While numbers of first‐time entrants have decreased dramatically in the last decade, young people remaining in the youth justice system in England and Wales today are the most persistent, troubled offenders. Research suggests that the formation of a non‐offending or ‘prosocial’ identity is crucial for desistance among persistent offenders. This article examines how engaging in an employment programme at a social enterprise influenced the identity of offenders aged 16–18 years. Young people's self‐narratives reveal that although none possessed a strong criminal identity, they developed a more coherent prosocial identity during their employment. This can be attributed to how the employment programme reduced the social exclusion experienced by employees, demonstrating the value of such opportunities for youths.
The present study examines the association between employment and offending for a sample of young offenders who are paid to work in a pilot programme known as the Skill Mill. First, we analyse a sample of 39 youths over a period of 10 years (40 quarters) to determine whether Skill Mill employed youth are more likely to desist from offending than a control group of youth who are not employed in the Skill Mill. Those youths employed by the Skill Mill committed 1.12 fewer offences per quarter than the control group (p < 0.001). In addition, offending rates among the Skill Mill youths decreased by 0.99 offences per quarter after they began work (p < 0.001). Next, we review results from semi-structured interviews with current Skill Mill employees and their supervisor that helps to unpack why the Skill Mill has been successful in promoting desistance. We conclude that programmes like the Skill Mill can mark an important turning point, and more specifically, a hook for change in the lives of young offenders.
Purpose The paper aims to consider whether social enterprise, who are growing in number and seemingly a politically popular alternative to mainstream employment are a potential conduit for social change. Discussions relating to the value of (stable) employment in reducing and preventing (re)offending are not new. For many ex-offenders, a multitude of barriers stand between them and access to the labour market. As a potential conduit for social change, social enterprises are a growing and seemingly politically popular alternative to mainstream employment. Design/methodology/approach Focusing on the qualitative lived experiences of young people (aged between 16 and 18) with criminal convictions enrolled in one such enterprise, this paper examines the extent to which work-integrated social enterprise can assist in overcoming existing barriers to the labour market. Findings The paper highlights the value of social enterprise(s) in addressing the complex needs and precarities of criminalised youths, promoting social inclusion and assisting with progression into future employment. The paper also discusses the limitations of social enterprise(s) in overcoming external structural barriers to meaningful employment for those with an offending history and the implications for young people who aspire to more than precariat work. Originality/value Justice-orientated social enterprises are allowing young people with criminal records the opportunity to build social capita and access precarious work, previously unattainable for many. By focusing on the concept of “precarity”, this paper builds upon existing research on the collateral consequences of criminal convictions offering insights into the various challenges facing criminalised youths attempting to build a positive pro-social work identity within contemporary labour markets
Criminological literature investigating the association between employment and desistance presents largely mixed findings. This article uses the Skill Mill employment scheme for young offenders as a case study to advance our understanding of how participating in work programmes can influence youth reoffending. Participant observations and semi-structured interviews were conducted with young attendees of the scheme and their supervisors. The findings suggest that employment schemes that offer remuneration, that influence how attendees are perceived by others, that encourage friendships between individuals with a history of criminal justice involvement and that employ supervisors who manage the dynamics of the work group and support young people to change can aid desistance.
Experiencing meaningfulness at work is important for employee engagement, individual performance, and personal fulfilment. However, research surrounding meaningful employment has predominantly focused upon the experiences of well-educated, adult professionals. To expand theoretical understanding of this concept, this paper investigates perceptions of meaningful employment among youths from Northern England (aged 16–18) with a history of involvement in crime. Interviews demonstrate that young offenders’ criteria for ‘meaningful work’ differ from existing research and is influenced by their self-concept and inherent values as youths from chaotic and impoverished backgrounds. This highlights the subjectivity of this concept. Nonetheless, the findings also indicate that there are instances where work itself makes a broader contribution in discovering meaning, and therefore, certain organisational practices are experienced as meaningful by both young offenders and adult professionals. Thus, this study demonstrates the importance of surveying diverse populations to reach a more comprehensive understanding of meaningful employment.
