This article examines How the Design of the Society Empowerment Field Program, and the factors of resistor empowerment Field at Desa Pa’batangang, Kecamatan Mappakasunggu, Kabupaten Takalar. This phenomenon seeing that countryside fund policy is not maximum to superintendence it, by seeing of the indication of less involvement societies to the forum of countryside development plan, and the effects are many activities that unsuitable with society’s needs, and the execution of activity is not well presentation. In Permendesa PDTT number 11 years 2019 clause 5 concerning use priority countryside funds, it states that there are two sectors that become priority; countryside development and society empowerment which these two sectors should run simultaneously. However, Society Empowerment Field Program become neglected, most of the utilization countryside fund only focused on physical project, staff like pretend resources potency which is exist in countryside. Whereas, towards build the autonomous countryside, it very important to have support from government that become beneficial. This article may useful for the government of Takalar regency, along expansion countryside fund program. Research informant: Head of Countryside, Staff, Technical Practitioner, and Societies. Research scientific used qualitative. Data aggregation through interview, observation, secondary data study. Researcher used Data analysis technique’s Miles and Huberman. Based on research, that the result of Program manifested in two sectors; development and society empowerment. From both sectors, it shows that there is Fund Allocation distributed on activity which is not productive and there is no impact on society’s economic growth. Thereafter, which become resistor factor of the society empowerment are rigid regulation and the homogeneous activity, less manpower, less socialization, society access to the program is low and tend to hegemonic, the society only involved in taking and implementing activity, and the consequence is simply tend to active formality.
This article discussed decision-making models in the context of crisis and uncertainty during the COVID-19 pandemic. Time and information constraints, the effectiveness of government policies, and public expectations were used to build the research model. Data were collected by distributing a semi-open and closed survey questionnaire (Google Forms). The statistical result showed that the decisions taken during a crisis/pandemic were more determined by the time constraints and the information (significantly positive) than the government policies and the public expectations (negative is not significant). Related to the effectiveness of the health and economic policies taken by the government, it concluded the effective response; however the virus recurs, the public health response succeeds, but measures are insufficient to prevent recurrence so that physical distancing continues (regionally) for several months. Analysis of the survey respondents towards the government economic policy assessed that government policy was still partially effective intervention, policy responses partially offset economic damage, the banking crisis was avoided, and muted recovery levels. The economic impact of co-19 predicted a slow economic recovery, supported by respondents’ expectation of pessimism towards future economic conditions.
This research aimed to figure out the infrastructure effect on the poverty level in the Eastern Part of Indonesia. The developed research model applies an econometric approach i.e. simultaneous equation model using data panel of 16 provinces. The variables of the energy, housing, transportation, clean water, education, health, and telecommunication were used to measure the effects of the infrastructure whereas the growth and income inequality were used as the intervening variables. The result indicates that housing, clean water, and telecommunication have a negative and significant effect, while energy has a positive and significant effect on the poverty level. Indirectly, housing, clean water, education, and telecommunication variables have a negative and significant effect on the poverty level. In addition, energy and transportation have positive and significant effects on the poverty level. Another finding is improving economic growth in the Eastern Part of Indonesia causing more equal income distribution. However, it is not accompanied by poverty reduction.
This study is to answer whether the city of Merauke is developing or not by using the prerequisite concept of agriculture surplus, urban production and transportation to exchange. The Data used is the value of agricultural, industrial and electrical energy production; and motor vehicles. Population and population density data, the county capital mileage to the district capital, and road conditions as supporting data. Qualitative descriptive is used to describe, and analyze the data to draw conclusions based on the concepts and facts found. Findings of this study that the first prerequisite, agriculture surplus is fulfilled, while the second prerequisite, urban production, not fulfilled, the third requirement of transportation to exchange is also not fulfilled. It can be said that the city of Merauke using these three verses can not be said as a thriving city. Keywords: agriculture surplus, urban production, transportation to exchange
