Structural capital is one of the elements of intellectual capital and measuring it in local public administration contributes to assessing value for society. This article analyzes the effects of structural intellectual capital on the innovation capacity of public administration in a Latin American city. The research was carried out with civil servants who hold management positions in the City Hall of the researched city. It was used multivariate exploratory analysis, principal component analysis, correlation and linear regression to statistically organize the data. The main results are that structural intellectual capital has a positive, significant and direct influence on the capacity for innovation in public administration. For public managers, the study demonstrated that investment in structural capital can have direct and proportional effects on the ability to innovate in services and processes, organizational and institutional. Therefore, investments in structure, processes, and organizational philosophy in public administration tend to improve managers' ability to innovate. It is important to highlight that structural intellectual capital aligned with innovation has the potential to significantly improve technology, services, processes, and meeting social demands for the local community.
The public sector must respond to the citizens’ demands with speed and innovation. This ability can prevent many deaths, as in the case with the Covid-19 pandemic. The present study has the general objective of identifying the influence of human intellectual capital on the public sector capacity to innovate. To this end, 158 public servants, who occupy leadership positions in the municipal public administration of the city of Latin America (Santiago - Rio Grande do Sul - Brazil), were interviewed. The statistical technique used was exploratory factor analysis and, through the analysis of the main components, two human capital factors were extracted: training and skills, values and attitudes, in addition to the constructs of innovation capacity: services and processes, organizational and institutional. The study tested the hypothesis that all human capital factors are positively, significantly and directly related to the dimensions of innovation capacity. The most relevant index of correlation was identified among the variables: values and attitudes, and the capacity of services and processes. Therefore, the case of study verified the positive, direct and significant influence of human intellectual capital with the public sector capacity to innovate, specifically, in the local / municipal public administration in question.
Os Institutos Federais, são autarquias de base educacionais, com foco na territorialidade, como elemento principal para sua formação identitária. Através do compromisso em desenvolver a região onde está inserido, o Instituto Federal Farroupilha, tem sua proposta pedagógica, de ensino, pesquisa e extensão, baseada no desenvolvimento local. O objetivo desse trabalho, consistem em relatar a experiência do trabalho de Extensão e Pesquisa tecnológica realizada nos anos de 2011 e 2012, junto aos produtores vitivinícolas do município de Jaguari-RS. Viabilizado pelo PIIEX (Programa Institucional de Incentivo à Extensão), o trabalho envolveu professores e alunos extensionistas do curso superior de Gestão Pública e Produtores Vitivinicultores do município de Jaguari-RS. Ao término dos trabalhos, constatou-se melhoria dos resultados nas práticas de produção, melhoria das ações mercadológicas, como formalização e profissionalização do associativismo, fortalecimento financeiro e organizacional da Cooperativa Agrária São José e representatividade do setor junto aos órgãos municipais e estaduais, além da interligação entre extensão-pesquisa e ensino durante a trajetória acadêmica dos alunos envolvidos nas atividades. Destaca-se o modelo de integração de educação tecnológica com um setor produtivo, uma das razões de existência dos Institutos Federais de Educação Tecnológica.
RESUMOEste artigo relata à experiência do Conselho Regional de Desenvolvimento do Vale do Jaguari/RS na elaboração do Planejamento Estratégico Regional, tentando associála à ótica dos modelos de desenvolvimento de Barquero (2001) e Boisier (1995, desde o diagnóstico das potencialidades e carências apresentadas pela região e discutidas amplamente, principalmente pela equipe técnica e lideranças dos municípios abrangidos. No que se refere ao desenvolvimento regional, recomenda-se que os gestores públicos atuem com visão estratégica, envolvendo os atores regionais no desenvolvimento de ações conjuntas. Também, ressalta-se que as iniciativas de desenvolvimento devem começar particularmente em cada região, potencializando os fatores locais e promovendo sinergia de esforços no sentido de desenvolver novas fontes de recursos e possibilidades para o desenvolvimento regional. ABSTRACTThis paper reports the experience of the Regional Development Council Valley Jaguari / RS in preparing the Regional Strategic Planning, trying to link it to the perspective of development models Barquero (2001) and Boisier (1995), from diagnosis and the potential deficiencies presented and discussed widely by region, mainly by the technical staff and leadership of the municipalities covered.Regarding regional development, it is recommended that public managers act with strategic vision, involving regional stakeholders in developing joint actions. Also, it is emphasized that development initiatives must begin in each particular region, boosting the local factors and promoting synergy of efforts to develop new funding sources and opportunities for regional development.
