many insights and policy implications to help stakeholders gain a comprehensive understanding of banking stability. Suggested policy implications targeting bank management, governmental policymakers and investors are offered to better the banking stability of QISMUT+3 countries. Originality/value This paper has multiple contributions to the existing literature. The determinants of banking stability are examined in QISMUT+3 group of countries which is the focus of a limited number of studies. In addition, the use of a comprehensive variable set alongside the addition of SGR determinants in the case of banking system stability is one of the main contributions of this paper.
The purpose of this study is to identify the barriers of university and industry cooperation and to develop recommendations for the internal ecosystem of technology commercialization. The research method used is a survey of three categories of experts from 9 universities of Almaty (researchers, technology transfer managers, spin-off-owners). Despite the strong efforts of the government of Kazakhstan in building innovation infrastructure, there is a low level of innovation activity, less than 5% of university inventions are transferred into the industry. The results of the expert survey showed that the main barriers for cooperation between university and industry are: lack of resources to build university-industry links, lack of time due to high teaching load, poor qualification of technology transfer managers and lack of networking with industry. Based on the results of the expert survey, it is proposed to develop the ecosystem for the commercialization of university-based technologies, for which the following economic activities are important: human resources, financing, intellectual property management system, and intermediary infrastructure. The results of this study can be applied in developing the strategies and policies for universities, public research organizations, as well as for national R&D and higher education policies.
Institutional and legal foundations are a key element in the system of state regulation of demographic processes in Kazakhstan. The purpose of the article is to identify the main factors influencing the process of natural reproduction of the population in our country and to assess the relevant institutional and legal framework. In the course of the study, the functional and structural methodology of the study of control systems was used, which is a set of methods that consider the objects of study as integral formations consisting of interconnected elements. Its tools make it possible to determine the structure and hierarchy of the institutional and legal foundations for regulating demographic and other processes, taking into account the forms of government and governance used. Then, on the basis of an institutional analysis of the content of regulatory legal documents, to assess their quality and the nature of the existing links between them, as well as to identify the problems that exist. The use of functional and structural methodology allowed us to establish that the process of natural reproduction of the population of Kazakhstan is mainly influenced by: a prosperous traditional family; an effective health care system; a sufficient level of wellbeing. As a result of the conducted research, the main trends and shortcomings of regulatory legal acts regulating the processes that affect the nature of the reproduction process of the population of our country were identified. Measures aimed at their elimination have been identified.
