Urban Sprawl phenomenon occurs because of the uncontrolled development of urban settlements. The uncontrolled development of these settlements has resulted in a decline in environmental quality due to changes in certain land functions. Ecistic is a tool that is considered appropriate for understanding the settlement. Research uses ecistic elements to see a settlement in one large frame, namely total settlements patterns with a classification scheme related to elements of settlements, namely nature, anthropos, society, shells, networks. This research was conducted to understand the conditions of residential growth to find out the growth factors that occur. Several stages of analysis carried out in this study include identification of settlement characteristics, trend analysis using periodic regional image analysis, as well as analysis of factors that influence settlement development using AHP techniques. The results showed that settlement development began to occur sporadically in the period 2006-2018 to the south with the highest density concentration remaining in the city center. In the physical organization of space, the development of settlements forms an octopus pattern (Octopus/Star Shape Cities). The results of the AHP analysis strengthen these conditions where the location of settlements and activities is the main factor that causes the growth of settlements.
Global warming is a world problem because it has a significant impact on the survival of the earth, which is the Urban Heat Island (UHI) phenomenon. Jember Regency is a district with a relatively high population growth rate. Total population growth per year is 0.55% in 2020. In general, increasing the urban population increases the need for built-up land to support human activities and can affect surface temperatures, producing the urban heat island phenomenon. This study analyses the UHI phenomenon in 3 sub-districts in urban Jember using the Landsat 8 OLI remote sensing image processing method and TIRS Multispectral Imagery to obtain surface temperature values and high-resolution aerial photos from 2013 to 2021, which will be used to identify surface temperatures through several methods. Extraction is the use of supervised classification (supervised), NDVI (Normalized Difference Vegetation Index), and LST (Land Surface Temperature). The study results illustrate that the UHI value in 2013-2021 tends to fluctuate with decreasing temperatures. The Non-UHI classification dominates the urban area of Jember, where the majority are in the suburbs. Meanwhile, the highest UHI class value spreads in the downtown area.
Slums are one of the urban problems that occur in almost all regions in Indonesia. As one of the pillars of sustainable development, and to deal with problems related to slums, every City / Regency based on Government Regulation are required to prepare RP3KP documents as a master plan for regional settlements. Jember is one of the areas in Besuki Raya that already has housing and settlement planning products but is still in the RP4D format. Based on these conditions, Jember is categorized as a district that does not have a settlement area planning instrument that meets the standards. In fact, there are 37 villages classified as slums with an area of 47.2 ha, uninhabitable houses reaching 3,940 units in slums in Jember Regency (Kotaku,2017). The results of the study is useful as a basic reference in the formulation of residential area planning policy in Jember Regency. With the typology and formulation of priority infrastructure needs analysis in slum areas, a general description of the condition of the characteristics of slums in Jember Regency can be described. The results show that physically, the infrastructure to be aware of are road infrastructure, building conditions, waste management and fire danger
The development of urban settlements causes fast flow of urbanization. These condition leads to the growth of uncontrolled settlements which indicates Urban Sprawl Phenomenon. The phenomenon of urban sprawl begins with the need of the community to obtain better living standard, especially for residential functions. That residential function associated with urban sprawl is driven by settlement growth in certain locations (sporadic growth), and it is difficult to control (the impacts on the decline in environmental quality due to changes in certain land functions). By looking at these conditions, the understanding of the phenomenon of settlement growth must be conducted through the right approach. The approach views from an ecological element by examining a settlement in one large frame, total settlement patterns with a two-way classification scheme [1]. This research was conducted to understand the condition of settlement growth in order to find out the existing growth factors. The research area is located in the urban Situbondo with growth characteristics influenced by coastal and agriculture condition becoming the trigger of growth. Based on the results of the AHP calculation in Situbondo Regency, it is known that the most influential factor on settlement growth is natural factors with an assessment value of 0.243. Based on the morphological approach, the influence of natural factors shaping the pattern of ribbon settlement growth a small observation scale and the octopus pattern in the big range scale observation.
