This study aims to develop a model of PBL ( Problem Based Learning) in English teaching . It belongs to research and development (R D), which includes research and information collection, planning, developing preliminary form of product, preliminary field testing, product revision, field testing, operational product revision, field operational testing, final product revision, and dissemination and implementation. Based on the stages of R D, the findings can be explained as follows. Firstly, based on the study of the concept of PBL model, five stages proposed by Glickman were implemented, namely: (1) pre-conference with the lecturer; (2) classroom observations; (3) the analysis and interpretation of the observation results and set up the konverensi approach; (4) meetings after observing; (5) evaluating the four stages. All stages were carried out by utilizing information. Secondly, students’ and lecturer’s perception or understanding on PBL model is yet complete. Thirdly, PBL Model based on the character can be considered as a breakthrough for guiding teachers to improve their teaching competence.

Demosntration of knowledge during the partical work was done by drafting product development procedure documents, presentations, and project demo. The test result of English lab course based on PBL in Islamic University of Riau led to the conclusion that the model is acceptable and desirable to be passed with a few improvements. In addition, learners also feel there is a new challenge in following the PBL -based practicum.
This research was based on the preliminary studies in Economic Department of University in studing English. From this preliminary studies, the researcher want to find out the analysis, the effectivity, and the practicality of her products in designing and implementing PBL Model at Economic of Islamic University of Riau. The design of this research is R & D approach by using ADDIE Model. The sample was selected from one institutions in Pekanbaru namely Islamic University of Riau. The quantitative data were collected through a questionnaire and statistically analyzed by using SPSS program. Based on the reearch findings that there was the high association between Problem Solving Ability, Self Confidence, and student performed positive opinion in English speaking toward PBL Model. This conclusion is in line with educational policy to continually improve the quality especially for Economic students. For further researchers, this research suggests to conduct similar studies to develop PBL model in other program of education.
