Am 23. Juni 2022 hat der EU-Rat den Beitrittskandidatenstatus für die Ukraine verliehen. Das erfordert insbesondere im Bereich der landwirtschaftlichen und ländlichen Entwicklung eine intensive öffentliche Diskussion und ein aktives Vorgehen der ukrainischen Stakeholder, um das weitere Voranschreiten der Ukraine auf dem Weg der europäischen Integration zu ermöglichen und die Umsetzung der Bestimmungen des Assoziierungsabkommens zwischen der Ukraine und der EU voranzutreiben.Vor diesem Hintergrund ist es besonders wichtig, dass ländliche Gemeinden bereit und in der Lage sind, eigene Ressourcen zu mobilisieren, um Prozesse der europäischen Integration zu beschleunigen.Dies ist jedoch eine große Herausforderung vor dem Hintergrund, dass es in der Ukraine seit 2015 kein strategisches Programm für die landwirtschaftliche und ländliche Entwicklung gibt. Darüber hinaus gibt es eine Reihe von Hindernissen im ukrainischen Agrarsektor und bei der Entwicklung des ländlichen Raums in Vorbereitung auf die europäische Integration. In diesem Artikel werden einige der drängendsten Herausforderungen im Zusammenhang mit der europäischen Integration der Ukraine diskutiert und analysiert, um ein besseres Verständnis dafür zu entwickeln, wie sie auf dem Weg zur europäischen Integration der ländlichen Gebiete der Ukraine überwunden werden können.
The purpose of the article is to analyze the peculiarities of the market demand of agricultural producers for advisory services in Ukraine Research methods. The theoretical basis of the article was the dialectical method of cognition and systematic method for research of peculiarities of the market demand for advisory services in Ukraine. The main methods of the article were: questionnaire and comparative analysis. Research results. The choice of producers for the questionnaire was fulfilled on two criteria: the size of the land use area and geographical location. The four most significant groups of agricultural producers for the research were identified: large agricultural enterprises (with a land use area of 5000 ha and above), medium-sized agricultural enterprises (500 to 5000 ha), farms (50 to 500 ha) and small producers (small farms and owners of land shares – from 2 to 50 ha). The selection of a retrospective sample of representatives of agricultural enterprises for the questionnaire have been substantiated to ensure the reliability of the research. The peculiarities of the market demand of agricultural producers for advisory services was carried out on the basis of the questionnaire method and polling method. Scientific novelty. The differentiated approach to the provision of advisory services have been proposed depending of peculiarities of the market demand for it by agricultural producers. Practical significance. Differentiation of the list of advisory services and methods of their provision, depending of features of market demand for them, will promote to increase both the effectiveness of advisory services and the efficiency of economic and personal activities of agricultural producers.
The article is devoted to the research of the institutional foundations of interaction between agricultural advisory services and amalgamated hromadas (AH). The goal of the article is to generalize the institutional framework for cooperation between agricultural advisory services and AH. The institutional components of the state regulation of agricultural advisory services are determined. Also the main subjects among Central executive authorities for solving these issues are defined. The results of questionnaire survey to determine of aspects of attitude of the community leadership to the solution of their problem and reciprocity with advisory services are presented. Three groups of AH actual problems have been determined. In the context of realization of institution provisions is substantiated the order of advisory services for solving of these problems. The results of the research of self-government bodies readiness to participate in the financing of the agricultural advisory activity are represented. The order of solving of the priority tasks for formation of the agricultural advisory system in rural hromadas is grounded. The priority tasks are include: 1) establishment of system communications between advisory services and AH; 2) preparation of mechanisms (models) for involving of local communities in agricultural advisory activity. Rural communities can count on different types of state support on the base of cooperation with agricultural advisory. It seems expedient for the Ministry for Development of Economy, Trade and Agriculture of Ukraine to initiate the elaboration of mechanisms for state stimulation of community cooperation in the advisory sphere. The priority measures for convergence of the system of agricultural advisory and AH have been identified. It connect with coordination of activity for information exchange between executive authorities, self-government communities and subjects of agricultural advisory. This is an objective necessity and will permit to obtain a synergistic effect: increasing the ability of rural amalgamated hromadas to solve their own problems independently, improving the living standards of the rural population. An extremely relevant topic is launching of pilot projects for the development of advisory services in AH, including the use of mechanisms of inter-municipal cooperation. International technical assistance projects should be more actively involved in this work. Prospects for further research are conclude in elaboration of the specific mechanisms of cooperation between the subjects of advisory services with the AH leadership in solving of existing problems.
It has been proven that agricultural micro and small agricultural enterprises are limited in access to the best modern agricultural practices due to the presence of both objective and subjective factors. The online resource center "Best practices of farmer-farmer practices" aims to provide agricultural MMAE with practical knowledge and demonstration base of modern agricultural technologies in Ukraine and the world, which can be implemented in the fruit and vegetable sector, livestock, aquaculture, poultry (except chickens). confectionery and craft products. Such a resource should become a communication platform, first of all, between those who implement modern approaches and technologies and their potential followers. Given that the key beneficiaries of the resource center are business entities, the idea of transforming the center into a business entity that provides services to both such entities and authorities, local governments for the successful implementation of agricultural policy is obviously development of rural entrepreneurship. Thus, the resource center "Best practices of farmer-farmer" will help to solve the problems and challenges not only of producers, distributors and implementers of agricultural innovations, best agricultural practices, but also the executive and local governments. The services provided through the online platform "Best Agricultural Practices for MMAE " will be able to disseminate innovative technologies that have practical application among small and medium-sized businesses in the field of agribusiness. Using the online platform as a communicator, it is planned to ensure constant and effective communication between agricultural producers, scientists, educators and advisors. Creating an information resource on a sectoral basis will allow to concentrate in one place information about the best modern agricultural practices and provide access to them for end users - agricultural producers, using existing channels of information dissemination in the system of agricultural advisory.
